When it comes to fresh water consumption in California, going forward we will need to learn to do more with less. There are at least two main reasons why California will need to learn to do more with less water. First, there is a growing population in the state, a population that is increasingly urban which means there will be greater demand for urban municipal domestic water supplies. Second, there are now increasing demands to leave additional amounts of surface fresh water instream. The demands for additional instream flow relate in part to the declining condition of California’s native fisheries (such as salmon, steelhead and smelt). The demands for additional instream flow also relate to  water quality and salinity concerns. With reduced fresh water flows in our coastal rivers, seawater is pushing further upriver, and increasingly saline water cannot be used for drinking or irrigating.6 With seawater intrusion, excessive upstream diversion of fresh water threatens the very supply of fresh water. The long-standing debate over water exports from the Sacramento-San Joaquin Delta, and the impact of such Delta exports on salinity, water quality and native fisheries, is perhaps the most prominent illustration of such demands for additional instream flow.

California’s water system is in for challenges in coming decades as climate, groundwater policy, and environmental regulations reduce availability and increase variability in water supplies for agricultural and urban uses. A previous report estimated 4 to 9 million acre-feet (maf) per year of unavoidable reductions in existing water supplies, 12% to 25% of today’s water use (Lund et al. 2024). This report estimates the economic costs of not responding to these reductions in water availability.

California’s largest inland body of water, the Salton Sea, has faced severe environmental degradation, leaving lasting impacts on surrounding desert communities. Situated between Riverside and Imperial counties, the lake has endured the effects of jurisdictional challenges, climate change, and unsustainable agricultural practices that have exacerbated nutrient pollution to levels surpassing those found in most lakes across the United States. Data collected over 16 years of quarterly government sampling and 12 months of high-frequency sampling—conducted collaboratively by local communities and the University of California, Los Angeles—consistently reveal high concentrations of nitrates and dangerously low oxygen levels in the water column. These nutrient-rich conditions create an environment conducive to hydrogen sulfide emissions, which persist around the Salton Sea at levels that exceed health standards and raise ongoing concerns within the community. The State of California and the federal government are contractually obligated to restore the Salton Sea. To address the water-quality issues and their consequences, we recommend a combination of environmental and economic remediation efforts aimed at improving the Salton Sea’s ecosystem and its resulting impact on nearby communities.

This new synthesis report from the Pacific Institute and the Foundation Center provides a review of existing evidence about the use of incentive-based instruments worldwide. Based on case studies, evaluations, journal articles, and white papers, the authors provide a detailed review of three incentive-based instruments: water trading, payment for ecosystem services, and water quality trading. The report and interactive tool highlight the importance of finding the right fit between a community’s water goals and the water management tool(s) it might choose and, perhaps most importantly, characterize the conditions required for their effective implementation. Originally commissioned by The Rockefeller Foundation, all of the results from this project: the synthesis report, interactive tool, and digital collection are freely available for funders, practitioners, and researchers to use, contribute to, and build on in their work.

Improved analytical methods can quantify hundreds of pesticide transformation products (TPs), but understanding of TP occurrence and potential toxicity in aquatic ecosystems remains limited. We quantified 108 parent pesticides and 116 TPs in more than 3 700 samples from 442 small streams in mostly urban basins across five major regions of the United States. TPs were detected nearly as frequently as parents (90 and 95% of streams, respectively); 102 TPs were detected at least once and 28 were detected in >20% samples in at least one region—TPs of 9 herbicides, 2 fungicides (chlorothalonil and thiophanate-methyl), and 1 insecticide (fipronil) were the most frequently detected. TPs occurred commonly during baseflow conditions, indicating chronic environmental TP exposures to aquatic organisms and the likely importance of groundwater as a TP source. Hazard quotients based on acute aquatic-life benchmarks for invertebrates and nonvascular plants and vertebrate-centric molecular endpoints (sublethal effects) quantify the range of the potential contribution of TPs to environmental risk and highlight several TP exposure–response data gaps. A precautionary approach using equimolar substitution of parent benchmarks or endpoints for missing TP benchmarks indicates that potential aquatic effects of pesticide TPs could be underestimated by an order of magnitude or more.

The Department of Water Resources (Department) has evaluated the groundwater sustainability plan (GSP) submitted for the Eastern San Joaquin Subbasin (Subbasin) and has determined that the GSP is incomplete. The Department based its determination on recommendations from the Staff Report, included as an enclosure to the attached Statement of Findings, which describes that the Eastern San Joaquin Subbasin GSP does not satisfy the objectives of the Sustainable Groundwater Management Act (SGMA) nor substantially comply with the GSP Regulations. The Staff Report also provides corrective actions which the Department recommends to address the identified deficiencies.

Based on its review of the Staff Report, Department management is satisfied that staff have conducted a thorough evaluation and assessment of the Plan and concurs with, and hereby adopts, staff’s recommendation and all the corrective actions provided. The Department thus deems the Plan incomplete based on the Staff Report and the findings contained herein. A. The GSPs do not establish undesirable results that are consistent for the entire Subbasin. 1. While the Coordination Agreement presents Subbasin-wide undesirable results, the Subbasin’s fragmented approach towards establishing management criteria that define undesirable conditions in various parts of the Subbasin does not satisfy SGMA’s requirement to use same data and methodologies. B. The Subbasin’s chronic lowering of groundwater levels sustainable management criteria do not satisfy the requirements of SGMA and the GSP Regulations. 1. The GSPs relied on disparate methods to develop groundwater level minimum thresholds across the numerous GSPs and management areas. 2. The GSPs do not consistently and sufficiently document the effects of their selected minimum thresholds on beneficial uses and users in the Subbasin, nor explain how the minimum thresholds and measurable objectives that are set below historical lows will impact other applicable sustainability indicators, specifically water quality, land subsidence, and reduction of groundwater storage. C. The Subbasin’s land subsidence sustainable management criteria do not satisfy the requirements of SGMA and the GSP Regulations. 1. The Plan lacks a Subbasin-wide, coordinated approach to establishing land subsidence sustainable management criteria. 2. The GSPs and management areas that use their minimum thresholds for the chronic lowering of groundwater levels as proxy criteria for subsidence do not sufficiently demonstrate that groundwater levels (specifically groundwater levels below historical lows) are a reasonable proxy to avoid land subsidence that would substantially interfere with surface land uses.

The costly interactions between humans and wildfires throughout California demonstrate the need to understand the relationships between them, especially in the face of a changing climate and expanding human communities. Although a number of statistical and process-based wildfire models exist for California, there is enormous uncertainty about the location and number of future fires, with previously published estimates of increases ranging from nine to fifty-three percent by the end of the century. Our goal is to assess the role of climate and anthropogenic influences on the state’s fire regimes from 1975 to 2050. We develop an empirical model that integrates estimates of biophysical indicators relevant to plant communities and anthropogenic influences at each forecast time step. Historically, we find that anthropogenic influences account for up to fifty percent of explanatory power in the model. We also find that the total area burned is likely to increase, with burned area expected to increase by 2.2 and 5.0 percent by 2050 under climatic bookends (PCM and GFDL climate models, respectively). Our two climate models show considerable agreement, but due to potential shifts in rainfall patterns, substantial uncertainty remains for the semiarid inland deserts and coastal areas of the south. Given the strength of human-related variables in some regions, however, it is clear that comprehensive projections of future fire activity should include both anthropogenic and biophysical influences. Previous findings of substantially increased numbers of fires and burned area for California may be tied to omitted variable bias from the exclusion of human influences. The omission of anthropogenic variables in our model would overstate the importance of climatic ones by at least 24%. As such, the failure to include anthropogenic effects in many models likely overstates the response of wildfire to climatic change.

This document was written to assist California’s State Water Resources Control Board (SWRCB) with incorporating algae into the bioassessment toolbox of the Surface Water Ambient Monitoring Program (SWAMP). It represents a consensus among members of a Technical Advisory Committee  (TAC) regarding the best next steps toward implementation of algal bioassessment in the State. Recommendations were based on a combination of 1) information gathered from an extensive literature review,  2) a survey of algal bioassessment efforts that have occurred in parts of California and of programs in other states and countries, and 3) the best professional judgment of TAC members.
