In January 2018, over half a million Californians were served by water utilities that were out of compliance with the Safe Drinking Water Act (SDWA). The worst outbreak of Hepatitis A in recent memory occurred in 2016-2018 due to open defecation and lack of handwashing facilities for persons experiencing homelessness. California’s tribes continue to face problems of poor housing and water and sanitation service, with two-thirds of tribal communities reporting inadequate home plumbing in 2015.1 And the cost of water has increased for many, particularly among small and medium size systems, with 39 community water systems in the state charging more than $100 a month for 12 CCF of water. In response to the problem, California enacted the Human Right to Water in 2012, declaring that “Every human being has the right to safe, clean, affordable, and accessible water adequate for human consumption, cooking, and sanitary purposes.”

The penetration depth of post-1950s recharge (D-1950) in aquifers is a marker that is frequently used to identify groundwater that is susceptible to anthropogenic contamination. Here, we compute D-1950 values at wells, interpolate them in space, and project them across time to map the moving front of modern recharge in four dimensions in the Central Valley aquifer system, California, USA. Tracers of groundwater age (tritium, carbon-14, noble gases, sulfur hexafluoride, and chlorofluorocarbons) were collected at 650 wells spatially distributed throughout the Central Valley and were fit to a lumped-parameter model that assumes a logarithmic age-depth profile in the aquifer. For samples where tritium was present (>0.3 tritium units), the model was used to predict D-1950 at wells screened above or across the modern-premodern interface (n = 484). Wells with samples where tritium was absent (≤0.3 tritium units) were used to define the depth beyond which groundwater is completely premodern (n = 166). Predicted D-1950 values were below the depth of screen bottoms for wells where groundwater is completely modern, and above the depth of screen tops for wells where groundwater is completely premodern. The interpolated surface of D-1950 is dynamic, less prone to extreme values, and produces maps with lower interpolation errors due to a higher spatial density of wells than maps based on the depth of premodern groundwater. Between 2005 and 2025, D-1950 is expected to deepen by 11 and 12 m in the northern and southern parts of the Central Valley, respectively. Areas where D-1950 increases rapidly are likely to see increases in nitrate and other anthropogenic contaminants associated with the downward moving front of modern water.

Ensuring safe water supply for communities across the United States is a growing challenge in the face of aging infrastructure, impaired source water, and strained community finances. In the aftermath of the Flint lead crisis, there is an urgent need to assess the current state of US drinking water. However, no nationwide assessment has yet been conducted on trends in drinking water quality violations across several decades. Efforts to reduce viola- tions are of national concern given that, in 2015, nearly 21 million people relied on community water systems that violated health- based quality standards. In this paper, we evaluate spatial and temporal patterns in health-related violations of the Safe Drinking Water Act using a panel dataset of 17,900 community water systems over the period 1982–2015. We also identify vulnerability factors of communities and water systems through probit regres- sion. Increasing time trends and violation hot spots are detected in several states, particularly in the Southwest region. Repeat viola- tions are prevalent in locations of violation hot spots, indicating that water systems in these regions struggle with recurring issues. In terms of vulnerability factors, we find that violation incidence in rural areas is substantially higher than in urbanized areas. Meanwhile, private ownership and purchased water source are associated with compliance. These findings indicate the types of underperforming systems that might benefit from assistance in achieving consistent compliance. We discuss why certain violations might be clustered in some regions and strategies for improving national drinking water quality.

There is no safe level of exposure to inorganic arsenic or uranium, yet recent studies identified sociodemographic and regional inequalities in concentrations of these frequently detected contaminants in public water systems across the US. We analyze the county-level association between racial/ethnic composition and public water arsenic and uranium concentrations from 2000–2011 using geospatial models. We find that higher proportions of Hispanic/Latino and American Indian/Alaskan Native residents are associated with significantly higher arsenic and uranium concentrations. These associations differ in magnitude and direction across regions; higher proportions of non-Hispanic Black residents are associated with higher arsenic and uranium in regions where concentrations of these contaminants are high. The findings from this nationwide geospatial analysis identifying racial/ethnic inequalities in arsenic and uranium concentrations in public drinking water across the US can advance environmental justice initiatives by informing regulatory action and financial and technical support to protect communities of color.

Our audit of the State Water Board’s efforts to help provide Californians with safe drinking water highlighted the following: More than 370 of the State’s water systems, serving nearly a million Californians, exceed the maximum contaminant levels for substances that are harmful to human health. More than 150 of these systems have been failing for at least five years. Hundreds of additional water systems are currently at risk of failing. The State Water Board has not prioritized the processing of water systems’ funding applications so that the systems can improve their water quality. Over the past five years, the average length of time for water systems to complete their applications and receive funding nearly doubled, from 17 months to 33 months. The State Water Board has not established performance goals or metrics related to its cumbersome application process. Although the State Water Board provides water systems with technical assistance to plan their improvements and apply for funds, it has not adequately monitored the performance of the technical assistance providers with which it contracts. The State Water Board needs to better ensure that its staff and its contracted providers do not duplicate each other’s outreach efforts.

This report summarizes the Nitrate Implementation Measures Study (NIMS) which addresses nitrate contamination in the groundwater basins underlying the floor of the Central Valley and appropriate implementation measures to mitigate nitrate contamination for these areas using a phased approach that includes providing safe drinking water, reducing or eliminating impacts to drinking water sources and implementing managed restoration activities where needed to restore beneficial uses in groundwater. These implementation measures will be incorporated into the SNMP. The findings from both the SSALTS and the NIMS will be used to guide discussions regarding the need for changes to the existing Basin Plan to facilitate salt disposal and mitigation measures for nitrate in a manner that is most beneficial to the region covered by the SNMP.

Agriculture in California is highly diverse in terms of food production, crop management, ecosystems, and climate. Nitrogen fertilizer is essential for crop food production. Nitrogen fertilizer use over several decades in California has led to nitrates in groundwater. Recognizing that nitrates from agricultural nitrogen fertilizing materials have entered some California groundwater systems used for drinking water, CDFA convened the Nitrogen Tracking and Reporting Task Force in 2013 as part of a multi-pronged administration effort to address nutrient management and water quality. This Task Force was charged with implementing Recommendation 11 of several recommendations made to the Legislature by the State Water Board: “CDFA, in coordination with the Water Boards, should convene a Task Force to identify intended outcomes and expected benefits of a nitrogen mass balance tracking system in nitrate high-risk areas. The Task Force should identify appropriate nitrogen tracking and reporting systems, and potential alternatives, that would provide meaningful and high quality data to help better protect groundwater quality.” This charge was achieved through several measures including, among others, understanding and discussing the pros and cons of existing nitrogen tracking and reporting systems, identifying desirable components or elements of existing systems and evaluating the variability and complexity of California agriculture in relation to where existing systems have been implemented. Through several meetings, presentations by subject matter experts and discussion, the Task Force members came to general agreement on several components of an effective nitrogen tracking and reporting system. The recommended system addresses eight key topics including: (1) System Structure; (2) Data Elements; (3) Roles, Responsibilities and Data Accessibility; (4) Benefits of Participation; (5) Verifiability; (6) Societal Benefits of the Recommended System; (7) Limitations and (8) System Phase-in. This report presents the Task Force’s discussions and recommendations including intended outcome and anticipated benefits of such a tracking and reporting system for nitrogen use.

Groundwater quality in the North San Francisco Bay Shallow Aquifer study unit (NSF-SA) was investigated as part of the Priority Basin Project of the California Groundwater Ambient Monitoring and Assessment (GAMA) Program. The study unit is in Marin, Mendocino, Napa, Solano, and Sonoma Counties and included two physiographic study areas: the Valleys and Plains area and the surrounding Highlands area. The NSF-SA focused on groundwater resources used for domestic drinking water supply, which generally correspond to shallower parts of aquifer systems than that of groundwater resources used for public drinking water supply in the same area. The assessments characterized the quality of untreated groundwater, not the quality of drinking water. This study included three components: (1) a status assessment, which characterized the status of the quality of the groundwater resources used for domestic supply for 2012; (2) an understanding assessment, which evaluated the natural and human factors potentially affecting water quality in those resources; and (3) a comparison between the groundwater resources used for domestic supply and those used for public supply. The status assessment was based on data collected from 71 sites sampled by the U.S. Geological Survey for the GAMA Priority Basin Project in 2012. To provide context, concentrations of constituents measured in groundwater were compared to U.S. Environmental Protection Agency (EPA) and California State Water Resources Control Board Division of Drinking Water regulatory and non-regulatory benchmarks for drinking-water quality. The status assessment used a grid-based method to estimate the proportion of the groundwater resources that has concentrations of water-quality constituents approaching or above benchmark concentrations. This method provides statistically unbiased results at the study-area scale and permits comparisons to other GAMA Priority Basin Project study areas. In the NSF-SA study unit as a whole, inorganic constituents with human-health benchmarks were detected at high relative concentrations (RCs) in 27 percent of the shallow aquifer system, and inorganic constituents with secondary maximum contaminant levels (SMCL) were detected at high RCs in 24 percent of the system. The inorganic constituents detected at high RCs were arsenic, boron, fluoride, manganese, nitrate, iron, sulfate, and total dissolved solids (TDS). Organic constituents with human-health benchmarks were detected at high RCs in 1 percent of the shallow aquifer system. Of the 148 organic constituents analyzed, 30 constituents were detected, although only 1, chloroform, had a detection frequency greater than 10 percent. Natural and anthropogenic factors that could affect the groundwater quality were evaluated by using results from statistical testing of associations between constituent concentrations and values of potential explanatory factors. Groundwater age class (modern, mixed, or pre-modern), redox class (oxic or anoxic), aquifer lithology class (metamorphic, sedimentary, or volcanic), and dissolved oxygen concentrations were the explanatory factors that explained distribution patterns of most of the inorganic constituents best. Groundwater classified primarily as pre-modern or mixed in age was associated with higher concentrations of arsenic and fluoride than waters classified as modern. Anoxic or mixed redox conditions were associated with higher concentrations of boron, fluoride, and manganese. Similar patterns of association with explanatory variables were seen for inorganic constituents with aesthetic-based benchmarks detected at high concentrations. Nitrate and perchlorate had higher concentrations in oxic than in the anoxic redox class and were positively correlated with urban land use. The NSF-SA water-quality results were compared to those of the GAMA North San Francisco Bay Public-Supply Aquifer study unit (NSF-PA). The NSF-PA was sampled in 2004 and covers much of the same area as the NSF-SA, but focused on the deeper public-supply aquifer system. The comparison of the NSF-PA to the NSF-SA showed that there were more differences between the Valleys and Plains study areas of the two study units than between the Highlands study areas of the two study units. As expected from the shallower depth of wells, the NSF-SA Valleys and Plains study area had a lesser proportion of pre-modern age groundwater and greater proportion of modern age groundwater than the NSF-PA Valleys and Plains study area. In contrast, well depths and groundwater ages were not significantly different between the two Highlands study areas. Arsenic, manganese, and nitrate were present at high RCs, and perchlorate was detected in greater proportions of the NSF-SA Valleys and Plains study area than the NSF-PA Valleys and Plains study area.
