The 2025 Agricultural Water Management Plan Guidebook (Guidebook) was prepared by DWR to assist agricultural water suppliers in understanding and complying with the requirements of the Agricultural Water Management Planning Act (Division 6, Part 2.8 of the California Water Code), the Agricultural Water Measurement Regulation (Title 23, Division 2, Chapter 5.1, Article 2 of the California Code of Regulations), and AB 1668 Water Management Planning (Friedman, Statute of 2018). This Guidebook is intended to clearly identify information and elements required by the California Water Code (Water Code), provide guidance on how Agricultural Water Suppliers can address these requirements, and identify potential additional information Agricultural Water Suppliers can include in order to develop plans that are useful for their own operations and management and to improve long-term system reliability. This Guidebook also describes how Water Conservation Plans (WCPs) submitted to the United States Bureau of Reclamation (USBR), and Urban Water Management Plans (UWMPs) submitted to DWR, can be supplemented to satisfy the Water Code and Agricultural Water Measurement Regulation requirements.

Agricultural weather data are fundamental for the accurate estimate of evapotranspiration (ET), irrigation scheduling, and water-use accounting. In particular, reference ET provides a standardized atmospheric demand for water loss from a hypothetical well-watered grass (ETo) or alfalfa (ETr); however, weather stations may not adequately represent such climatic conditions. Weather data commonly contain errors from poor siting, sensor drift, and network management deficiencies. No standardized dataset exists over the contiguous United States (CONUS). Systematic errors affect ETo/ETr calculations and derived products. Notably, satellite-based platforms like OpenET require agricultural weather data to bias correct gridded reference ET to interpolate between satellite overpasses. CONUS-AgWeather is a benchmark dataset of daily agricultural weather data (precipitation, solar radiation, air temperature, humidity, wind speed, ETo, ETr) from 793 stations. This dataset contains 4,191,808 days (11,484 station-years, 1981–2020) and was produced through standardized and systematic quality control procedures and open-source software packages for time series inspection, outlier detection, corrections, and ETo/ETr calculations. CONUS-AgWeather is intended primarily to support OpenET in the Western U.S. but has broader applications.

Rice fields are critical for Giant Gartersnakes, wintering waterfowl, wintering and breeding shorebirds, Sandhill Cranes, native fishes, and many other species. Parkinson’s disease (PD) is a complex neurodegenerative disease with etiology rooted in genetic vulnerability and environmental factors. Here we combine quantitative epidemiologic study of pesticide exposures and PD with toxicity screening in dopaminergic neurons derived from PD patient induced pluripotent stem cells (iPSCs) to identify Parkinson’s-relevant pesticides. Agricultural records enable investigation of 288 specific pesticides and PD risk in a comprehensive, pesticide-wide association study. We associate long-term exposure to 53 pesticides with PD and identify co-exposure profiles. We then employ a live-cell imaging screening paradigm exposing dopaminergic neurons to 39 PD-associated pesticides. We find that 10 pesticides are directly toxic to these neurons. Further, we analyze pesticides typically used in combinations in cotton farming, demonstrating that co-exposures result in greater toxicity than any single pesticide. We find trifluralin is a driver of toxicity to dopaminergic neurons and leads to mitochondrial dysfunction. Our paradigm may prove useful to mechanistically dissect pesticide exposures implicated in PD risk and guide agricultural policy.

This place-based case study in an agricultural county in California’s Central Valley focused on the period of 2010–2050, and dealt with biophysical and socioeconomic issues related to both mitigation of greenhouse gas (GHG) emissions and to adaptation to an uncertain climate. In the past 100 years, changes in crop acreage has been more related to crop price and availability of irrigation water than to growing degree days during summer, and in fact, summer temperatures have increased less than winter temperatures. Econometric analysis indicated that warmer winters, as projected by Geophysical Fluid Dynamics Laboratory-Bias Corrected Constructed Analog during 2035–2050, could result in less wheat acreage, more alfalfa and tomato acreage, and slight effects on tree and vine crops. The Water Evaluation and Planning (WEAP) model showed that these econometric projections did not reduce irrigation demand under either the B1 or A2 scenarios, but a diverse, water-efficient cropping pattern combined with improved irrigation technology reduced demand to 12 percent below the historic mean. Collaboration during development of Yolo County’s Climate Action Plan showed that nitrous oxide (mainly from nitrogen fertilizers) was the main source (40 percent) of agricultural emissions. Emissions from cropland and rangeland were several orders of magnitude lower than urbanized land per unit area. A survey distributed to 570 farmers and ranchers achieved a 34 percent response rate. Farmers concerned about climate change were more likely to implement water conservation practices, and adopt voluntary GHG mitigation practices. Use of the urban growth model (UPlan) showed that channeling much or all future urban development into existing urban areas will increase ecosystem services by preserving agricultural land and open space, immensely reducing the Yolo County’s GHG emissions, and greatly enhancing agricultural sustainability.

Scientists designed the ARkStorm scenario to challenge the preparedness of California communities for widespread flooding with a historical precedence and increased likelihood under climate change. California is an important provider of vegetables, fruits, nuts, and other agricultural products to the nation. This study analyzes the agricultural damages and losses pertaining to annual crops, perennial crops, and livestock in California exposed to ARkStorm flooding. Statewide, flood damage is incurred on approximately 23% of annual crop acreage, 5% of perennial crop acreage, and 5% of livestock, e.g., dairy, feedlot, and poultry, acreage. The sum of field repair costs, forgone income, and product replacement costs span $3.7 and $7.1 billion (2009) for a range of inundation durations. Perennial crop loss estimates dominate, and the vulnerability of orchards and vineyards has likely increased with recent expansion. Crop reestablishment delays from levee repair and dewatering more than double annual crop losses in the delta islands, assuming the fragile system does not remain permanently flooded. The exposure of almost 200,000 dairy cows to ARkStorm flooding poses livestock evacuation challenges.
