The Salton Sea Management Program (SSMP) made progress in 2020 toward reducing exposed lakebed and creating habitat at the Salton Sea (Sea). Even amid challenges posed by the global COVID-19 pandemic, delivering projects that improve conditions for residents as well as wildlife at the Sea remains a key priority for the Newsom Administration. The SSMP worked closely with local, State, Tribal and federal partners to advance important work in 2020 and is poised to build on that momentum in 2021.

The Salton Sea Management Program (SSMP) made significant progress in 2021. It broke ground on the largest restoration project in the Sea’s history, advanced with partners several other community-oriented restoration projects around the Sea, started important vegetation management work on exposed lakebed to reduce dust emissions, and secured commitment from state leaders for an additional $220 million in funding. This was made possible through partnerships with many other entities and by growing the SSMP Team, including several critical new hires.

This summary report contains projected water shortage information at the urban water supplier level as well as regional and statewide analyses of water supply conditions and is intended to inform the State Water Resources Control Board (State Water Board). Additionally, the report includes information on water shortage response actions taken by urban water suppliers as a result of their Annual Water Supply and Demand Assessments (Annual Assessments), and urban water suppliers’ compliance statistics with respect to their Annual Water Shortage Assessment Report (Annual Shortage Report) submittals. The purpose of this Annual Water Supply and Demand Assessment Summary Report (Summary Report) is to fulfill the California Water Code (CWC) §10644(c)(1)(B) requirements and it is due on or before September 30, 2022, and every year thereafter. The full text of the CWC section regarding the Department of Water Resources’ (DWR) Summary Report to the State Water Board is presented below for reference.

The Klamath Project (Project) delivers water for irrigation purposes to up to approximately 230,000 acres in southern Oregon and northern California when water is available. The Project relies upon several primary water sources to meet irrigation demands including water from Upper Klamath Lake (UKL), Clear Lake Reservoir, and Gerber Reservoir, and from the Klamath and Lost rivers. The Project’s water supplies (Project Supply or Supplies) have been impacted by the severe drought conditions currently affecting the Klamath Basin in southern Oregon and northern California. This 2022 Drought Plan describes the background for and the process of allocating the available Project Supply during the 2022 spring/summer irrigation season (April 15 through September 30, 20222), consistent with the contract priorities that exist within the Project.

On December 29, 2016, the Indio Subbasin GSAs submitted to the Department of Water Resources (DWR) the 2010 CVWMP (CVWD, 2012a), accompanied by a Bridge Document (Indio Subbasin GSAs, 2016), as an Alternative Plan to a Groundwater Sustainability Plan (GSP) for the Indio Subbasin. On July 17, 2019, DWR approved the 2010 CVWMP Update as an Alternative Plan. In compliance with SGMA, the GSAs have prepared Annual Reports which can be found on the program website. SGMA also requires plan updates every 5 years; this Indio Subbasin Water Management Plan Update (Alternative Plan Update) fulfills that requirement. Click here for the Plan Appendices.

The 2025 Agricultural Water Management Plan Guidebook (Guidebook) was prepared by DWR to assist agricultural water suppliers in understanding and complying with the requirements of the Agricultural Water Management Planning Act (Division 6, Part 2.8 of the California Water Code), the Agricultural Water Measurement Regulation (Title 23, Division 2, Chapter 5.1, Article 2 of the California Code of Regulations), and AB 1668 Water Management Planning (Friedman, Statute of 2018). This Guidebook is intended to clearly identify information and elements required by the California Water Code (Water Code), provide guidance on how Agricultural Water Suppliers can address these requirements, and identify potential additional information Agricultural Water Suppliers can include in order to develop plans that are useful for their own operations and management and to improve long-term system reliability. This Guidebook also describes how Water Conservation Plans (WCPs) submitted to the United States Bureau of Reclamation (USBR), and Urban Water Management Plans (UWMPs) submitted to DWR, can be supplemented to satisfy the Water Code and Agricultural Water Measurement Regulation requirements.
