Water scarcity has become a critical problem in many semiarid and arid regions. The single largest water use in such regions is for crop irrigation, which typically relies on groundwater and surface water sources. With increasing stress on these traditional water sources, it is important to consider alternative irrigation sources for areas with limited freshwater resources. One potential irrigation water resource is treated wastewater for agricultural fields located near urban centers. In addition, treated wastewater can contribute an appreciable amount of necessary nutrients for plants. The suitability of reclaimed water for specific applications depends on water quality and usage requirements. The main factors that determine the suitability of recycled water for agricultural irrigation are salinity, heavy metals, and pathogens, which cause adverse effects on human, plants, and soils. In this paper, we develop a regional water reuse decision-support model (RWRM) using the general algebraic modeling system to analyze the cost-effectiveness of alternative treatment trains to generate irrigation water from reclaimed wastewater, with the irrigation water designed to meet crop requirements as well as California’s wastewater reuse regulations (Title 22). Using a cost-minimization framework, least-cost solutions consisting of treatment processes and their intensities (blending ratios) are identified to produce alternative irrigation sources for citrus and turfgrass. Our analysis illustrates the benefits of employing an optimization framework and flexible treatment design to identify cost-effective blending opportunities that may produce high-quality irrigation water for a wide range of end uses.

Climate warming is expected to affect the beneficial uses of water in the Sierra Nevada, impacting nearly every resident of California. This paper describes the development and results from an integrated water resource management model encompassing water operations and hydropower generation for the west slope Sierra Nevada spanning the Feather River basin in the north to the Kern River basin in the south at the weekly time step. This model application includes management of reservoirs, run-of-river hydropower plants, water supply demand locations, conveyances, and instream flow requirement. Model validation indicates that most major hydropower turbine flows were simulated well, with wetter years modeled more effectively than drier years. The results of this work indicated that hydropower generation will be reduced by approximately 8 percent with 6°C (10.8°F) warming, consistent with other studies, with a conservative parameterization of no change in precipitation. Reservoir operations adapt to capture earlier and greater runoff volumes that result from earlier and greater runoff due to climate warming. Seasonal compensation in operations is insufficient to overcome warming mediated losses.

The Central Valley in California (USA) covers about 52,000 km2 and is one of the most productive agricultural regions in the world. This agriculture relies heavily on surface-water diversions and groundwater pumpage to meet irrigation water demand. Because the valley is semi-arid and surface-water availability varies substantially, agriculture relies heavily on local groundwater. In the southern two thirds of the valley, the San Joaquin Valley, historic and recent groundwater pumpage has caused significant and extensive drawdowns, aquifer-system compaction and subsidence. During recent drought periods (2007–2009 and 2012-present), groundwater pumping has increased owing to a combination of decreased surface-water availability and land-use changes. Declining groundwater levels, approaching or surpassing historical low levels, have caused accelerated and renewed compaction and subsidence that likely is mostly permanent. The subsidence has caused operational, maintenance, and construction-design problems for water-delivery and flood control canals in the San Joaquin Valley. Planning for the effects of continued subsidence in the area is important for water agencies. As land use, managed aquifer recharge, and surface-water availability continue to vary, long-term groundwater-level and subsidence monitoring and modelling are critical to understanding the dynamics of historical and continued groundwater use resulting in additional water-level and groundwater storage declines, and associated subsidence. Modeling tools such as the Central Valley Hydrologic Model can be used in the evaluation of management strategies to mitigate adverse impacts due to subsidence while also optimizing water availability. This study investigates the accuracy of long-term water demand projections and tracks the evolution of water demand management incentives across 61 California water suppliers from 2000 to 2020. Through a systematic analysis of Urban Water Management Plans, we find that water suppliers consistently overestimated future demand by an average of 25% for 5-year projections and 74% for 20-year projections. This overestimation stems primarily from assumptions about per capita water demand rather than population growth estimates. While suppliers generally projected stable or increasing per capita demand, actual water demand per capita declined by 1.9% annually between 2000 and 2020, leading to a decoupling of water demand from population growth. Concurrently, we document a substantial increase in water demand management incentives, with non-voluntary regulations emerging as the dominant demand management approach by 2020, largely driven by state policies like the Model Water Efficient Landscape Ordinance and California Green Building Standards. Demand management efforts have evolved from primarily indoor and educational initiatives toward outdoor-focused non-voluntary regulations and rebates. This shift appears closely linked to the reduction in per capita demand that suppliers failed to fully capture in their water demand projections. Our findings underscore the importance of incorporating dynamic conservation trends into demand projections and suggest that suppliers should develop more sophisticated forecasting methods that account for the continuing evolution of water efficiency incentives. This research provides valuable insights for water resource planners seeking to improve the accuracy of water demand projections in an era of increasing conservation and climate uncertainty.

The increased uncertainty of rainfall and high urban temperatures resulting from climate change present challenges for water management in Urban Green Infrastructure (UGI). UGI is an important component of cities, and it plays a crucial role in addressing various environmental issues (e.g., floods, pollutants, heat islands, etc.). Effective water management of UGI is essential to ensure its environmental and ecological benefits in the face of climate change. However, previous studies have not adequately investigated water management strategies for urban-scale GI under climate change scenarios. This study aims to estimate the current and future water requirement and effective rainfall (rainwater stored in the soil and plant roots available for plant evaporation) to determine the irrigation requirement of UGI during periods of rainfall deficit under current and future climate conditions. The results indicate that the water requirement for UGI will continue to increase under both RCP4.5 and RCP8.5 climate scenarios, with a higher increase projected under RCP8.5. For instance, the average water requirement for UGI is currently 731.29 mm, and it is projected to increase to 756.45 mm (RCP4.5) and 816.47 mm (RCP8.5) in summer during the period of 2081–2100, assuming low managed water stress condition. In addition, the water requirement of UGI in Seoul is the highest in June (approximately 125–137 mm) and the lowest in December or January (about 5–7 mm). While irrigation is unnecessary in July and August due to sufficient rainfall, other months in Seoul require irrigation when rainfall is insufficient. For example, continuous insufficient rainfall from May to June 2100 and April to June 2081 would need >110 mm (RCP4.5) of irrigation requirement even under high managed water stress condition. The findings of this study provide a theoretical foundation for water management strategies in current and future UGI settings.

The CRSS is imprecisely configured to address water supply and environmental management issues within many large tributaries of the headwater branches, including the Colorado River upstream from Glenwood Springs, the Yampa River upstream from Maybell, the Little Snake River upstream from Lily, the Dolores River, the Duchesne River watershed, the White River upstream from Watson, the Animas River, the Little Colorado River watershed, the Virgin River watershed, and other tributaries in the Lower Basin. Today, river management programs, endangered fish recovery programs, and some Native American tribes are focusing on these tributaries. It is important for stakeholders to understand that the CRSS is most appropriate for addressing basin-wide issues but is not designed to address issues within these tributaries. Expanding the spatial resolution of the CRSS to do so will require significant effort.

Throughout history, much of the world has witnessed ever-greater demands for reliable, high-quality and inexpensive water supplies for domestic consumption, agriculture, and industry. In recent decades there have also been increasing demands for hydrological regimes that support healthy and diverse ecosystems, provide for water-based recreational activities, reduce if not prevent floods and droughts, and in some cases, provide for the production of hydropower and ensure water levels adequate for ship navigation. Water managers are challenged to meet these multiple and often conflicting demands. At the same time, public stakeholder interest groups have shown an increasing desire to take part in the water resources development and management decision-making process. Added to all these management challenges are the uncertainties of natural water supplies and demands due to changes in our climate, changes in people's standards of living, changes in watershed land uses and changes in technology. How can managers develop, or redevelop and restore, and then manage water resources systems - systems ranging from small watersheds to those encompassing large river basins and coastal zones - in a way that meets society's changing objectives and goals? In other words, how can water resources systems become more integrated and sustainable?

Earthquake damage to water supply systems profoundly affects society, potentially costing the economy tens of billions of dollars. Water agencies for 22% of the U.S. population face high seismic risks. Computer models can help operators manage that risk. In recent research, the University of Colorado (CU) developed a stochastic model of water-supply pipeline damage and restoration. It offers some new capabilities: time-varying repair resources, multiple earthquake perils, lifeline interaction, avoiding hydraulic analysis, and no black-box software. CU exercised the model for the East Bay Municipal Utility District (EBMUD) and the San Jose Water Company, considering a hypothetical large Hayward Fault earthquake. EBMUD staff peer reviewed the methodology and results and find them credible and consistent with past earthquakes. EBMUD is using the results as part of its resilience program. Possible uses include prioritizing additional hardening or redundancy, identifying repair priorities, estimating resource needs, and informing earthquake exercises.
