Both the quality and quantity of conventional water supplies are increasingly affected by population growth, urbanization, prolonged and severe droughts, and climate change. Consequently, finding the opportunities to develop new groundwater or surface water sources is becoming more challenging. With an increased pressure on water systems, a diversified portfolio of water sources is required to meet future water demands, ensure public health, and provide economic and environmental sustainability. Many communities are working to increase water conservation and seek new strategies to develop sustainable water supplies for the future. For that reason, there is a clear need to use our existing local water resources effectively to produce and provide reliable, high-quality water. One viable approach to address existing and anticipated water shortages is to implement water reuse in which used water from homes and businesses is highly treated and used to augment public water supplies.

By various measures (drought area and intensity, climatic aridity index, and climatic water deficits), some observational analyses have suggested that much of the Earth’s land has been drying during recent decades, but such drying seems inconsistent with observations of dryland greening and decreasing pan evaporation. ‘Offline’ analyses of climate-model outputs from anthropogenic climate change (ACC) experiments portend continuation of putative drying through the twenty-first century, despite an expected increase in global land precipitation. A ubiquitous increase in estimates of potential evapotranspiration (PET), driven by atmospheric warming, underlies the drying trends, but may be a methodological artefact. Here we show that the PET estimator commonly used (the Penman–Monteith PET for either an open-water surface or a reference crop) severely overpredicts the changes in non-water-stressed evapotranspiration computed in the climate models themselves in ACC experiments. This overprediction is partially due to neglect of stomatal conductance reductions commonly induced by increasing atmospheric CO2 concentrations in climate models. Our findings imply that historical and future tendencies towards continental drying, as characterized by offline-computed runoff, as well as other PET-dependent metrics, may be considerably weaker and less extensive than previously thought.

The California Department of Water Resources, through the Future Water Supply Program, is investigating the use of ground-water basins for storage of State Water Project water in order to help meet maximum annual entitlements to water project contractors. This report presents a preliminary evaluation of the geohydrologic fac- tors affecting storage of water by artificial recharge in the upper Coachella Valley, Calif. The ground-water basin of the upper Coachella Valley seems to be geologically suitable for large-scale artificial recharge. A minimum of 900,000 acre-feet of water could probably be stored in the basin without raising basinwide water levels above those that existed in 1945. Preliminary tests indicate that a long-term artificial recharge rate of 5 feet per day may be feasible for spreading grounds in the basin if such factors as sediment and bacterial clogging can be controlled.

The San Francisco Bay Area contains a rich array of plant and animal biodiversity and an extensive open space network, embedded within a major metropolitan area. Terrestrial habitats in the San Francisco Bay Area support a wide range of ecosystem services, including carbon storage, forage production, enhanced water supply and quality, crop pollination, and outdoor recreation. The distribution of habitats and plant and animal species is strongly influenced by spatial variation in climate, and is thus expected to change in response to changes in regional and global climate. Current research suggests that most vegetation types will shift toward the coast, especially under scenarios with warmer and drier conditions; range contractions and reduced diversity are projected for California endemic plants in the Bay Area. Bird communities are projected to undergo significant reorganization, leading to altered interactions and community structure. Improved modeling at fine spatial scales represents an important priority to reduce uncertainty in these projections. Climate change is expected to strongly affect ecosystem services. Carbon storage in soils and vegetation could contribute to California’s carbon emissions reduction strategy, but current models project reduced carbon storage in trees due to climate change. Altered agricultural management strategies, including conversion to perennial crops, have the potential to increase soil carbon storage. Climate change impacts on vegetation, hydrology and habitat integrity may negatively affect fire regimes, forage production, water supplies, crop pollination services, and outdoor recreation and quality of life in the San Francisco Bay Area, but few specific projections are available. Strategic conservation planning in the Bay Area is under way to enhance biodiversity conservation through continued open space acquisition. Conservation of heterogeneous landscapes will provide resilience in the face of climate change. Improved understanding of projected climate change impacts on natural habitats will contribute to the development of regional adaptation strategies.

This study assessed the history of oil production and pressure changes in the southern portion of the San Joaquin Basin in California’s Central Valley as a reverse analog for understanding the pressure response to potential geologic carbon sequestration. Sequestration involves injecting carbon dioxide into permeable strata such as those that trap oil. This results in pressure increases in the existing fluid in the subsurface that can provide a motive force for brines at those depths to migrate into groundwater, affecting its quality. The pressure can also cause differential ground surface uplift that can affect surface water flow, particularly in engineered water conveyances such as canals. The strata underlying the Central Valley have been assessed as having considerable capacity to store carbon dioxide, but the area also contains urban areas and extensive agriculture that rely on engineered surface water delivery systems and groundwater supplies. The Stevens Sand, Temblor Formation and Vedder Formation were identified as having the largest cumulative net production from typical geologic carbon sequestration depths. Two oil pools were identified in each of these stratigraphic units for more detailed analysis, which included converting fluid level data to pressure at the pool scale. Data were collected that allowed an assessment of the hydraulic connectivity of each unit. The results indicated that the Vedder was hydraulically connected at the near basin scale, the Stevens was hydraulically connected at the pool scale and was disconnected between pools and the Temblor was disconnected within pools. Researchers used these results to analyze possible brine leakage driven by geologic carbon sequestration. They also reviewed over 200 articles on historic groundwater contamination. They concluded that no instance of contamination due to upward leakage of brine in the Central Valley was reported.

This study investigated the potential impacts of the injection and storage of large quantities of carbon dioxide on shallow water resources in California’s southern San Joaquin Basin, including the possibility that if such injection was properly planned it might help mitigate the land subsidence impacts related to over-pumping of groundwater. The project used simulation studies to investigate whether the basin-scale pressure changes and brine displacement caused by future carbon dioxide storage in the deep sediments could impact the groundwater-surface water systems in the area. Two simulation models were developed. The Deep Basin Reservoir Simulation Model was developed for accurately simulating the multiphase processes of carbon dioxide and brine flow occurring in deep sequestration reservoirs. The Shallow Water Resources Impact Simulation Model was developed for accurately predicting the impact of deep carbon dioxide sequestration on a stressed water system, including evaluation of carbon dioxide-related impacts in the context of the long-term groundwater and subsidence trends occurring in the area as a result of other water stresses such as pumping and irrigation. The Deep Basin Reservoir Simulation Model showed that the caprock and overlying geological units had sufficient barrier attributes to prevent pressure propagation from the injection layer to the shallow aquifers. The Shallow Water Resources Impact Simulation Model simulation results showed that deep carbon dioxide injection would create only minor head change and surface uplift in the shallow model layers. Overall the simulation results suggested that even large carbon dioxide storage projects should have minimal impact on shallow groundwater and surface water systems if thick layers of shales and sands separated the deep CO2 injection layers from shallow aquifers. Researchers believed this study justified devoting resources to evaluating the potential impact from localized pathways or from induced seismicity to more thoroughly investigate the feasibility of carbon dioxide storage in the southern San Joaquin Basin.

California is likely to experience increased coastal flooding and erosion caused by sea-level rise over the next century, affecting the state’s population, infrastructure, and environment. As part of a set of studies on climate change impacts to California, this paper analyzes the potential impacts from projected sea-level rise if no actions are taken to protect the coast (a “no-adaptation scenario”), focusing on impacts to the state’s population and infrastructure. Heberger et al. (2009) also covered effects on wetlands, costs of coastal defenses, and social and environmental justice related to sea-level rise. We analyzed the effect of a medium-high greenhouse gas emissions scenario (Special Report on Emissions Scenarios A2 in IPCC 2000) and included updated projections of sea-level rise based on work by Rahmstorf (Science 315(5810): 368, 2007). Under this scenario, sea levels rise by 1.4 m by the year 2100, far exceeding historical observed water level increases. By the end of this century, coastal flooding would, under this scenario, threaten regions that currently are home to approximately 480,000 people and $100 billion worth of property. Among those especially vulnerable are large numbers of low-income people and communities of color. A wide range of critical infrastructure, such as roads, hospitals, schools, emergency facilities, wastewater treatment plants, and power plants will also be at risk. Sea-level rise will inevitably change the character of California’s coast; practices and policies should be put in place to mitigate the potentially costly and life-threatening impacts of sea-level rise.
