The CAP is a blueprint for how Metropolitan will cost-effectively reduce emissions from its operations, including those associated with water delivered through the Colorado River Aqueduct (CRA).1 The CAP sets targets for reducing greenhouse gas (GHG) emissions from Metropolitan’s operations, including conveyance, storage, treatment, and delivery of water to its 26 member water agencies across its 5,200 square-mile service area, and complements Metropolitan’s existing long-range planning efforts, including the Integrated Water Resources Plan, Energy Sustainability Plan, Capital Investment Plan, and the Climate Adaptation Master Plan for Water which is currently being developed.2,3,4 The CAP also helps Metropolitan prepare for future regulations while supporting California’s GHG emission reduction goals.

The Needs Assessment is comprised of Risk, Affordability, and Cost Assessment components. Enhancement of the 2022 Needs Assessment consisted of internal workgroup recommendations and a public workshop in February 2022, all of which were detailed in a publicly available white paper. The public feedback was incorporated into the final methodology and results. Three different water system types: public water systems, state small water systems and domestic wells, are analyzed within the 2022 Needs Assessment. Different methodologies were developed for these system types based on data availability and reliability.

On December 29, 2016, the Indio Subbasin GSAs submitted to the Department of Water Resources (DWR) the 2010 CVWMP (CVWD, 2012a), accompanied by a Bridge Document (Indio Subbasin GSAs, 2016), as an Alternative Plan to a Groundwater Sustainability Plan (GSP) for the Indio Subbasin. On July 17, 2019, DWR approved the 2010 CVWMP Update as an Alternative Plan. In compliance with SGMA, the GSAs have prepared Annual Reports which can be found on the program website. SGMA also requires plan updates every 5 years; this Indio Subbasin Water Management Plan Update (Alternative Plan Update) fulfills that requirement. Click here for the Plan Appendices.

Significant, measurable progress continued at the Salton Sea (Sea) over the last year. The largest restoration project in the Sea’s history neared completion, suppressing dust and restoring habitat across thousands of acres at the south end of the Sea. In other areas along the Sea, hundreds of acres now host native vegetation recently planted to suppress dust over coming decades. These plants have taken root, are growing and are beginning to serve their purpose. This year also witnessed the first major investment by federal agencies to stabilize the Sea; the U.S. Bureau of Reclamation (Reclamation) granted $70 million to accelerate local restoration projects.

The 2025 Agricultural Water Management Plan Guidebook (Guidebook) was prepared by DWR to assist agricultural water suppliers in understanding and complying with the requirements of the Agricultural Water Management Planning Act (Division 6, Part 2.8 of the California Water Code), the Agricultural Water Measurement Regulation (Title 23, Division 2, Chapter 5.1, Article 2 of the California Code of Regulations), and AB 1668 Water Management Planning (Friedman, Statute of 2018). This Guidebook is intended to clearly identify information and elements required by the California Water Code (Water Code), provide guidance on how Agricultural Water Suppliers can address these requirements, and identify potential additional information Agricultural Water Suppliers can include in order to develop plans that are useful for their own operations and management and to improve long-term system reliability. This Guidebook also describes how Water Conservation Plans (WCPs) submitted to the United States Bureau of Reclamation (USBR), and Urban Water Management Plans (UWMPs) submitted to DWR, can be supplemented to satisfy the Water Code and Agricultural Water Measurement Regulation requirements.
