The California Department of Water Resources and the U.S. Bureau of Reclamation, working in cooperation with other federal, state, and local agencies, are studying the potential feasibility of alternative plans to build an offstream surface storage north of the Sacramento-San Joaquin Delta as part of the North-of-the-Delta Offstream Storage (NODOS) Investigation. NODOS would provide a robust set of benefits, including water supply reliability for municipal and industrial uses, agriculture, and wildlife refuges; ecosystem enhancement actions to improve fish survival in major northern California rivers and the Sacramento-San Joaquin Delta (Delta); water quality improvements for Delta water users and estuarine species; flexible hydropower generation to support renewable energy sources such as wind and solar; recreation opportunities at the new reservoir and improved recreation at existing reservoirs; and local flood damage reduction below the new reservoir. Total water supply benefits of NODOS would be up to 500 thousand acre-feet (TAF) per year on average and over 600 TAF per year during dry and critical years. The mix of NODOS benefits would also support improved flexibility and long-term viability of the Central Valley Project (CVP) and State Water Project (SWP). As the current drought is showing, flexibility of these projects is impaired during multiple dry years or droughts. In addition to providing the benefits described above, NODOS would improve CVP and SWP flexibility by increasing water in storage, including during drought conditions. Average annual improved storage would be up to 1.4 million acre-feet (MAF); annual drought period storage would be improved by up to 1.1 MAF. The potential environmental effects of constructing and operating NODOS are evaluated and potential mitigation measures are described in the NODOS Preliminary Administrative Draft Environmental Impact Report.  The preliminary benefits and costs are presented in the NODOS Preliminary Design and Cost Estimate Report.

The North-of-the-Delta Off Stream Storage (NODOS) Investigation is a Feasibility Study being performed the Bureau of Reclamation and Sites Project Authority, in partnership with local interests and pursuant to the CALFED Bay-Delta Program Programmatic Environmental Impact Statement/Report Record of Decision. The NODOS Investigation is evaluating potential offstream surface water storage projects in the upper Sacramento River Basin that could increase surface water storage capacity in the Sacramento River Basin as one of several actions to improve water supply reliability, renewable power integration, Delta water quality, and critical fish populations within the Bay-Delta watersheds. The NODOS Investigation is one of five surface water storage studies recommended in the CALFED PEIS/EIR Record of Decision.

The Sierra Nevada and Southern Cascades—California’s snowy mountains—are primary freshwater sources and natural reservoirs for the states of California and Nevada. These mountains receive precipitation overwhelmingly from wintertime storms including atmospheric rivers (ARs), much of it falling as snow at the higher elevations. Using a seven-decade record of daily observed temperature and precipitation as well as a snow reanalysis and downscaled climate projections, we documented historical and future changes in snow accumulation and snowlines. In four key subregions of California’s snowy mountains, we quantified the progressing contribution of ARs and non-AR storms to the evolving and projected snow accumulation and snowlines (elevation of the snow-to-rain transition), exploring their climatology, variability and trends. Historically, snow makes up roughly a third of the precipitation affecting California’s mountains. While ARs make up only a quarter of all precipitating days and, due to their relative warmth, produce snowlines higher than do other storms, they contribute over 40% of the total seasonal snow. Under projected unabated warming, snow accumulation would decline to less than half of historical by the late twenty-first century, with the greatest snow loss at mid elevations (from 1500 to 3300 m by the mountain sub-regions) during fall and spring. Central and Southern Sierra Nevada peaks above 3400 m might see occasionally extreme snow accumulations in January–February resulting entirely from wetter ARs. AR-related snowlines are projected to increase by more than 700 m, compared to about 500 m for other storms. We discuss likely impacts of the changing climate for water resources as well as for winter recreation.

Oroville Dam, located on the Feather River in Butte County, is a key facility of the California State Water Project (SWP). Completed in 1967, it is owned and operated by the California Department of Water Resources (DWR). In February 2017, both the gated main spillway and the ungated emergency spillway suffered significant erosion scour damage while releasing flood waters that had flowed into Lake Oroville. Concerns for the stability of the spillway crest structures resulted in the temporary evacuation of 188,000 residents downstream of the dam. Over the next few months, flood waters were successfully managed by making controlled reservoir releases down the damaged gated main spillway through May 2017 when the gates were closed for the year and DWR began repairs to the two spillways. By the fall of 2018, the entire 3,000-foot-long chute for the gated main spillway had been completely reconstructed, and major erosion-resistant armoring had been added to the emergency spillway. The repairs resulted in making these two spillways robust structures meeting modern engineering standards.

The California Department of Water Resources, through the Future Water Supply Program, is investigating the use of ground-water basins for storage of State Water Project water in order to help meet maximum annual entitlements to water project contractors. This report presents a preliminary evaluation of the geohydrologic fac- tors affecting storage of water by artificial recharge in the upper Coachella Valley, Calif. The ground-water basin of the upper Coachella Valley seems to be geologically suitable for large-scale artificial recharge. A minimum of 900,000 acre-feet of water could probably be stored in the basin without raising basinwide water levels above those that existed in 1945. Preliminary tests indicate that a long-term artificial recharge rate of 5 feet per day may be feasible for spreading grounds in the basin if such factors as sediment and bacterial clogging can be controlled.

Destructive and costly flooding can occur when warm storm systems deposit substantial rain on extensive snowcover, as observed in February 2017 with the Oroville Dam crisis in California. However, decision-makers lack guidance on how such rain-on-snow (ROS) flood risk may respond to climate change. Here, daily ROS events with flood-generating potential are simulated over western North America for a historical (2000–2013) and future (forced under Representative Concentration Pathway 8.5) period with the Weather Research and Forecasting model; 4 km resolution allows the basin-scale ROS flood risk to be assessed. In the warmer climate, we show that ROS becomes less frequent at lower elevations due to snowpack declines, particularly in warmer areas (for example, the Pacific maritime region). By contrast, at higher elevations where seasonal snowcover persists, ROS becomes more frequent due to a shift from snowfall to rain. Accordingly, the water available for runoff increases for 55% of western North American river basins, with corresponding increases in flood risk of 20–200%, the greatest changes of which are projected for the Sierra Nevada, the Colorado River headwaters and the Canadian Rocky Mountains. Thus, flood control and water resource planning must consider ROS to fully quantify changes in flood risk with anthropogenic warming.
