In enacting the Sustainable Groundwater Management Act (SGMA) the California Legislature, for the first time ever, expressly linked the two historically distinct legal regimes governing water in the state that previously had been entirely separate: one governing surface water use and the other groundwater use. SGMA requires Groundwater Sustainability Agencies (GSAs) and their Groundwater Sustainability Plans (GSPs or Plans) to consider and address the groundwater-surface water interaction, and specifically the impacts of groundwater pumping on surface water beneficial uses. SGMA defines sustainable groundwater management as the avoidance of six “undesirable results” identified in the law. The purpose of this guide is to help GSAs and other stakeholders understand and comply with the requirement of SGMA that groundwater withdrawals must not cause “significant and unreasonable adverse impacts on beneficial uses of the surface water,” known as “undesirable result no. 6.” This guide is based on the principle that existing legal frameworks (laws, regulations, court decisions, etc.) provide the clearest and most pertinent guidance on what constitutes undesirable result no. 6. This guide addresses only the explicit legal aspects of this statutory mandate. It does not address technical and scientific aspects of SGMA compliance and offers no advice on the steps GSAs must take to get an adequate technical understanding of the groundwater-surface water connections under their purview. GSAs may look to other sources for guidance on that front. In addition, “Navigating Groundwater-Surface Water Interactions under the Sustainable Groundwater Management Act,” authored by experts at the University of California Berkeley provides a helpful overview of the steps involved in implementing SGMA provisions relating to groundwater-surface water interactions.

This Groundwater Sustainability Plan (GSP) for the Henry Miller Water District (HMWD) Groundwater Sustainability Agency (GSA) has been prepared pursuant to Water Code §10727. HMWD is located in the Kern County Subbasin (Basin 5-22.14) as defined by the Department of Water Resources’ (DWR) Bulletin 118. The Kern Subbasin is considered to be in a condition of critical overdraft and has been designated as a high priority basin. This GSP is one of the five GSPs being prepared in the Subbasin, which collectively has and will coordinate to avoid, to the best of their abilities, any and all Undesirable Results as a result of unsustainable groundwater management practices. HMWD formed its own GSA on March 15, 2017; it is the only Water District located within the GSA. HMWD GSA is one of five GSAs that are preparing a GSP within the Subbasin. This GSP, in coordination with the four other GSPs within the Subbasin, will provide a path to sustainability and the preservation of groundwater resources for all beneficial users of groundwater. Because the Subbasin has multiple GSPs, the GSPs are prepared under a coordination agreement. This Coordination Agreement exemplifies the ways that the various GSPs were able to work together to achieve a common goal: groundwater sustainability for the Subbasin. For example, the entire Subbasin has utilized Todd Groundwater’s services to analyze historic, current, and future groundwater conditions with a C2VSIM model. This Plan includes a description of the historic groundwater conditions in the Subbasin, a Subbasin water budget, sustainable management criteria for future monitoring, and projects and/or management actions that may be implemented to ensure groundwater sustainability is achieved by 2040 and maintained through 2070. Making the transition from open-access groundwater rights to sustainable groundwater management is a formidable task for newly formed groundwater sustainability agencies in California. As agencies begin to decide how to make equitable water allocations, how to monitor groundwater use and what mix of supply- and demand-side mechanisms to adopt to satisfy sustainability criteria, the groundwater management strategies in place across other basins in the western United States are worth studying. We surveyed 18 groundwater districts in California and other Western states to identify the management approaches and practices they have instituted. The conclusions we draw suggest a correlative rights framework of water allocation with phase-ins for heavy users; metered pumping; flexible arrangements for trading and carrying over allocations for multiple years; and incentivizing groundwater recharge, including recharge from deep percolation from crops. Rigid formulas for significantly reducing groundwater use in medium- and high-priority basins are likely to have significant negative effects on the regional economy.

Three years after California passed the Sustainable Groundwater Management Act (SMGA), groundwater sustainability agencies (GSAs) are now preparing to develop their groundwater sustainability plans (GSPs), the blueprints that will outline each basin’s road to sustainability. Successful GSPs will require an effective participatory decision-making process. We tested a participatory process with the Yolo County Flood Control and Water Conservation District, a water-limited irrigation district in the Central Valley. First, we worked with district stakeholders to outline the parts of the plan and set measureable objectives for sustainability. The district defined seven management strategies, which the research team evaluated against climate, land use and regulatory uncertainties using a water resources model. Together, we explored model results using customized interactive graphics. We found that the business-as-usual strategy was the most unlikely to meet sustainability objectives; and that a conjunctive use strategy, with winter groundwater recharge and periphery ponds storage, achieved acceptable measures of sustainability under multiple uncertainties, including a hypothetical pumping curtailment. The process developed a shared understanding of the vulnerabilities of the local groundwater situation and proved valuable in evaluating strategies to overcome them.

In 2014, California passed legislation requiring the sustainable management of critically over-drafted groundwater basins, located primarily in the Central Valley agricultural region. Hydroeconomic modeling of the agricultural economy, groundwater, and surface water systems is critically important to simulate potential transition paths to sustainable management of the basins. The requirement for sustainable groundwater use by 2040 is mandated for many overdrafted groundwater basins that are decoupled from environmental and river flow effects. We argue that, for such cases, a modeling approach that integrates a biophysical response function from a hydrologic model into an economic model of groundwater use is preferable to embedding an economic response function in a complex hydrologic model as is more commonly done. Using this preferred approach, we develop a dynamic hydroeconomic model for the Kings and Tulare Lake subbasins of California and evaluate three groundwater management institutions—open access, perfect foresight, and managed pumping. We quantify the costs and benefits of sustainable groundwater management, including energy pumping savings, drought reserve values, and avoided capital costs. Our analysis finds that, for basins that are severely depleted, losses in crop net revenue are offset by the benefits of energy savings, drought reserve value, and avoided capital costs. This finding provides an empirical counter example to the Gisser and Sanchez Effect.

Principal water agencies in the Petaluma Valley groundwater basin seek to understand the availability of groundwater to meet increasing regional water supply demand caused by increasing agricultural and urban water demands. Surface water from the Russian River is the primary water supply in the basin, but the future availability of this surface-water supply is uncertain. Groundwater is an important supplemental source of water for the City of Petaluma and the primary supply for agriculture and domestic use by rural property owners. Furthermore, supplies of recycled water are becoming more available. Water managers face the challenge of meeting increasing water demand with a combination of surface water, local groundwater resources, and use of recycled wastewater. In 2014, California adopted legislation to manage groundwater: the Sustainable Groundwater Management Act (SGMA). The SGMA requires the development and implementation of Groundwater Sustainability Plans (GSPs) in 127 medium- or high-priority groundwater basins, and the Petaluma Valley groundwater basin was designated as a high-priority basin. Sustainability is defined within the SGMA in terms of avoiding undesirable results: significant and unreasonable groundwater-level declines, reduction in groundwater storage, seawater intrusion, water-quality degradation, land subsidence, and surface-water depletion. The U.S. Geological Survey (USGS), in cooperation with the Sonoma County Water Agency (SCWA) and the City of Petaluma, characterized the hydrology of the Petaluma valley watershed (PVW) and developed an integrated hydrologic model that can be used to improve understanding and management of the groundwater system and develop a GSP. The objectives of the study are to (1) develop an updated assessment of the hydrogeology and geochemistry of the PVW and (2) develop an integrated hydrologic model for the PVW. The purpose of this report is to describe the conceptual model of the hydrologic, hydrogeologic, and water-quality characteristics of the PVW and a numerical groundwater-flow model of PVW.

Changes in population, agricultural development practices (including shifts to more water-intensive crops), and climate variability are placing increasingly larger demands on available water resources, particularly groundwater, in the Cuyama Valley, one of the most productive agricultural regions in Santa Barbara County. The goal of this study was to produce a model capable of being accurate at scales relevant to water management decisions that could be considered in the evaluation of the sustainable water supply. The Cuyama Valley Hydrologic Model (CUVHM) was designed to simulate the most important natural and human components of the hydrologic system, including components dependent on variations in climate, thereby providing a reliable assessment of groundwater conditions and processes that can inform water users and help to improve planning for future conditions. Model development included a revision of the conceptual model of the flow system, construction of a precipitation-runoff model using the Basin Characterization Model (BCM), and construction of an integrated hydrologic flow model with MODFLOW-One-Water Hydrologic Flow Model (MF-OWHM). The hydrologic models were calibrated to historical conditions of water and land use and, then, used to assess the use and movement of water throughout the Valley. These tools provide a means to understand the evolution of water use in the Valley.
