The U.S. Geological Survey (USGS), in cooperation with the California State Water Resources Control Board, is evaluating several questions about oil and gas development and groundwater resources in California, including (1) the location of groundwater resources; (2) the proximity of oil and gas operations and groundwater and the geologic materials between them; (3) evidence for or against fluids from oil and gas sources in groundwater; and (4) the pathways or processes responsible when fluids from oil and gas sources are present in groundwater (U.S. Geological Survey, 2019). As part of this evaluation, the USGS installed a multiple-well monitoring site in the southern San Joaquin Valley near Lost Hills, California, adjacent to the Lost Hills oil field. Data collected at the Lost Hills multiple-well monitoring site (LHSP) provide information about the geology, hydrology, geophysics, and geochemistry of the aquifer system, thus enhancing understanding of relations between adjacent groundwater and the Lost Hills oil field in an area where there is little groundwater data. This report presents construction information for the LHSP and initial geohydrologic data collected from the site.

The Poso Creek Oil Field is one of the many fields selected for regional groundwater mapping and monitoring by the California State Water Resources Control Board as part of the Oil and Gas Regional Monitoring Program (RMP; California State Water Resources Control Board, 2015, 2022b; U.S. Geological Survey, 2022a). The U.S. Geological Survey (USGS), in cooperation with the California State Water Resources Control Board, is evaluating several questions about oil and gas development and groundwater resources in California, including (1) the location of groundwater resources; (2) the proximity of oil and gas operations to groundwater and the geologic materials between them; (3) evidence (or no evidence) of fluids from oil and gas sources in groundwater; and (4) the pathways or processes responsible when fluids from oil and gas sources are present in groundwater (U.S. Geological Survey, 2022a). As part of this evaluation, the USGS installed a multiple-well monitoring site within the administrative boundary of the Poso Creek Oil Field about 12 miles north of Bakersfield, California (fig. 1). Data collected at the Poso Creek multiple-well monitoring site (PCCT) provide information about the geology, hydrology, geophysical properties, and water quality of the aquifer system overlying the oil-bearing zone, thus enhancing understanding of relations between adjacent groundwater and the Poso Creek Oil Field in an area where groundwater data are limited, particularly at different depths in the aquifer. This report presents construction information for the PCCT and initial geohydrologic data collected from the site. Similar sites installed on the east side of the Lost Hills Oil Field and North and South Belridge Oil Fields were described by Everett and others (2020a, b).

Extreme rainfall and flooding, driven by a powerful atmospheric river (AR) and a persistent Madden-Julian Oscillation (MJO), hit Southern California in February 2024 during the 2023–2024 El Niño, affecting over 10 million people. ARs are key contributors to extreme rainfall and flooding along the U.S. West Coast. Although the AR-MJO link has been documented, its spatio-temporal variability remains a major forecasting and risk-management challenge. Combining precipitation, stream gauge and demographic data, we quantify the physical drivers and population exposure to this extreme event. Leveraging a Lagrangian MJO precipitation tracking algorithm, we unravel the multiscale interactions responsible for the AR’s development. El Niño favored a large, long-lived MJO that interacted with the North Pacific Jet (NPJ) over more than three weeks. The MJO convective outflow modulated the NPJ by inducing negative potential vorticity advection along the tropopause. The ensuing NPJ extension and acceleration induced explosive cyclogenesis, whose AR-driven moisture transport resulted in extreme rainfall.

A multiyear water quality performance study of a bioretention rain garden located along a major urban transit corridor east of San Francisco Bay was conducted to assess the efficacy of bioretention rain gardens to remove pollutants. Based on data collected in three years between 2012 and 2017, polychlorinated biphenyls (PCBs) and suspended sediment concentrations (SSCs) were reduced (>90%>90%), whereas total mercury (Hg), methylmercury (MeHg), and copper (Cu) were moderately captured (37%, 49%, and 68% concentration reduction, respectively). Anthropogenic microparticles including microplastics were retained by the bioretention rain garden, decreasing in concentration from 1.6particles/L1.6  particles/L to 0.16particles/L0.16  particles/L. Based on subsampling at 50- and 150-mm intervals in soil cores from two areas of the unit, PCBs, Hg, and MeHg were all present at the highest concentrations in the upper 100 mm in the surface media layers. Based on residential screening concentrations, the surface media layer near the inlet would need to be removed and replaced annually, whereas the rest of the unit would need replacement every 8 years. The results of this study support the use of bioretention in the San Francisco Bay Area as one management option for meeting load reductions required by San Francisco Bay total maximum daily loads, and provide useful data for supporting decisions about media replacement and overall maintenance schedules.

The Pacific Institute’s Municipal Deliveries of Colorado River Basin Water documents population and water delivery information and trends for 100 cities and agencies that deliver water from the Colorado River basin. Since 1990, the number of people in the United States and Mexico who use Colorado River basin water has increased by more than 10 million -– but their overall per capita water use declined by an average of at least one percent per year from 1990 to 2008. The new report provides -– for the first time -– real numbers on the extraordinary population growth among cities that depend on water from the basin and on changing water delivery rates by these cities. Author Michael Cohen, senior research associate, documents the substantial water-efficiency gains made over the past twenty years by agencies delivering water from the Colorado River basin -– even by agencies and cities such as Flagstaff that already had relatively low per capita delivery rates in 1990.

California is increasing its integration of municipal recycled water into its water supply portfolio. In some regions of the state, recycled water meets approximately 7 percent of water supply demands. Although the statewide total is an increase since California Water Plan Update 2009 (Update 2009) was released, it is still far short of previously established goals. Municipal recycled water benefits the state and individual water users by reducing long-distance water conveyance needs, providing local water supplies, and being a drought-resistant resource. This resource management strategy report will describe the current status of recycled water in California, what some of the challenges are to its increasing use, and the resources needed to continue to increase municipal recycled water use.

Communities in the U.S. fund stormwater management programs to reduce flooding and improve and protect water quality. Few studies have attempted to quantify municipal storwmater management expenditures. This task is important given efforts to meet increasing water quality standards and develop new revenue sources. The purpose of this study was to evaluate trends in municipal stormwater management expenditures across the state of California. The study identified and compiled publicly-available data on reported stormwater expenditures (spending) and budgets for local governments in California. Data were extracted from annual reports for over 160 public agencies. A standardized rubric of activities was developed and used to create a first-of-its-kind database of municipal stormwater budgets and expenditures. The results indicated that there is over $700 million in annual municipal stormwater spending, but this total does not represent all spending due to gaps in publicly-available data. Counties and flood control districts often have the largest total expenditures in a region, but in aggregate cities reported more spending statewide. Available data are not sufficient to adequately evaluate whether current spending meets regulatory requirements. Additionally, publicly-available data are inconsistent across geographic regions regulated by different agencies. The analysis offers a template for improved cost reporting of stormwater programs in U.S. municipalities, which can help answer key questions such as the sufficiency of current funding. Future research can use the method to evaluate spending in other states and regions, evaluate trends over time to improve outcomes, and refine the spending categories based on examples from other states.
