The Tule Subbasin is designated by DWR as a critically overdrafted basin with an estimated subbasin average overdraft of 115,300 acre-feet per year. The Agencies estimated annual average overdraft within the Tule Subbasin is 70,000 acre-feet per year. The overdraft conditions have caused issues for those reliant on groundwater pumping, which include municipal, domestic, and agriculture users. Other issues generated from the overdraft include areas of land subsidence, which predominantly occur in the northwestern portion of the Agency. A sample of the Pixley GSP is displayed below. Numerous environmental regulations require organizations to codify prospective activities in a written plan. However, evidence suggests that many plans are never implemented, raising questions about why public agencies continually require plans, whether mandating plans allows agencies to meet their policy aims, and what additional purposes plans serve. Adopting concepts from literature on research utilization, we develop a plan use typology, defining instrumental use as occurring when the requirement to write a plan directly addresses a stated policy problem, conceptual use as occurring when the requirement to write a plan indirectly addresses a policy problem by raising awareness of an issue or improving governance capacity, and tactical use as occurring when the requirement to write a plan serves a political or symbolic purpose unrelated to solving the policy problem. We then apply the typology to four California statutes that require local and regional utilities to write water management plans. We first assess the statutes to identify the goals underlying the requirement to write a plan and assess what plan uses are emphasized in guidance documents and the written plans themselves. Lastly, we interview the plan writing organizations to capture their perspectives on the value and limitations of these plans. We find that legislators turn to plans to support instrumental and conceptual goals but that the plans themselves and the way they are used by authoring agencies primarily serve conceptual and tactical uses, suggesting a disconnect between the policy goals underlying plans and their actual use.

A water-supply-distribution-system planning model has been developed using a directed graph algorithm as its pre- and post-processors and a linear programming (LP) procedure as an “intelligent” system operator at its core. The directed graph, as a preprocessor, is used to produce a mathematical representation of the distribution system in question, to check the consistency and correctness of the network topology before an input file is created for the LP procedure. In the postprocessing mode, the directed graph generates files for graphical displays of model results and performs graph analyses such as depth- and breadth-first traversals, cut-set and connectivity for evaluating water-quality blending, tracking of source-to-demand contributions, system reliability, and lifeline objectives. Unlike the conventional formulation of a resource-allocation problem, the demand requirements, storage capacities, and other system constraints are removed from the constraint set and translated into a composite objective function. This methodology was successfully applied to the Metropolitan Water District of Southern California's (MWD's) distribution system. The results indicate that the combination of using an LP procedure and graph algorithm is a very versatile tool for solving large-scale water-distribution problems. This paper documents the concept used in developing the system-planning model and the results of its application to a simplified example as well as application to four case studies involving the entire MWD's distribution system.

Executive Order (EO) B-30-15 (April 2015; Appendix A) identified three actions to advance adaptation and resilience: 1. Preparation of Implementation Action Plans to identify the steps that will be taken to realize the goals in Safeguarding California; 2. Direction to all State agencies to consider climate change in all planning and investment, including infrastructure investment; and 3. Direction to the Governor’s Office of Planning and Research (OPR) to establish a Technical Advisory Group (TAG) to provide state agencies with guidance on how to integrate climate change into planning and investment. This document is the product of the Technical Advisory Group (TAG) formed under EO B-30-15. The TAG was comprised of representatives from a majority of agencies, departments, offices and commissions of the Governor’s executive branch, and members of the public, including local and regional governments, non-governmental organizations, and the private sector (see Appendix B). This guidance document is designed to inform planning and investment processes to address the two primary elements of resilience – planning for future conditions and doing planning itself differently. This document introduces a four step process and a set of resilient decision making principles for state agencies.

Extreme wildfires extensively impact human health and the environment. Increasing vapour pressure deficit (VPD) has led to a chronic increase in wildfire area in the western United States, yet some regions have been more affected than others. Here we show that for the same increase in VPD, burned area increases more in regions where vegetation moisture shows greater sensitivity to water limitation (plant-water sensitivity; R2 = 0.71). This has led to rapid increases in human exposure to wildfire risk, both because the population living in areas with high plant-water sensitivity grew 50% faster during 1990–2010 than in other wildland–urban interfaces and because VPD has risen most rapidly in these vulnerable areas. As plant-water sensitivity is strongly linked to wildfire vulnerability, accounting for ecophysiological controls should improve wildfire forecasts. If recent trends in VPD and demographic shifts continue, human wildfire risk will probably continue to increase.

This state policy for water quality control (Policy), adopted by the State Water Resources Control Board on March 2, 2000 and effective by May 22, 2000 (See “Note” below), applies to discharges of toxic pollutants into the *inland surface waters, *enclosed bays, and *estuaries of California subject to regulation under the State's Porter-Cologne Water Quality Control Act (Division 7 of the Water Code) and the federal Clean Water Act (CWA). Such regulation may occur through the issuance of National Pollutant Discharge Elimination System (NPDES) permits, or other relevant regulatory approaches. The goal of this Policy is to establish a standardized approach for permitting discharges of toxic pollutants to non-*ocean surface waters in a manner that promotes statewide consistency. As such, this Policy is a tool to be used in conjunction with watershed management approaches and, where appropriate, the development of Total Maximum Daily Loads (TMDLs) to ensure achievement of water quality standards (i.e., water quality criteria or objectives, and the beneficial uses they are intended to protect, as well as the State and federal antidegradation policies). This Policy establishes: (1) implementation provisions for priority pollutant criteria promulgated by the U.S. Environmental Protection Agency (U.S. EPA) through the National Toxics Rule (NTR) (promulgated on December 22, 1992 and amended on May 4, 1995) and through the California Toxics Rule (CTR), and for priority pollutant objectives established by Regional Water Quality Control Boards (RWQCBs) in their water quality control plans (basin plans); (2) monitoring requirements for 2,3,7,8-TCDD equivalents; and (3) chronic toxicity control provisions. In addition, this Policy includes special provisions for certain types of discharges and factors that could affect the application of other provisions in this Policy.

The State Water Resources Control Board (State Water Board or Board) adopted this state policy for water quality control on May 4, 2010. This policy is also known as the North Coast Instream Flow Policy. It applies to applications to appropriate water, small domestic use and livestock stockpond registrations, and water right petitions. Water Code section 1259.4, which was added by Assembly Bill 2121 (Stats. 2004, ch. 943, § 3), requires the State Water Board to adopt principles and guidelines for maintaining instream flows in northern California coastal streams as part of state policy for water quality control, for the purposes of water right administration. This policy implements Water Code section 1259.4. The geographic scope of this policy, referred to as the policy area, extends to five counties—Marin, Sonoma, and portions of Napa, Mendocino, and Humboldt counties— and encompasses (1) coastal streams from the Mattole River (originating in Humboldt County) to San Francisco, and (2) coastal streams entering northern San Pablo Bay. This policy focuses on measures that protect native fish populations, with a particular focus on anadromous salmonids (e.g., steelhead trout, coho salmon, and chinook salmon) and their habitat. Beginning in 1996, the National Marine Fisheries Services (NMFS) and the California Department of Fish and Game (DFG) listed steelhead trout, coho salmon, and chinook salmon as “threatened” under the federal Endangered Species Act (ESA) and the California Endangered Species Act (CESA), respectively. In 2005, the coho salmon’s status was upgraded from threatened to “endangered” on both the ESA and the CESA lists. This policy establishes principles and guidelines for maintaining instream flows for the protection of fishery resources. It does not specify the terms and conditions that will be incorporated into water right permits, licenses, and registrations. It prescribes protective measures regarding the season of diversion, minimum bypass flow, and maximum cumulative diversion. Applicants may choose to implement the policy principles through the regionally protective criteria or site-specific studies. Site-specific studies may be conducted to develop alternative site-specific protective criteria. The policy also limits construction of new onstream dams and contains measures to ensure that approval of new onstream dams does not adversely affect instream flows needed for fishery resources. The policy provides for a watershed-based approach to evaluate the effects of multiple diversions on instream flows within a watershed as an alternative to evaluating water diversion projects on an individual basis. Enforcement requirements contained in this policy include a framework for compliance assurance, prioritization of enforcement cases, and descriptions of enforcement actions. The policy contains guidelines for evaluating whether a proposed water diversion, in combination with existing diversions in a watershed, may affect instream flows needed for the protection of fishery resources.
