Formed in 1905 when Colorado River flood waters breached an irrigation diversion structure and caused the river to temporarily flow into the then-dry Salton Sink, today’s Salton Sea is only the latest in a long succession of waterbodies to occupy the area. At 350 square miles, California’s largest lake is hydrologically connected to the Colorado River system and has been largely maintained since the 1905 event by irrigation water from agricultural production in the Imperial Valley. The historic Quantification Settlement Agreement (2003) provided California the means to implement water transfers and supply programs that allowed the state to live within its 4.4 million acre-foot basic annual apportionment of Colorado River water. Though long plagued by problems associated with its terminality—and resultant accumulation of salts, nutrients, and other impurities—the water transfers contained in the QSA meant a hastening of its ecological decline. Mitigation waters were provided for the Sea in the agreement, but are set to expire in 2017.  In response to growing concern about the impending and current deterioration of conditions at the Salton Sea, California Governor Edmund G. Brown Jr. in May 2015 created the Salton Sea Task Force to rapidly evaluate and take action to bring certainty to the Sea’s future and develop a series of findings that would guide further action at the lake. To coordinate and facilitate the actions the Governor also created the position of Assistant Secretary for Salton Sea Policy within the California Natural Resources Agency (CNRA).  The Salton Sea Task Force issued their findings in November 2015, which called for the development of a Salton Sea Management Program that covered three major elements: sustainable habitat; air quality and potential private sector energy development. The Task Force also acknowledged that a successful program depends on the following three principles: 1) strong state, federal, and local partnerships; 2) clear and achievable milestones with state directed plans to achieve them; and 3) committed participation from all stakeholders who share the goals of protecting air quality, reducing habitat impacts, and maintaining a secure Colorado River Water Supply. Task Force findings also contained a series of actions for implementation by the California Natural Resources Agency (CNRA) that included the development of a Salton Sea Management Plan with short and midterm goals for habitat and dust suppression projects, an improved public awareness and local partnerships program and an accelerated implementation of planning, permitting and construction.

The DDRPP launched in January 2022 as a response to the continuing risk of drought in the Sacramento-San Joaquin Delta Watershed. This report focuses on the results of the 2023 Program, with a brief analysis comparing both years of the Program. This report has been prepared pursuant to the requirements of the Supplemental Report to the 2008 Budget Act: “On or before March 30, 2009, State Water Resources Control Board (State Water Board) shall submit a report to the Joint Legislative Budget Committee and to the relevant policy committees that details: (a) the precise actions the State Water Board would have to undertake to obtain a 30 percent reduction to agricultural pollution runoff in to the Sacramento-San Joaquin Delta [Delta] and its tributary watersheds by 2012, (b) the estimated costs of those actions, and (c) which of those actions can be completed administratively and which would require legislation to implement.” The Central Valley Regional Water Quality Control Board, (Central Valley Regional Water Board) staff has determined that replacing irrigation practices that produce return flow is the only method of ensuring a 30 percent reduction in agricultural pollution runoff to the Delta by 2012. The program would be focused within the Delta and San Joaquin River watershed and apply to surface return flow (tailwater). Tailwater can convey contaminants applied to or on the land surface, such as pesticides, sediment, fertilizer, and manure. Tile water (subsurface drainage pumped to surface waters) contains naturally occurring minerals found in ground water, and may contain contaminants leached into the ground water due to application on the land surface. However, tile water is not the focus of this control strategy, since it would take longer to implement the required control technologies. Irrigation return flow is the focus of this effort, since it is more amenable to control (versus storm water runoff) and over 60 percent of the exceedances of water quality objectives we have identified occur during the irrigation season.1 A target of converting 50 percent of the irrigated acres that produce runoff to more efficient irrigation practices that produce no runoff is recommended. A 50 percent conversion target is recommended, since there are other pathways for agricultural pollutants to reach the Delta through surface waters (e.g., pesticide drift, tile water drainage), so a larger percentage reduction in irrigation runoff would be needed to ensure that the overall 30 percent pollution reduction goal is achieved. The estimated cost to the agricultural community to implement the required management practices is $250 million - $450 million in capital cost, assuming half of the one million acres of agricultural land requiring improved irrigation management systems would be targeted to meet the 2012 timeframe. Additional Central Valley Regional Water Board staff resources of up to 10 PY would be required to ensure the required practices are implemented.

While water use in homes was studied as early as the 1940s, interest intensified after the Energy Policy Act of 1992, which sought to improve energy and water efficiency. This Act established maximum flow rates for new residential toilets, showerheads, and faucets. Later federal regulations included clothes washers. Water efficiency in homes has also been encouraged by programs like EPA’s WaterSense. Until now, the most significant residential end use study conducted in North America was the Water Research Foundation’s 1999 report, Residential End Uses of Water (REU1999) (Mayer et al. 1999). WRF’s newreport, Residential End Uses of Water, Version 2 (REU2016) (DeOreo et al. 2016), provides an updated and expanded assessment of water use. It includes more varied study site locations, hot water usage data, more detailed landscape analysis, and additional water rate analysis. The new study identifies variations in water use by each fixture or appliance, providing detailed information and data on changes since the REU1999 study. Looking to the future, the study’s research evaluates conservation potential, and includes predictive models to forecast residential demand. The decline in water use across the residential sector, even as populations increase, poses new challenges for water utilities. Information on single family home water consumption is significant for utility rate and revenue projections, capital planning (water supply and infrastructure needs), daily operations to provide water, water efficiency programs, and more.

The demand for fresh water has largely outpaced supply both globally and locally with current water management policies unable to meet the needs of urban, agricultural, and industrial activities. Irrigation is one of the many anthropogenic uses of water and is arguably the most important maintenance factor in a landscape. This is particularly true in an arid climate, such as the Central Valley of California. Urban residents' decisions about the design and maintenance of their landscapes affect bird species richness. Published research indicates that these decisions are also affected by the residents' socioeconomic status. However, the driver of this relationship remains unknown. This paper uses data from the Fresno Bird Count, a citizen science organization, to test the hypothesis that neighborhood socioeconomic status influences residential irrigation regimes, which influences plant cover, in turn influencing bird diversity and abundance. A random sampling grid containing 460 points are used as locations for five minute point counts for the Fresno Bird Count ("fresnobirds.org":http://fresnobirds.org/). Socioeconomic data has been obtained from the U.S. Census and irrigation regimes from the city of Fresno. Aerial imagery and ground sampling on point count locations are used for characterizing habitat. Preliminary analysis of the first year of data (2008) supports this hypothesis and reveals a north/south gradient of bird diversity paralleling the socioeconomic gradient of Fresno. This paper will present results from a more comprehensive analysis of data including the spring 2009 bird census. Policies in the U.S. regarding the distribution and cost of water are changing in response to increased water demands, and the city of Fresno is about to undergo such a change. In 2013 a policy of metered water is scheduled to begin, which is predicted to increase water conservation by residents due to an increase in it overall cost. In addition to examining coupled socio-ecological drivers of urban diversity, this study will be the first part of a Before After Control Impact experiment taking advantage of the planned implementation of metering the cost of water use. The results can help guide the city in improving its management of urban habitat and biodiversity.
