New legislation and related regulations in California mandate groundwater management to avoid undesirable results from excessive groundwater pumping and other human activities. Required aspects of management planning that will occur in well over 100 alluvial groundwater sub-basins across the state include scientific foundation and public transparency. While the details of individual groundwater management approaches will be particular to conditions in each management area, there will be common elements based on similar aspects of many groundwater systems in the state. The process of beginning to implement groundwater management for a large part of the state poses challenges. Use of scientific knowledge and methods of analysis developed in academia and industry will be helpful to the overall effort. This dissertation considers aspects of groundwater management that are expected to be common among many planning efforts. Inactive water supply wells acting as conduits for contaminant migration is considered through field examples and use of recently available databases regarding existing well constructions and water quality. Nonpoint source pollution effects on groundwater quality from conduit wells are investigated and selective regulatory action is explored as an option for addressing an issue that is too large for complete solution with available resources. Options for managed aquifer recharge are explored for a combined urban-agricultural area through use of a recently released land use database. A hydro-economic analysis is performed using linear programming to evaluate the efficacy of an on-farm recharge approach. Future work may include development of additional insights within the context of the study areas presented as well as extensions that consider new geographic areas and additional related considerations.

Trace elements within groundwater that originate from aquifer materials and pose potential public-health hazards if consumed are known as geogenic contaminants. The geogenic contaminants arsenic, chromium, and vanadium can form negatively charged ions with oxygen known as oxyanions. Uranium complexes with bicarbonate and carbonate to form negatively charged ions having aqueous chemistry similar to oxyanions. The concentrations of arsenic, chromium, uranium, and vanadium in groundwater result from the combined effects of (1) geologic abundance within aquifer materials; (2) the fraction of these elements that have weathered from and sorbed to the surfaces of mineral grains and are potentially available to groundwater; and (3) the aqueous chemistry of dissolved oxyanions in groundwater during different redox conditions and pH, both of which are affected by hydrogeology, including the length of time groundwater has been in contact with aquifer materials. Concentrations of arsenic, chromium, uranium, and vanadium were measured in samples of (1) rock, surficial alluvium, and drill cuttings using portable (handheld) X-ray fluorescence (pXRF); (2) operationally defined fractions extractable from these materials; and (3) water from wells sampled between 2000 and 2018 within the 3,500 square mile Mojave River area and Morongo area of the western Mojave Desert, southern California. ... California's Central Valley is increasingly vulnerable to winter floods. A comprehensive spatial baseline of flood extents is critical for inundation analyses that can enhance future flood predictions, but cloud cover has prevented the regular observation of surface water extents with optical satellite imagery. In this study, we leveraged the daily resolution of Moderate Resolution Imaging Spectroradiometer (MODIS) satellite data to create a continuous series of monthly Dynamic Surface Water Extent (DSWEmod) images across the Central Valley from January 2003 to January 2023. We used the timeseries to assess the climatic driving forces of winter (Oct–April) surface water variability at sub-basin and pixel scales. At the sub-basin scale, we evaluated the influences of winter precipitation, occurrence of atmospheric rivers, and antecedent soil moisture on monthly surface water extents and found that the greatest correspondence occurs in mid-winter (Dec–Feb); in contrast, non-precipitation drivers such as water management play a stronger role in autumn and spring. The pixel-level analysis identified the probabilities of precipitation-driven surface water occurrences in the Sacramento basin are highest along rivers, conveyance channels, and floodways, with higher probabilities under wetter antecedent soil moisture conditions. Precipitation-driven surface water occurrences are also common in leveed areas and outside flood boundaries designated by state and federal agencies where exposure of structures to inundation was larger in terms of their value. Finally, areas with more frequent precipitation-driven flooding have poor recharge potential but are commonly within 5 km of areas classified as having good potential. This study demonstrates a novel approach for exploring the utility of MODIS for understanding surface water dynamics in mid-winter, a period characterized by peak precipitation, flood risk, and surface water extent. This information can provide valuable insights for (1) assessing flood risks for infrastructure and populations, (2) identifying areas most suited to strategic water management investments to increase recharge, and (3) analyzing precipitation thresholds that trigger flooding to allow proactive water management strategies to minimize damage and maximize recharge.

Sea level rise (SLR) will cause a groundwater table rise in coastal aquifers, and this can trigger exposure to toxic chemicals via direct contact with contaminated water or through vapor intrusion. This study presents deep learning- and explainable artificial intelligence (XAI) models to assess risk of polluted groundwater exposure due to SLR in California. Our method quantifies risk based on (1) SLR-related groundwater rise projections and (2) a prioritization of 2296 hazardous sites according to a geochemical indexing algorithm applied to groundwater data from the California State Water Resources Control Board. Our results indicate that nearly half a million people in California may be potentially exposed to marginal or poor groundwater by the end of the century. We show that feature collinearity renders numerous indicators on socioeconomics, demography, health and environment as dependent- and thus insignificant risk predictors. Our XAI models furthermore indicate that features on total population and features related to demographics (households of color and low income) and pollution source (proximity to wastewater dischargers) exert strongest controls on risk. However performance differences between randomly- and spatially cross-validated models highlight generalization challenges due to spatial autocorrelation. While the former model yields better results for California-specific analysis, only the latter model should be applied for unbiased risk assessments in other coastal regions.

The Sustainable Groundwater Management Act (SGMA) requires groundwater sustainability agencies (GSAs) to develop groundwater sustainability plans (GSPs) that achieve sustainable groundwater management within 20 years of adoption. All critically overdrafted basins must adopt GSPs by January 31, 2020; all other medium and high priority basins must complete GSPs by January 31, 2022. Since many subbasins are hydrologically connected to adjoining subbasins, sustainable groundwater management will require accounting for groundwater interactions with adjoining subbasins. Often, adjoining subbasins will use different analytical methods or apply different levels of technical rigor. Many GSAs are concerned that different methodologies for developing interbasin flows can lead to different results that will call into question the ability to achieve sustainability and would potentially create issues with SGMA compliance. This effort evaluated opportunities and barriers for agencies to account for interconnected basin dynamics through the collaboration of technical experts focused on a portion of the northern Sacramento Valley Integrated Regional Water Management (NSVIRWM) Plan area. As interbasin flows (i.e., groundwater flow between interconnected basins) cannot be directly measured, the project reviewed available tools to investigate how they may or may not be suitable for use in estimating interbasin flows within the region. This process highlighted areas for local agencies to consider in addressing interbasin issues, developed a framework for analysis in other areas of the state, and identified areas where the state and federal government can assist local agencies implementing SGMA. This report is developed to provide summary level information appropriate for decision makers, with more detailed technical information and examples provided in the appendices or by reference. Interbasin flow is groundwater entering or exiting a defined subbasin through its boundaries in the subsurface and may vary significantly in space and time based on the dynamics of inflow and outflow from the basins. Interbasin flows are driven by differences in groundwater levels (i.e. head gradients) across the basin boundary. Groundwater levels are, in turn, impacted by processes on the land surface. Land use and crop acreages drive water demand in a subbasin and indirectly drive groundwater pumping, which has a direct effect on groundwater levels (i.e., groundwater heads). The direction and magnitude of interbasin flow depends on the groundwater head gradient across the basin boundary and the conductivity of the aquifer materials. It is widely recognized that the groundwater subbasins in the Sacramento Valley, and throughout the Central Valley, are interconnected to varying degrees. The Sacramento Valley Groundwater Basin includes many subbasins, extends over a wide geographic area, and includes numerous established and eligible GSAs. With interconnected subbasins, management decisions and actions in one subbasin may influence one or more adjoining subbasins. Such influence may positively or negatively impact sustainability. Thus, interbasin flows become critical to both GSAs’ development of GSPs and to DWR reviewing GSPs.
