The draft Assumptions and Estimates for California Water Plan Update 2023 (draft A&E Report) describes key assumptions and estimates, data and data sources; improvements to analytical tools, methods, and approaches; and the supporting documents and companion State plans being used to prepare California Water Plan Update 2023 (Update 2023), State government’s strategic plan for managing and developing water resources for sustainability and resilience. The draft A&E Report cites the statutory requirements for the California Water Plan (Water Plan), key legislative and policy drivers, assumptions, and estimates related to water data portfolios, future scenarios, water accounting, watershed resilience planning, and equity in water resource management. Also discussed are resource management strategies, the alignment of integrated watershed programs and plans, and integration and alignment of State plans.

It is commonly thought that the climate conditions that supported lakes over a period of years in the Mojave Desert in southern California, only existed before 8,000 yr BP and that the environment has been arid since. Here we look at a drill core in the Silver Lake playa at the terminus of the Mojave River and find Holocene lake deposits which indicate that shallow lakes existed for at least a few decades. These deposits were radiocarbon dated at 3620 ±70 and 390 ± 90 yr BP, corresponding to the early Neo-glacial and the 'little ice age' respectively. To identify the conditions necessary to produce these Holocene lake events we have examined the modern climate and hydrological patterns that produce ephemeral lakes in this usually arid watershed. Available data indicate that there is a link between anomalous winter atmospheric conditions over the North Pacific and Mojave River floods that produced ephemeral lakes in the Silver Lake playa and that the Mojave River filters out small to medium floods and allows only the extreme floods to reach the terminal playa and leave a record of the anomalous conditions. We suggest that the late Holocene lakes may have resulted from persistent similar atmospheric circulation patterns and winter floods.

Water storage and conveyance have fundamentally shaped modern California. The vast agricultural industry, as well as globally important cities like Los Angeles, were made possible by storing and moving water around the state. Reservoirs are one of the primary components of California’s water storage system. There are nearly 1,500 surface storage reservoirs throughout the state, which together can store a year’s supply of water for farms and cities. But reservoirs come with high costs. They destroy and degrade habitats and alter flows in rivers and streams, harming native fish and wildlife. They emit significant amounts of greenhouse gases, worsening climate change. They cost taxpayers billions of dollars to build and maintain. And as the climate continues to warm, reservoirs will become less efficient, losing more and more of the water they hold to evaporation.  This report examines reservoirs’ environmental harms and explains why new reservoirs are not the solution to our 21st century water problems.

A literature review was undertaken to understand the contemporary thinking around NBS and identify key opportunities and challenges faced by decision makers, practitioners and researchers. Interviews conducted with representatives of businesses, civil society and academia who have already implemented NBS projects or are looking to do so yielded qualitative responses to complement or contrast with the findings from the literature review.

Groundwater is a precious and limited resource that is used in meeting the needs of California’s large and small urban areas, rural groundwater users, irrigated agriculture, and the environment. Since the last California’s Groundwater (CalGW) Update in 2003, there has been significant changes to land use, water use, water application practices, and water allocations. In addition, the effects of climate change have affected California’s reliance on groundwater. It is expected that there will be additional changes in land use, water use, adjustments in water allocations, and that climate change will continue to affect the environment, thus elevating the importance of the reporting in CalGW Updates.  According to the last comprehensive report, California’s Groundwater Update 2003 (CalGW Update 2003), California’s reliance on groundwater was approximately 30 percent during a wet-to-average precipitation water year and approximately 40 percent during dry periods. Since then, the percentage of groundwater reliance has increased to between 30 and 40 percent during above normal to-wet years and to as much as 58 percent during dry periods (California Department of Water Resources 2018).
