The impact of pricing structure change on residential water consumption: A long-term analysis of water utilities in California

California's demand-side urban water management policies, such as shifting water pricing structures from non-conservation to conservation-based rates, have received much attention in terms of meeting the state's short- and long-term water conservation policies. This paper quantifies the effect of pricing structure changes on residential water consumption using a survey dataset of 189 major California water utilities from 1994 to 2019. Results of our study demonstrate that residential per capita per day water consumption was reduced by an average of 2.6% when water agencies switched from non-conservation-based to conservation-based pricing structures. We also found evidence that the longer a utility maintained a non-conservation-based rate structure before switching to conservation-based pricing, the larger the water consumption reduction in that utility's service area. In addition, utilities that reverted to non-conservation rates after having longer-term conservation pricing structures experienced smaller increases compared to having long-term non-conservation ones in water use in their service areas. This suggests evidence of a crowding-in effect for transitions from conservation-based to non-conservation-based pricing structures.

California will see increasing water scarcity from climate change, the end of overdrafting groundwater and the Colorado River’s massive reservoirs, increased water dedications for environmental flows, and other factors, such as salination of aquifers and land subsidence reducing canal capacities. Total reduction in average water availability in the coming decades will likely range from 4.6 to 9 million acre-feet per year. For context, this is equivalent to the water use of 1 – 2.8 million acres of irrigated agriculture or most urban water use in California. Perhaps 20-30% of this loss will likely be addressed by ongoing water conservation and supply improvements, being planned and implemented, leaving a 3 – 7.2 million acre-feet/year likely net average difference between statewide water demands and availability.

Conflicting demands on dwindling surface water supplies in California have led to frequent challenges of state decisions to grant diversions of water that impair or destroy ecological, recreational, or other instream uses of surface waters. This Comment examines the fundamental problems of surface water allocation in California and addresses the possibility of incorporating the public trust doctrine into the current water law system. The Comment then evaluates a recent attempt to apply the public trust doctrine in National Audubon Society v. Department of Water and Power. The Comment concludes by offering an alternative means to public trust protection of California's surface waters.

Fishermen will stand along the shore; from En Gedi to En Eglaim there will be places for spreading nets. In an average year, California receives inflows and imports of water totaling around 200 million acre-feet,2 enough water to cover the entire state twenty-three inches deep. But California is a state of spatial and temporal water extremes. Spatially, precipitation varies wildly: Death Valley in the Southeast averages less than three inches per year, yet the northwestern corner of the state averages over 140 inches per year. More than 70% of California’s stream flow originates north of Sacramento, but more than 80% of the water is used south of Sacramento. Temporally, precipitation varies both seasonally and annually. California’s wet season typically runs from October or November to April or May, with little or no precipitation during the growing season, from May to September.7 Annual rainfalls of 40% or more below average and 36% or more above average each typically occur once every six to seven years.  To balance these extremes, over 1,300 dams store water across the state, supplying water for urban, industrial, and agricultural uses. While these uses sustain a tremendous part of California’s economy, they also come at high, often unappreciated costs. Fish also need water, so dams that alter water flows for human benefits may also have marked negative impacts on fish.

Total water use has remained relatively unchanged over the past several decades due to water conservation efforts. However, water scarcity has become more acute across much of this semiarid region during recent decades due to long-term declines in water storage juxtaposed with the region’s notable hydroclimatic variability. Observed declines in mountain snowpack and increases in atmospheric demands tied to long-term warming trends have further exacerbated water scarcity and increased the importance of monitoring efforts given the array of social, economic, and ecosystem sectors dependent upon the already stressed water supply. The recent severe drought in California and protracted drought across much of the southwestern United States over the past couple decades have prompted demand for accessible drought decision-making information at appropriate spatial scales across the western United States.

Potable reuse, the process of treating wastewater to drinkable standards, offers a reliable and sustainable solution to cities and regions facing shortages of clean water. However, implementation is hindered by perceptions of poor water quality and potential health threats. Herein, we compare water samples from potable reuse systems with conventional drinking waters based on the analysis of Chinese hamster ovary cell cytotoxicity contributed by disinfection by-products (DBPs) and sewage-derived anthropogenic contaminants. In all cases, the cytotoxicity of potable reuse waters is lower than that of drinking waters derived from surface waters. The median contribution to total cytotoxicity was 0.2% for regulated DBPs and 16% for the unregulated DBPs of current research interest. Nonvolatile, uncharacterized DBPs and anthropogenic contaminants accounted for 83% of total cytotoxicity. Potable reuse waters treated by reverse osmosis are not more cytotoxic than groundwaters. Even in the absence of reverse osmosis, reuse waters are less cytotoxic than surface drinking waters. Our results suggest that potable reuse can provide a safe, energy-efficient and cost-effective alternative water supply.
