California is increasing its integration of municipal recycled water into its water supply portfolio. In some regions of the state, recycled water meets approximately 7 percent of water supply demands. Although the statewide total is an increase since California Water Plan Update 2009 (Update 2009) was released, it is still far short of previously established goals. Municipal recycled water benefits the state and individual water users by reducing long-distance water conveyance needs, providing local water supplies, and being a drought-resistant resource. This resource management strategy report will describe the current status of recycled water in California, what some of the challenges are to its increasing use, and the resources needed to continue to increase municipal recycled water use.

Communities in the U.S. fund stormwater management programs to reduce flooding and improve and protect water quality. Few studies have attempted to quantify municipal storwmater management expenditures. This task is important given efforts to meet increasing water quality standards and develop new revenue sources. The purpose of this study was to evaluate trends in municipal stormwater management expenditures across the state of California. The study identified and compiled publicly-available data on reported stormwater expenditures (spending) and budgets for local governments in California. Data were extracted from annual reports for over 160 public agencies. A standardized rubric of activities was developed and used to create a first-of-its-kind database of municipal stormwater budgets and expenditures. The results indicated that there is over $700 million in annual municipal stormwater spending, but this total does not represent all spending due to gaps in publicly-available data. Counties and flood control districts often have the largest total expenditures in a region, but in aggregate cities reported more spending statewide. Available data are not sufficient to adequately evaluate whether current spending meets regulatory requirements. Additionally, publicly-available data are inconsistent across geographic regions regulated by different agencies. The analysis offers a template for improved cost reporting of stormwater programs in U.S. municipalities, which can help answer key questions such as the sufficiency of current funding. Future research can use the method to evaluate spending in other states and regions, evaluate trends over time to improve outcomes, and refine the spending categories based on examples from other states. To address the enduring and deepening crisis facing fresh waters, many nations have recently set bold targets for freshwater protection. However, the lack of comprehensive databases and integrative frameworks hampers a robust evaluation of current freshwater protections and prioritization of future opportunities to meet these goals. This study provides a comprehensive assessment of river protection for the USA by reconciling the disparate array of major federal, state, tribal and private protection mechanisms into a single, multifaceted index. We report that just over one tenth of the river length of the contiguous USA and less than one fifth of rivers nationwide are currently protected at a level deemed viable. Lowland headwater streams and intermittent watercourses are consistently underprotected. Protection is also often spatially misaligned with other conservation objectives, where only a small fraction of watersheds with high biodiversity, habitat intactness and importance to drinking water supply are adequately (30% of river length) protected. Our assessment of river protection highlights the urgency to increase new and fortify existing protections for rivers in the years to come if we are to meet ambitious conservation targets, reverse the curve of biodiversity loss and ensure that healthy rivers benefit everyone.

Wetland hydrologic connections to downstream waters influence stream water quality. However, no systematic approach for characterizing this connectivity exists. Here using physical principles, we categorized conterminous US freshwater wetlands into four hydrologic connectivity classes based on stream contact and flowpath depth to the nearest stream: riparian, non-riparian shallow, non-riparian mid-depth and non-riparian deep. These classes were heterogeneously distributed over the conterminous United States; for example, riparian dominated the south-eastern and Gulf coasts, while non-riparian deep dominated the Upper Midwest and High Plains. Analysis of a national stream dataset indicated acidification and organic matter brownification increased with connectivity. Eutrophication and sedimentation decreased with wetland area but did not respond to connectivity. This classification advances our mechanistic understanding of wetland influences on water quality nationally and could be applied globally.
