Owens Valley is a major source of water for southern California and presently (1986) provides more than 60 percent of the supply for Los Angeles. Since 1970, ground-water withdrawal from Owens Valley has increased, and a decline in the health of vegetation has been reported. In 1982, a cooperative project to study the hydrogeology and plant ecology of Owens Valley was begun by Inyo County, the Los Angeles Department of Water and Power, and the U.S. Geological Survey. As part of this project, the available data and present hydrologic concepts of Owens Valley were evaluated by using a ground-waterflow model. Results of this preliminary evaluation are being used to guide data collection and the development of more sophisticated hydrologic models.

Water is central to how California adapts to a changing climate. To those of us steeped in the complexities of managing the state’s water resources, the current fast-moving drought—coming on the heels of the record-breaking 2012–16 drought—is a stark reminder that we must accelerate preparation for the disruptive changes underway. Californians have taken steps to address major threats to our water resources. But a recent IPCC report underscored that the climate is changing faster than anticipated, and that many of these changes are already locked in. Rising temperatures are making our winters shorter and our droughts more intense, outpacing our ability to manage water supplies and the natural environment. We need to act with urgency to adapt to these changes. And we need to rethink how we store water. This brief examines how the current drought and a changing climate are affecting California’s ability to manage water and lays out priority actions to address major challenges—including some urgent short-term actions should the drought continue into next year.

Whether you are a farmer managing the precise application of water to your crops, a utility providing clean drinking water supplies to your community, or a restorationist trying to heal a damaged wetland, your actions rely upon decades of applied research that guides your actions and measures your success.  The same reliance on research applies if you are developing policies to reduce the price of water, increase its reliability, regulate its usage, and reduce hazards from floods. None of this works without a vast research enterprise that is regularly updating the science and technology we use to manage water, prepare for the future, inform the public, and address new problems as they arise.

California’s Water Supply Strategy: Adapting to a Hotter, Drier Future (Water Supply Strategy), adopted by the Newsom Administration in 2022, identifies multiple actions necessary to bolster water supply reliability in the face of climate change. The first set of actions drive the development of new water supplies and set explicit goals for expanding the production of both recycled and desalinated water. Action 1.2 includes specific targets for expanded brackish water desalination: 28,000 acre-feet by 2030, and 84,000 acre-feet by 2040. The Water Supply Strategy identifies five steps toward achieving this goal.

Water planning has always been important for urban retail water suppliers (Suppliers) but is even more critical today, as development progresses and California grapples with frequent droughts and expected long-term climate impacts. Prior to the adoption of the Urban Water Management Planning (UWMP) Act in 1983, there were no specific requirements that mandated urban water suppliers to conduct long-term water resources planning. While many Suppliers did conduct long-term water planning, those that did not were more vulnerable to supply disruptions during dry periods and catastrophic events. Urban water management planning is needed at the local level because only local Suppliers have the knowledge and ability to tailor their planning to their unique conditions and involve their local community in the planning effort.
