The watershed of the Sacramento–San Joaquin Delta (Delta) provides drinking water to more than 23 million Californians as well as irrigation water for millions of acres of agriculture in the Central Valley. The Delta itself is a complex estuarine ecosystem, with populations of many native species now in serious decline. The Delta estuary as we know it began to form about 6,000 years ago, following the end of the last ice age. Because the estuary is connected to the Pacific Ocean through San Francisco Bay, seawater intrusion causes the salinity of Suisun Bay and the Delta to vary depending on hydrological conditions. This seawater intrusion into the Delta affects estuarine species as well as drinking water and irrigation water supplies. Successful restoration of the Delta ecosystem requires an understanding of the conditions under which native species evolved. Contra Costa Water District’s report on “Historical Fresh Water and Salinity Conditions in the Western Sacramento-San Joaquin Delta and Suisun Bay” presents a detailed review of more than 100 years of studies, monitoring data, scientific reports, and modeling analyses that establish an historical record of the salinity conditions in the Western Delta and Suisun Bay.

The San Francisco Bay-Delta system includes a watershed that covers a large area of California and provides water to two-thirds of the State's population. Climate over the estuary and its watershed in the dry summer months is controlled by the subtropical high which dominates and deflects storms from California. The subtropical high weakens and migrates south as the Aleutian Low strengthens, bringing wet winter storms to the region. Paleoclimatic records from the Bay and its greater watershed, spanning the Holocene, are reviewed here in order to better understand natural variations of precipitation and runoff and the linkages between those variations and the salinity and ecosystems of the estuary. To better understand regional-scale climate patterns, paleoclimate records from coastal California and the Great Basin are also considered. Large fluctuations in climate have occurred during the period of interest, and there is generally good agreement between the paleoclimate records from different regions. Early Holocene climate throughout California was marked by rising temperatures and reduced moisture as seen in fire records from the watershed. This warmth and aridity peaked about 5000–7000 years ago and was followed by a cooling trend, with variable moisture conditions. The Estuary formed relatively rapidly in response to a high rate of sea level rise that dominated the Holocene until about 6000 years ago, and the subsequent reduced rate of inundation allowed vast tidal marshes to form along the edges of the estuary, which have since been recording changes in environmental conditions. The impacts of changing regional climate patterns are experienced in the San Francisco Bay-Delta system, as altered fresh water flows result in altered estuary salinity. For example, approximately 3800 cal yr B.P., records from throughout the state indicate a cool, moist period, and Bay salinity was reduced; this period was followed by a general drying trend throughout California over the last two millennia, punctuated by decades to centuries-long droughts and brief, extremely wet events. In particular, during the period ca. 1000–800 cal yr B.P. (A.D. 950–1150) conditions seem to have been unusually dry in many parts of the watershed, reducing the fresh water flows to the estuary, and shifting tidal marsh plant assemblages toward less diverse, but more salt-tolerant plants. In contrast, the Little Ice Age (ca. 550–200 cal yr B.P.) brought unusually cool and wet conditions to much of the watershed, and lowered salinity in the Bay. Many reconstructions suggest that notably stable conditions have prevailed over the instrumental period, i.e., after ca. A.D. 1850, even including the severe, short-term anomalies experienced during this period. Interdecadal variability is common in many of the records, with timescales of ca. 55, 70, 90, 100, 150, and 200 years.

Natural floodplains — the lush green lands along rivers that historically flooded, retained water, and nourished life in the heart of the valley — were mostly drained and converted to farmland generations ago as the state’s waters were dammed and diverted. Today, an effort to bring back some of those floodplains is flourishing at the 2,100-acre Dos Rios Ranch Preserve near Modesto, where workers years ago planted native trees on retired farm fields and removed berms to create space for water to spread out again.

Current legislation and state plans for the California Delta call for large-scale restoration of aquatic and terrestrial habitats, which will require significant changes in land uses and cultural patterns to achieve. Yet landscapes that are restored for habitat for other-than human species will remain subject to human uses. This report looks at how human presence can and will continue after restoration, and considers how these uses can be best reconciled with cultural, ecological and adaptive management goals. Our one year study builds off other research projects that have explored the California Delta from an integrative human-environment perspective. It uses a landscape planning approach that attempts to push beyond single sectoral methods, seeking a holistic integration of multiple goals and land use agendas spanning across ecological, social, economic and political domains. This report’s findings are based on surveys, interviews, review of existing Delta planning literature, field work and specific landscape case studies. In general, our research supports the advancement of a reconciliation approach, which seeks synergies between ecosystem needs and the desires of those who live, work and play in the Delta, both now and in the future.

Record-breaking extreme storms were a hallmark of 2017 in the United States. An extremely wet winter on the West Coast and brutally damaging hurricane season in the U.S. Southeast and the Caribbean challenged communities and power-, water- and flood-management systems in ways that raised climate change concerns. Among the most severe were two periods of heavy precipitation and high runoff that exposed dangerous weaknesses in water management infrastructure and land use practices in California and Texas. In California, a record-breaking string of atmospheric river landfalls and remarkably wet winter conditions came close to causing a catastrophic failure of the emergency spillway at Oroville Dam (France et al. 2018; Abbott 2018; White et al. 2019) and less publicized concerns elsewhere (Holland et al. 2018; CNRFC 2017). In Texas, near record-doubling rainfall accumulations from Hurricane Harvey led to massive flooding (Blake and Zelinsky 2018) and dam safety challenges in Houston (Wax-Thibodeaux et al. 2017). We use these events as examples to ground the concept that attribution studies, with careful management-focused framing, can help water management better navigate such unprecedented extremes. *Chapter from the American Meteorological Society's Explaining Extreme Events of 2017 from a Climate Perspective.

This report describes work related to hydrodynamic model development for the San Francisco Bay-Delta Estuary, undertaken as part of a broader eort to develop and apply coupled biogeochemical-hydrodynamic models to inform nutrient management decisions. The primary intended application of the hydrodynamic model output is for use as input to an offline coupled biogeochemical model to simulate a wide range of state variables and processes, including: advective and dispersive transport, nutrient transformations, phytoplankton production, benthic and pelagic grazing, sediment diagenesis, and oxygen cycling.
