Sea level rise (SLR) will cause a groundwater table rise in coastal aquifers, and this can trigger exposure to toxic chemicals via direct contact with contaminated water or through vapor intrusion. This study presents deep learning- and explainable artificial intelligence (XAI) models to assess risk of polluted groundwater exposure due to SLR in California. Our method quantifies risk based on (1) SLR-related groundwater rise projections and (2) a prioritization of 2296 hazardous sites according to a geochemical indexing algorithm applied to groundwater data from the California State Water Resources Control Board. Our results indicate that nearly half a million people in California may be potentially exposed to marginal or poor groundwater by the end of the century. We show that feature collinearity renders numerous indicators on socioeconomics, demography, health and environment as dependent- and thus insignificant risk predictors. Our XAI models furthermore indicate that features on total population and features related to demographics (households of color and low income) and pollution source (proximity to wastewater dischargers) exert strongest controls on risk. However performance differences between randomly- and spatially cross-validated models highlight generalization challenges due to spatial autocorrelation. While the former model yields better results for California-specific analysis, only the latter model should be applied for unbiased risk assessments in other coastal regions.

This report summarizes results from boat-based, high-resolution water-quality mapping surveys completed before, during, and after upgrades to the EchoWater Resource Recovery Facility (EchoWater Facility), the regional wastewater facility for the City of Sacramento and surrounding areas, near Elk Grove, California. Surveys were completed in the tidal aquatic environments of the Sacramento–San Joaquin Delta (Delta) in spring (May or June) 2018, 2020, 2021, and 2022. In each survey, a suite of in situ sensors were used to continuously (one measurement per second) measure water-quality conditions, nutrients, phytoplankton abundance, and species composition. In addition to in situ data collection, discrete water samples were collected about every 2 miles while underway for determination of phosphate, ammonium, and nitrate concentration.

Remotely sensed evapotranspiration (ET) data offer strong potential to support data-driven approaches for sustainable water management. However, practitioners require robust and rigorous accuracy assessments of such data. The OpenET system, which includes an ensemble of six remote sensing models, was developed to increase access to field-scale (30 m) ET data for the contiguous United States. Here we compare OpenET outputs against data from 152 in situ stations, primarily eddy covariance flux towers, deployed across the contiguous United States. Mean absolute error at cropland sites for the OpenET ensemble value is 15.8 mm per month (17% of mean observed ET), mean bias error is −5.3 mm per month (6%) and r2 is 0.9. Results for shrublands and forested sites show higher inter-model variability and lower accuracy relative to croplands. High accuracy and multi-model convergence across croplands demonstrate the utility of a model ensemble approach, and enhance confidence among ET data practitioners, including the agricultural water resource management community.

We have created a new seven‐decade‐long catalog of atmospheric river behavior land‐falling upon the west coast of North America. The catalog has been validated against independent precipitation observations to ensure that the atmospheric rivers represented therein are associated with extreme orographic precipitation. Our results clearly delineate a prominent role for atmospheric rivers in California's hydroclimate. Atmospheric river variability has been particularly important in the recent California drought as well as its most recent lapse. We also detect a long‐term increasing trend in water vapor transport impinging on the west coast of North America associated with atmospheric rivers and overall wintertime water vapor transport associated with climate warming. Our results, moreover, suggest that potential predictability of seasonal behavior of atmospheric rivers may hinge on sources of climatic variability somewhat different from that of total water vapor transport.

Drywells are gravity-fed, excavated pits with perforated casings used to facilitate stormwater infiltration and groundwater recharge in areas where drainage and diversion of storm flows is problematic. Historically, drywells have predominantly been used as a form of stormwater management in locations that receive high volumes of precipitation; however the use of drywells is increasingly being evaluated as a method to supplement groundwater recharge, especially in areas facing severe drought. Studies have shown that drywells can be an effective means to increase recharge to aquifers; however, the potential for groundwater contamination caused by polluted stormwater runoff bypassing transport through surface soil and near surface sediment has prevented more widespread use of drywells as a recharge mechanism. Numerous studies have shown that groundwater and drinking water contamination from drywells can be avoided if drywells are used in appropriate locations and properly maintained. The effectiveness of drywells for aquifer recharge depends on the hydrogeologic setting and land use surrounding a site, as well as influent stormwater quantity and quality. These parameters may be informed for a specific drywell site through geologic and hydrologic characterization and adequate monitoring of stormwater and groundwater quality.

The middle Rio Grande is a vital source of water for irrigation in the region. Climate change is impacting regional hydrology and is likely to put additional stress on a water supply that is already stretched thin. To gain insight on the hydrologic effects of climate change on reservoir storage, a simple water balance model was used to simulate the Elephant Butte–Caballo Reservoir system (southern New Mexico). The water balance model was forced by hydrologic inputs generated by 97 climate simulations derived from CMIP5 global climate models, coupled to a surface hydrologic model. Results suggest that the percentage of years that reservoir releases satisfy agricultural water rights allocations over the next 50 years (2021–70) will decrease relative to the past 50 years (1971–2020). The modeling also projects an increase in multiyear drought events that hinder reservoir management strategies to maintain high storage levels. In most cases, changes in reservoir inflows from distant upstream snowmelt is projected to have a greater influence on reservoir storage and water availability downstream of the reservoirs than will changes in local evaporation and precipitation from the reservoir surfaces.

There are over 4,200 miles of perennial streams in the coastal watersheds of Southern California. Effective protection and management of these resources require an understanding of their overall health (or condition) and the major stressors that affect their condition. In 2009, major municipalities and counties and their state/federal regulatory counterparts got together to conduct the first comprehensive assessment of the health of streams in Southern California. The first year of a five year program was a great success: Over 120 sites were sampled and analyzed for biological community characteristics, chemical parameters, aquatic toxicity, and physical habitat condition.

Due to its importance for special status fish, the San Francisco Bay (SFB) estuary has been designated as Essential Fish Habitat (EFH) under the Magnuson-Stevens Fishery Conservation and Management Act ([MSA; 16 U.S.C. 18559b)]. Within this estuary, benthic macroinvertebrate communities provide important prey resources for many economically significant fish species that rely on EFH. Periodic maintenance dredging can impact these infaunal communities; however, there is a lack of scientific information specific to SFB on the degree of benthic community disruption caused by dredging. In addition, rates of benthic community recolonization and recovery following dredging and subsequent effects on foraging fish are unknown. For this reason, it is difficult for regulatory and resource agencies to determine the impacts of maintenance dredging. Thus, the National Marine Fisheries Service (NMFS) and the consortium of agencies (US Environmental Protection Agency (EPA), US Army Corp of Engineers (USACE), San Francisco Regional Water Quality Control Board (SFRWQCB), and San Francisco Bay Conservation and Development Commission (BCDC)) comprising the San Francisco Bay Long Term Management Strategy for Dredging (LTMS) effort identified a study of dredging impacts on SFB fish foraging habitat as one of their highest priorities in their 2011 Programmatic EFH Agreement.
