A number of years ago the Ground Water Branch reprinted the paper in limited quantity for distribution to the field offices and some field personnel. The original paper is faithfully reproduced herein, except for minor changes in notation to conform with current Branch usage. Theis’ extremely lucid discussion of the source of water discharged by wells should be clearly understood by all who would attempt to analyze how a preexisting balanced hydraulic system will adjust to newly imposed well discharge.

California’s agricultural sector, a major groundwater user, finds itself in the midst of the implementation of the Sustainable Groundwater Management Act (SGMA). The law mandates the formation of local groundwater sustainability agencies (GSAs) and adoption of groundwater sustainability plans (GSPs) for all overdrafted groundwater basins across the state by 2020. Each GSA will be unique, with its own governance structures and rules, including the size and composition of the governing board, mechanisms for representing different interests, opportunities for stakeholders to participate, and rules concerning the allocation of pumping “rights” and the use of economic instruments, such as pumping permits, pumping taxes or tiered pricing, to incentivize pumping curtailments (DWR 2016). This new water management landscape may threaten the diversity of the state’s farming operations.

“The Sustainable Groundwater Management Act Governance Conference: Research and Practice,” held at the UC Davis in February 2018, assembled 55 social science researchers as well as practitioners from across the state to discuss the ongoing implementation of the Sustainable Groundwater Management Act (SGMA). The California Legislature passed SGMA in 2014. SGMA required the formation of new groundwater sustainability agencies (GSAs) by June 2017 in order to develop and implement Groundwater Sustainability Plans (GSPs) for 127 medium- and high-priority groundwater basins by 2020 and 2022. With such a large task at hand, and given the importance of groundwater to California’s public health, environment, and economy, strengthening collaboration across research teams as well as between researchers and practitioners is crucial to increasing the capacity for learning about governance processes and to bridging the science-policy divide in order to support the creation of effective governance institutions. The goals of this report are to synthesize key lessons learned about SGMA at the nexus of research and practice, and to create a roadmap and research agenda going forward. Sharing information and knowledge among research teams enables a comparative perspective that cannot be achieved by one team alone. Furthermore, perspectives from practitioners inform research directions, focus attention on relevant issues and knowledge gaps, and build relationships among the SGMA community for more collaborative applied research. Conference discussions focused on discovering what has been learned in the first three years of SGMA implementation and GSA development, identifying high priority questions for the next stage of GSP development, sharing research methods, and coordinating research activities.

Understanding the subsurface geologic framework of the Cenozoic basin fill that underlies the Amargosa Desert in southern Nevada and southeastern California has been improved by using borehole data to construct three-dimensional lithologic and interpreted facies models. Lithologic data from 210 boreholes from a 20-kilometer (km) by 90-km area were reduced to a limited suite of descriptors based on geologic knowledge of the basin and distributed in three-dimensional space using interpolation methods. The resulting lithologic model of the Amargosa Desert basin portrays a complex system of interfingered coarse- to fine-grained alluvium, playa and palustrine deposits, eolian sands, and interbedded volcanic units. Lithologic units could not be represented in the model as a stacked stratigraphic sequence due to the complex interfingering of lithologic units and the absence of available time-stratigraphic markers. Instead, lithologic units were grouped into interpreted genetic classes, such as playa or alluvial fan, to create a three-dimensional model of the interpreted facies data. Three-dimensional facies models computed from these data portray the alluvial infilling of a tectonically formed basin with intermittent internal drainage and localized regional groundwater discharge. The lithologic and interpreted facies models compare favorably to resistivity, aeromagnetic, and geologic map data, lending confidence to the interpretation.

Contemporary applications of radar altimetry include sea-level rise, ocean circulation, marine gravity, and icesheet elevation change. Unlike InSAR and GNSS, which are widely used to map surface deformation, altimetry is neither reliant on highly temporally-correlated ground features nor as limited by the available spatial coverage, and can provide long-term temporal subsidence monitoring capability. Here we use multi-mission radar altimetry with an approximately 23 year data-span to quantify land subsidence in cropland areas. Subsidence rates from TOPEX/POSEIDON, JASON-1, ENVISAT, and JASON-2 during 1992–2015 show time-varying trends with respect to displacement over time in California’s San Joaquin Valley and central Taiwan, possibly related to changes in land use, climatic conditions (drought) and regulatory measures affecting groundwater use. Near Hanford, California, subsidence rates reach 18 cm yr with a cumulative subsidence of 206 cm, which potentially could adversely affect operations of the planned California High-Speed Rail. The maximum subsidence rate in central Taiwan is 8 cm yr. Radar altimetry also reveals time-varying subsidence in the North China Plain consistent with the declines of groundwater storage and existing water infrastructure detected by the Gravity Recovery and Climate Experiment (GRACE) satellites, with rates reaching 20 cm yr and cumulative subsidence as much as 155 cm.

In 2014, California enacted the Sustainable Groundwater Management Act (SGMA), which requires local agencies to develop and implement groundwater sustainability plans (GSPs) in all groundwater basins designated by the California Department of Water Resources (DWR) as high or medium priority by 2020 or 2022, depending on basin condition. For the first time in California’s history, agencies managing groundwater under SGMA must assess the impacts of groundwater pumping on water supply and surface water flows and avoid “significant and unreasonable adverse impacts on beneficial uses of the surface water.” SGMA’s legal and regulatory requirements pertaining to interconnected surface water – defined in SGMA as, “surface water that is hydraulically connected at any point by a continuous zone to the underlying aquifer and the overlying surface water is not completely depleted.” – represent a significant step forward in recognizing the interconnected nature of surface water and groundwater and for managing this resource accordingly. However, because groundwater-surface water connectivity was not a common management consideration prior to the enactment of SGMA, many basins lack data or models or technical capacity to adequately characterize interconnected surface water (ISW) and evaluate the impacts of groundwater pumping on these systems. Thus, meeting legal and regulatory requirements related to ISW may be hindered by a lack of information about both the location and timing of such waters, as well as the many beneficial uses and users that they support. In March 2018, Water in the West, The University of Victoria, Foundry Spatial, The Nature Conservancy (TNC) and Environmental Defense Fund co-hosted a workshop on tools to assess ISW under SGMA. The workshop, which included a small, select group of hydrologists, water managers, water lawyers, nongovernmental organizations (NGOs) and academia, focused on four main areas: 1) Accounting for beneficial uses and users in GSP development and implementation; 2) Identifying physical or analytical approaches for characterizing, quantifying and monitoring ISW; 3) Using hydrological modeling to assess the effects of groundwater pumping on ISW and streamflow depletions; and 4) Understanding the functionality and use of decision support tools from other jurisdictions This report summarizes key findings from the one-day workshop and a short questionnaire completed by workshop participants during the day. A list of workshop attendees, the workshop agenda and workshop questionnaire can be found in Appendices A-C, respectively.

Enhanced oil recovery (EOR) and hydraulic fracturing practices are commonly used methods to improve hydrocarbon extraction efficiency; however, the environmental effects of such practices remain poorly understood. EOR is particularly prevalent in oil fields throughout California where water resources are in high demand and the disposal of large volumes of produced water may affect groundwater quality. Consequently, it is essential to better understand the fate of injected (EOR) fluids in California, and other subsurface petroleum systems, as well as any potential effect on nearby aquifer systems. Noble gases can be used as tracers to understand hydrocarbon generation, migration, and storage conditions, as well as the relative proportions of oil and water present in the subsurface. In addition, a noble gas signature diagnostic of injected (EOR) fluids can be readily identified. We report noble gas isotope and concentration data in casing gases from oil production wells in the Lost Hills oil field, northwest of Bakersfield, California, and injectate gas data from the Fruitvale oil field, located within the city of Bakersfield. Casing and injectate gas data are used to: 1) establish pristine hydrocarbon noble-gas signatures and the processes controlling noble gas distributions, 2) characterize the noble gas signature of injectate fluids, 3) trace injectate fluids in the subsurface, and 4) construct a model to estimate EOR efficiency. Noble gas results range from pristine to significantly modified by EOR, and can be best explained using a solubility exchange model between oil and connate/formation fluids, followed by gas exsolution upon production. This model is sensitive to oil–water interaction during hydrocarbon expulsion, migration, and storage at reservoir conditions, as well as any subsequent modification by EOR.
