Background note from An Evaluation of California’s Adjudicated Groundwater Basins by Langridge et al, (UC Davis) 2016 The Main San Gabriel Basin is one of the largest groundwater basins in southern California, providing residents of the greater San Gabriel Valley with about 240,000 AF per year. It is geographically situated in the south-easterly portion of Los Angeles County and bounded on the north by the San Gabriel Mountains, on the northwest by Raymond Basin, on the southeast by Puente Basin, and on the south by the Central Basin. The adjudication of the basin was deemed necessary by water producers to streamline administration, reduce overdraft, and adhere to the Long Beach Judgment and Puente Narrows Agreements, and the adjudication was relatively amenable. One of the most significant concerns in the basin is water quality, with four areas of the valley containing Superfund sites. The 1973 Judgment included water quality as one of the Watermaster’s responsibilities, and since the mid-1980s the Watermaster has coordinated with regulatory agencies to have groundwater remediation facilities constructed, permitted and operated to protect and enhance the groundwater supplies. The 1992 Judgment amendment explicitly required coordination with EPA for a federal cleanup of the Superfund sites.

Estimating groundwater recharge in arid or semiarid regions can be a difficult and complex task, since it is dependent on a highly variable set of spatial and temporal hydrologic parameters and processes that are dependent on the local climate, the land surface properties, and subsurface characteristics. As a result, traditional methods for estimating the recharge can result in a wide range of derived values. This is evident in the southeastern Mojave Desert, where calculated recharge estimates by previous investigators that range over an order of magnitude (from ~2500 to ~37,000 acre feet per year) are reported. To narrow down this large span of recharge estimates to narrower and more plausible values, this study evaluates the previous recharge estimates in this region, to examine the sources of variability in the reported results and to constrain the recharge estimates based on the hydrologic conditions and the radiocarbon age-dating of spring flows—even without knowledge of the precise subsurface hydrology. The groundwater age and perennial flow characteristics of springs in this study could not be derived from waters sourced solely from local recharge. Therefore, the springs in this study require a significant groundwater contribution to their overall discharge. A previously described conceptual site model in the region established that Bonanza Spring is similarly hydrologically connected to the regional basin-fill aquifer, based on geologic and geochemical/isotopic analyses, and this conceptual site model for where perennial spring water is sourced should readily be extended to these other perennial springs in this region.

The San Joaquin Valley and urban Southern California are worlds apart in many ways. Yet each face growing water challenges and a shared interest in ensuring reliable, affordable water supplies to safeguard their people and economies. Both regions’ water futures could be more secure if they take advantage of shared water infrastructure to jointly develop and manage some water supplies.  Increasing climate volatility is heightening concerns about droughts of the future. And two major shifts in California’s water landscape have generated new opportunities for collaboration between urban and agricultural interests. For urban areas, significant declines in water demand have reduced pressure on supplies during normal and wet years for many agencies, making reliability for future droughts the primary concern. For the overdrafted San Joaquin Valley, the requirement to manage groundwater sustainably has heightened interest in expanding water supplies and underground storage.  Partnerships between Southern California cities and San Joaquin Valley farms could help alleviate groundwater overdraft in the valley while building drought resilience in Southern California. More flexible supplies can help agencies adapt to changing conditions. By coordinating the location of infrastructure investments, agencies can use partnerships to bring the water where and when it is most needed, at least cost.  This report explores a variety of solutions that could benefit both regions. For the San Joaquin Valley, we look for ways to augment water supplies to ease the transition to groundwater sustainability, while for Southern California we explore options that would increase cities’ ability to deal effectively with extended droughts. By diversifying water supplies, building connections to share water more flexibly, and preparing for the extreme events to come, such partnerships would support Governor Newsom’s Water Resilience Portfolio, and pave the way for a shared effort to make the state’s water system more resilient to a changing climate.

Water, environment, and socioeconomic justice in California: A multi-benefit framework

Low-income, rural frontline communities of California's Central Valley experience environmental and socioeconomic injustice, water insecurity, extremely poor air quality, and lack of fundamental infrastructure (sewage, green areas, health services), which makes them less resilient. Many communities depend financially on agriculture, while water scarcity and associated policy may trigger farmland retirement, further hindering socioeconomic opportunities. Here we propose a multi-benefit framework to repurpose cropland in buffers inside and around (400-m and 1600-m buffers) 154 rural disadvantaged communities of the Central Valley to promote socioeconomic opportunities, environmental benefits, and business diversification. We estimate the potential for (1) reductions in water and pesticide use, nitrogen leaching, and nitrogen gas emissions, (2) managed aquifer recharge, and (3) economic and employment impacts associated with clean industries and solar energy. Retiring cropland within 1600-m buffers can result in reductions in annual water use of 2.18 km3/year, nitrate leaching into local aquifers of 105,500 t/year, greenhouse gas emissions of 2,232,000 t CO2-equivalent/year, and 5388 t pesticides/year, with accompanying losses in agricultural revenue of US$4213 million/year and employment of 25,682 positions. Buffer repurposing investments of US$27 million/year per community for ten years show potential to generate US$101 million/year per community (total US$15,578 million/year) for 30 years and 407 new jobs/year (total 62,697 jobs/year) paying 67 % more than prior farmworker jobs. In the San Joaquin Valley (southern Central Valley), where groundwater overdraft averages 2.3 km3/year, potential water use reduction is 1.8 km3/year. We have identified 99 communities with surficial soils adequate for aquifer recharge and canals/rivers within 1600 m. This demonstrates the potential of managed aquifer recharge in buffered zones to substantially reduce overdraft. The buffers framework shows that well-planned land repurposing near disadvantaged communities can create multiple benefits for agriculture and industry stakeholders, while improving quality of life in disadvantaged communities and producing positive externalities for society.

Any diversion and use of surface water in California requires a water right. Today, to receive a new water right permit, an entity that wants to appropriate surface water must file an application with the Board. The Board may only approve an application if it determines that the proposed use of the water is for a reasonable and beneficial purpose. Currently, there is uncertainty about whether—and, if so, under what circumstances—the Board will consider groundwater recharge to be a beneficial use of water. California law makes clear that the act of recharging groundwater, alone, is not a beneficial use of water. Instead, the specific purpose of the recharge is key.
