Long‐term overdraft of the basin has led to ongoing risk of seawater intrusion. As a result of long‐term recovery and an acceleration of recovery over the last two years, average groundwater levels in Water Year 2016 met the established protective elevations at the most monitoring wells since the wells were installed. Average groundwater levels in Water Year 2016 met established protective elevations at 8 of 13 of the wells. Since five wells have average groundwater levels below established protective elevations, full basin recovery has not been achieved and the basin is still considered in long‐term overdraft. (Figure ES‐ 1). Recovery of the basin and overdraft will be eliminated when coastal groundwater levels rise to protective elevations at all coastal wells. The MGA will also need to reevaluate the established protective elevations for the GSP.

This GSP describes the EMA physical setting; presents historical, present, and future water budgets; develops quantifiable management objectives that account for the interests of the EMA’s beneficial groundwater uses and users; and identifies a group of projects and management actions that will allow the EMA to maintain or achieve sustainability within 20 years of plan adoption. This document also includes the list of references and technical studies, documentation of the stakeholder engagement process used in the development of this plan, and several supporting appendices. The EMA GSA has taken many steps, starting with stakeholder engagement, to complete the GSP in accordance with the requirements of SGMA and related SGMA regulations.

This Scott Valley Groundwater Study Plan (GW Study Plan) has been requested of Siskiyou County and its Scott Valley stakeholders, as set forth in the Action Plan for the Scott River Temperature Total Maximum Daily Load (TMDL) (adopted Dec. 2005 by the California North Coast Regional Water Board [RWB]). The Action Plan sets forth the elements to be contained in this GW Study Plan; it also sets forth the needs of the RWB for certain information to be developed from the groundwater studies set forth in the GW Study Plan. It has been agreed by Siskiyou County and Regional Water Board staff that the hydrology of the entire valley needs to be understood in order to know the possible array of solutions to any water issues or problems in the Scott Valley. Siskiyou County with its management jurisdiction over groundwater (the RWB has water quality jurisdiction over groundwater under the Porter-Cologne Act) will take a community-based approach to groundwater management planning and to implementing this GW Study Plan. Data, information, and analysis are needed through studies to understand the groundwater hydrology of the Scott River system and its relationship to surface hydrology, especially in areas where groundwater could affect Scott River water temperatures, potential riparian vegetation, and habitat connectivity for anadromous fish. Without knowledge of the overall groundwater hydrology of Scott Valley, solutions to specific issues outlined in the TMDL Action Plan and the Scott River Watershed Council (SRWC) Strategic Action Plan will not be possible. It will be more cost effective to discover and prevent problems before they occur. Baseline data will be needed to determine the best approach in the design and implementation of water projects and water management alternatives and strategies to protect anadromous fish while also protecting the other beneficial uses, including the needs of agricultural operations. Much of this information will need to be developed over a period of time necessary to have a sufficient record from which to discover and test feasible and effective management strategies. This GW Study Plan was developed by the University of California at Davis (UC Davis) with the voluntary assistance of communities, landowners, the SRWC, and the Siskiyou Resource Conservation District (SRCD). The GW Study Plan is intended to be a living blueprint of the hydrologic, ecologic, water resource management, and agricultural management research needs and of the investigative approaches that can be taken to develop management practices that meet the mandate for protection of water, agricultural, and ecological resources in the Scott Valley. The GW Study Plan summarizes the current status of knowledge about the hydro-agro-eco-geography of the Scott Valley and outlines potential approaches to addressing critical current research needs. Individual study projects and tasks are described and scheduled in a way that is most efficient and timely to make the best use of funds to collect the information and data needed.

In January of 2020, the DEID GSA submitted its Groundwater Sustainability Plan (GSP) to the California Department of Water Resources (DWR). The GSP provided technical documentation of the DEID Management Area’s existing sustainability, along with addressing the needs of the Earlimart Public Utility District and Richgrove Community Services District. The GSP outlined specific management actions that will be taken in accordance with the Sustainable Groundwater Management Act. DWR’s review of the Tule Subbasin, as a whole, resulted in an incomplete determination, to which the GSAs in the Tule Subbasin had 180 days to respond. The GSA’s in the Tule Subbasin provided revised GSPs on July 27, 2022, which DWR also determined were inadequate, causing the Tule Subbasin to transition to the oversight of the State Water Resources Control Board (SWRCB). The draft GSP found below includes updates to specifically address comments received from the SWRCB and their staff in anticipation of the Tule Subbasin probationary hearing on September 17, 2024. Decline in the Coachella Valley’s groundwater table was first noted in the 1910s. Concerned that their artesian wells were drying, local residents and farmers formed the Coachella Valley Water District (CVWD) in 1918. CVWD took steps to secure water supplies from the Colorado River that led to the completion of the Coachella Branch of the All-American Canal in 1949. CVWD and Desert Water Agency (DWA) contracted with the State of California for water from the State Water Project (SWP) in the early 1960s with the first deliveries in 1973. At that time, CVWD and DWA implemented groundwater replenishment programs and collected replenishment assessment from groundwater producers. However, continued growth in the Valley resulted in groundwater level declines and overdraft. Twenty years before the adoption of SGMA, CVWD began development of the initial Water Management Plan in 1994 after recognizing the need to sustainably manage the Coachella Valley Groundwater Basin. CVWD adopted the Coachella Valley Water Management Plan in 2002 (2002 WMP) to eliminate groundwater overdraft in the Basin. The 2002 WMP was updated in 2010 (2010 WMP Update) and adopted in 2012. This plan covers the Indio Subbasin of the Coachella Valley Groundwater Basin. CVWD, along with DWA and Mission Springs Water District also prepared the Mission Creek-Garnet Hill Water Management Plan (MCGH WMP) that covers the Mission Creek Subbasin and the Garnet Hill Subarea of the Indio Subbasin. As of 2016, plan implementation is showing positive results with stabilizing water levels throughout much of the Valley. Continued implementation is expected to eliminate water level declines by about 2025.
