Climate model simulations were used to investigate possible changes in regional climate over California. To accomplish this, the model simulations were downscaled from the coarse global climate model resolution (usually 150 kilometers [km] or greater horizontal grid spacing) to about 12 km horizontal grid spacing over the California region, using statistical techniques. The global model output was used in a statistical modeling scheme to produce sea-level projections for selected California coastal sites. Six global climate models and two greenhouse emissions scenarios, the medium-high emissions Special Report on Emissions Scenarios (SRES) A2 and the lower emissions SRES B1 were considered. By the end of the twenty-first century, the envelope of warming in the models projections, as an annual average, ranges from about 2°C to 6°C (about 3.5 °F to 11°F). On average, mean annual temperature of the A2 scenarios is about 1.5°C (about 3°F) greater than that of the B1 scenario. There is greater warming in summer than in winter. All simulations indicate that hot daytime and nighttime temperatures (heat waves) increase in frequency, magnitude, and duration from the historical period and during the projected period through the first half of the twenty-first century. Projected precipitation is marked by considerable variability between years and decades. In the southern half of California, the models show a decline in annual precipitation. Sea level, at hourly intervals for the historical through the projected twenty-first century, is estimated for selected tide gage sites along the California coast, with rises in the sample of simulations considered here ranging from 27 to 48 centimeters (cm) (11 to 19 in) over historical levels by 2050, and ranging from 77 cm to 140 cm (30 to 55 in) over historical levels by 2100. The rise of mean sea level would provoke an increase in extreme events, as gaged by exceedances above a relatively high or rare historical threshold. Such events become much more frequent and have longer durations than has been seen historically.

The ability of California’s water supply system to adapt to long-term climatic and demographic changes is examined. Two climate warming and a historical climate scenario are examined with population and land use estimates for the year 2100 using a statewide economic-engineering optimization model of water supply management. Methodologically, the results of this analysis indicate that for long-term climate change studies of complex systems, there is considerable value in including other major changes expected during a long-term time-frame (such as population changes), allowing the system to adapt to changes in conditions (a common feature of human societies), and representing the system in sufficient hydrologic and operational detail and breadth to allow significant adaptation. While the policy results of this study are preliminary, they point to a considerable engineering and economic ability of complex, diverse, and intertied systems to adapt to significant changes in climate and population. More specifically, California’s water supply system appears physically capable of adapting to significant changes in climate and population, albeit at a significant cost. Such adaptation would entail large changes in the operation of California’s large groundwater storage capacity, significant transfers of water among water users, and some adoption of new technologies.

Wetlands in arid landscapes provide critical habitat for millions of migratory waterbirds across the world and throughout their annual cycle. The scope and scale of understanding avian use of these wetlands in conjunction with changes in climate are daunting yet critical to address lest we lose continent-wide migratory pathways. Here, we assess changes in waterbird use of North America’s Pacific Flyway in the Great Basin by examining water availability and climate trends over the past 100 years. We found recent (1980–2015) climate warming has significantly reduced the amount and shifted seasonality of water flowing into wetlands. Further, we found remarkable changes in waterbird species composition over time. We propose that a reduced hydroperiod and lower water quality from reduction in water level and flow limits sites used by waterbirds. These factors reduce chick survivorship as they cannot metabolize saline water, which makes suitable freshwater conditions a limiting resource. Collectively, climate-induced changes in Great Basin wetlands suggest a major shift in freshwater ecosystems, resulting in degradation of a continental migratory route. This work illustrates the importance of examining multi-scale changes in critical regional resources to understand their impact across a hemispheric flyway and provides a model to examine other flyways.

Climate warming is expected to intensify hypoxia in the California Current System (CCS), threatening its diverse and productive marine ecosystem. We analyzed past regional variability and future changes in the Metabolic Index, a species-specific measure of the environment’s capacity to meet temperature-dependent organismal oxygen demand. Across the traits of diverse animals, exhibits strong seasonal to interdecadal variations throughout the CCS, implying that resident species already experience large fluctuations in available aerobic habitat. For a key CCS species, northern anchovy, the long-term biogeographic distribution and decadal fluctuations in abundance are both highly coherent with aerobic habitat volume. Ocean warming and oxygen loss by 2100 are projected to decrease below critical levels in 30 to 50% of anchovies’ present range, including complete loss of aerobic habitat—and thus likely extirpation—from the southern CCS. Aerobic habitat loss will vary widely across the traits of CCS taxa, disrupting ecological interactions throughout the region.

Harvesting floodwaters to recharge depleted groundwater aquifers can simultaneously reduce flood and drought risks and enhance groundwater sustainability. However, deployment of this multibeneficial adaptation option is fundamentally constrained by how much water is available for recharge (WAFR) at present and under future climate change. Here, we develop a climate-informed and policy-relevant framework to quantify WAFR, its uncertainty, and associated policy actions. Despite robust and widespread increases in future projected WAFR in our case study of California (for 56/80% of subbasins in 2070–2099 under RCP4.5/RCP8.5), strong nonlinear interactions between diversion infrastructure and policy uncertainties constrain how much WAFR can be captured. To tap future elevated recharge potential through infrastructure expansion under deep uncertainties, we outline a novel robustness-based policy typology to identify priority areas of investment needs. Our WAFR analysis can inform effective investment decisions to adapt to future climate-fueled drought and flood risk over depleted aquifers, in California and beyond.

California’s freshwater ecosystems—and the native plants and animals that rely on them—have been in decline for decades. Roughly half of California’s native freshwater species are highly vulnerable to extinction within this century. But efforts to protect and recover native species now face an additional serious threat: climate change, which is accelerating and compounding the impacts of past and current land and water management issues. Simply working harder, using the same insufficient approaches to conservation, is unlikely to be successful. New approaches, including some that are experimental or highly controversial, are urgently needed. Although California has recently made important strides in setting goals for salmon, the state lacks a comprehensive approach to protecting native biodiversity in the face of climate change. We have identified a portfolio of actions that can help California rise to this urgent challenge.

Domoic acid is a potent neurotoxin produced by certain marine microalgae that can accumulate in the foodweb, posing a health threat to human seafood consumers and wildlife in coastal regions worldwide. Evidence of climatic regulation of domoic acid in shellfish over the past 20 y in the Northern California Current regime is shown. The timing of elevated domoic acid is strongly related to warm phases of the Pacific Decadal Oscillation and the Oceanic Niño Index, an indicator of El Niño events. Ocean conditions in the northeast Pacific that are associated with warm phases of these indices, including changes in prevailing currents and advection of anomalously warm water masses onto the continental shelf, are hypothesized to contribute to increases in this toxin. We present an applied domoic acid risk assessment model for the US West Coast based on combined climatic and local variables. Evidence of regional- to basin-scale controls on domoic acid has not previously been presented. Our findings have implications in coastal zones worldwide that are affected by this toxin and are particularly relevant given the increased frequency of anomalously warm ocean conditions.

To predict future coastal hazards, it is important to quantify any links between climate drivers and spatial patterns of coastal change. However, most studies of future coastal vulnerability do not account for the dynamic components of coastal water levels during storms, notably wave-driven processes, storm surges and seasonal water level anomalies, although these components can add metres to water levels during extreme events. Here we synthesize multi-decadal, co-located data assimilated between 1979 and 2012 that describe wave climate, local water levels and coastal change for 48 beaches throughout the Pacific Ocean basin. We find that observed coastal erosion across the Pacific varies most closely with El Niño/Southern Oscillation, with a smaller influence from the Southern Annular Mode and the Pacific North American pattern. In the northern and southern Pacific Ocean, regional wave and water level anomalies are significantly correlated to a suite of climate indices, particularly during boreal winter; conditions in the northeast Pacific Ocean are often opposite to those in the western and southern Pacific. We conclude that, if projections for an increasing frequency of extreme El Niño and La Niña events over the twenty-first century are confirmed, then populated regions on opposite sides of the Pacific Ocean basin could be alternately exposed to extreme coastal erosion and flooding, independent of sea-level rise.

Large-scale fish kills and habitat destruction aren’t an unusual occurrence at the giant federal and state pumps that export water from the Sacramento-San Joaquin Delta to agribusinesses and cities in the southern half of the state. These events are business as usual. • Every day, between 870 and 61,000 fish – including from 200 to 42,000 native and endangered fishes – are “salvaged” at the pumps. Most die in the process. • On average, over 9 million fish – representing the twenty fish species considered in this report – are “salvaged” each year at the pumps. As many as 15 million fish of all species encountered are “salvaged” each year. • Up to 40% of the total population of the endangered delta smelt and 15% of the endangered winter-run population of Chinook salmon are killed at the pumps in some years. In the first half of 2011, over 8.6 million splittail were salvaged. • Salvage estimates drastically underestimate the problem. The numbers do not factor in the results of “indirect” mortality, as high levels of export pumping disrupt fish migration, shrink the amount of non-lethal habitat available to fish species, and remove vast amounts of biomass, including fish eggs and larvae too small to be screened at the pumps. • Export pumping causes the lower San Joaquin River to flow backwards most of the year and removes the equivalent of 170 railroad boxcars of water – and the accompanying fish, other organisms, and nutrients – from the Delta ecosystem every minute. • Large numbers of fish being entrained is a problem even for species that are not currently listed as “endangered.” Killing large numbers of fish year after year cuts off population growth in response to favorable conditions and can start the species on a downward path to extinction. As the species declines, the population impacts of entrainment become proportionately larger. • Entrainment is a real problem. But the same interests in the Delta export community who claim that it isn’t also back constructing expensive new conveyance facilities such as a peripheral canal or tunnel to solve the problem that they say doesn’t exist.
