Subsidence caused by groundwater pumping in the Central Valley has been a problem for decades. Over the last few years, interferometric synthetic aperture radar (InSAR) has been used from satellites and aircraft to produce maps of subsidence with sensitivity of fractions of an inch. For this study, we have obtained and analyzed data from the European Space Agency’s satellite-borne Sentinel-1A from the period March 2015 – September 2016 and the NASA airborne UAVSAR for the period March 2015 – June 2016, and produced maps of total subsidence from the two data sets. These data add to the earlier data processed from the Japanese PALSAR for 2006 – 2010, Canadian Radarsat-2 for the period May 2014 – January 2015, and UAVSAR for July 2013 - March 2015, for which subsidence measurements were reported previously (Farr et al., 2015). Here we also present results for the South-Central coast of California including Ventura, Oxnard, Santa Barbara and north to the San Joaquin Valley as well as the Santa Clara Valley from colleagues who have processed Sentinel-1A data covering March 2015 – March 2016. As multiple scenes were acquired during these periods, we can also produce time histories of subsidence at selected locations and transects showing how subsidence varies both spatially and temporally.

The 2008 USFWS Incidental Take Level (ITL) calculation determines the amount of annual delta smelt salvage allowed to be taken by the State Water Project (SWP) and Central Valley Project (CVP) during operating conditions expected under Reasonable and Prudent Alternative (RPA) thresholds. There is an ITL for adult and juvenile delta smelt. Using advances in statistical models, data sources, and overall improved knowledge of entrainment dynamics, we offer a robust approach for calculating a revised ITL and accompanying expected take method under the RPA for the SWP and CVP that remains protective of the species while providing improved flexibility for managing water operations.

The 1991 and 1992 California Drought Emergency Water Banks were the first large water transfer programs in the nation in which the State served as the predominant broker for water trades. Although the State-sponsored Water Banks have drawn widespread attention, there have been a great number of water transfers and exchanges taking place in California independently of the State. These non-State transfers illustrate well the widespread applicability of transfers in managing water resource systems, as well as the multiple mechanisms available for effecting water transfers. This paper focuses on California's recent experiences with water transfers, and offers a series of potential lessons for federal, state, and local managers for integrating water transfers in regional water resource systems.

The Project is being proposed to restore the capacity of a 33-mile reach of the Friant-Kern Canal (FKC) to its original design and constructed conveyance capacity. Winter-run Chinook salmon are distinguishable from the three other Chinook runs in the Sacramento River system by the timing of their upstream migration and spawning. Due to precipitous decline in the population from the late 1960’s through the late 1980’s, NOAA Fisheries listed the run as “threatened” in August 1989, and subsequently reclassified the run as “endangered” in 1992. The state of California listed the run as endangered in 1989.  Many factors contributed to the decline in the winter-run Chinook population. Among these factors, operation of the federal Central Valley Project and State Water Project has had continuing impacts on winter-run Chinook. Of particular concern have been the direct entrainment losses of juvenile winter-run Chinook at the project export facilities in the Delta.
