Environmental justice (EJ) mapping tools are geographic information system (GIS)-based digital maps that integrate environmental, socioeconomic, health, and demographic data to identify areas experiencing environmental injustices. These tools are increasingly used to guide investments toward disadvantaged communities. This review examines 25 EJ tools, describing their functionalities, coverage, and indicator types, ranging from biological susceptibilities to socioeconomic and environmental factors. We discuss the tools' resolutions, update frequencies, and data breadth, emphasizing their role in informing EJ interventions. However, gaps exist, particularly in the underrepresentation of U.S. territories and the limited inclusion of communicable diseases and climate impacts. This underscores the need for more comprehensive tools that consider diverse health risks and socio-environmental factors. Cumulative impact assessments should be integrated into EJ tools, incorporating a broad spectrum of indicators to capture the multifaceted nature of environmental injustices. Community engagement is also crucial in developing and updating EJ tools to ensure they accurately reflect community needs and conditions. By addressing these recommendations, EJ tools can better serve as effective instruments for highlighting and mitigating environmental disparities, supporting broader environmental justice and health equity goals.

The Lahontan Regional Water Quality Control Board (Lahontan Water Board) reviewed how environmental justice (EJ) is conducted in the region and examined new ways to improve our efforts to benefit the disadvantaged communities in our region. The challenges faced by disadvantaged communities (DACs) in the Lahontan region are unique and often different than other DACs in more urban regions. This report provides an assessment of existing efforts to help DACs and catalogs EJ concerns. In addition, the report includes recommendations to enhance DACs participation in the regulatory process, expand access to funding and technical assistance, and improve water quality and drinking water.

A report to the Governor and the Legislature on actions taken to implement Public Resources Code Sections 71110-71116 This report details the progress that the California Environmental Protection Agency (CalEPA) and its boards, departments, and office (BDOs) have made from summer 2013 to the end of 2015. By law, CalEPA is required to prepare a report to the Governor and Legislature every three years on the activities it has undertaken in achieving the objectives identified in the Intra-Agency Environmental Justice Strategy. The first section of this report provides updates on significant environmental justice legislation passed in California since 2013. The second section of the report provides updates on CalEnviroScreen, the Environmental Justice Compliance and Enforcement Working Group, and the Environmental Justice Small Grant Program. The third section describes the BDOs’ community partnership with the Identifying Violations Affecting Neighborhood (IVAN) tool. Finally, the fourth section provides an account of the environmental justice accomplishments and goals of the Agency’s BDOs.

Over the last 30 years, the voluntary transfer of water and water rights for environmental uses has become a recognized strategy for restoring streamflow in the Western United States. Historically, taking water out of a stream was a legally required element of an appropriative water right. Water rights holders who left all or a portion of their right instream to enhance fish populations, riparian habitat or recreation, risked forfeiture or diminishment of their water right. Beginning in the 1980’s, state laws began to recognize both the appropriation of new water rights for instream use and to allow the transfer and amendment of existing appropriative rights for those uses. We reared juvenile Chinook salmon for two consecutive flood seasons within various habitats of the Cosumnes River and its floodplain to compare fish growth in river and floodplain habitats. Fish were placed in enclosures during times when wild salmon would naturally be rearing in floodplain habitats. We found significant differences in growth rates between salmon reared in floodplain and river enclosures. Salmon reared in seasonally inundated habitats with annual terrestrial vegetation experienced higher growth rates than those reared in a perennial pond on the floodplain. Growth of fish in the non-tidal river upstream of the floodplain varied with flow in the river. When flows were high, there was little growth and high mortality, but when the flows were low and clear, the fish grew rapidly. Fish displayed very poor growth in tidally influenced river habitat below the floodplain, a habitat type to which juveniles are commonly displaced during high flow events due to a lack of channel complexity in the main-stem river. Overall, ephemeral floodplain habitats supported higher growth rates for juvenile Chinook salmon than more permanent habitats in either the floodplain or river. Variable responses in both growth and mortality, however, indicate the importance of providing habitat complexity for juvenile salmon in floodplain reaches of streams, so fish can find optimal places for rearing under different flow conditions.

The Safe, Clean Water Program (SCWP) reflects the will of the voters of Los Angeles County, who approved Measure W in 2018 by close to 70%. The ballot measure established a perpetual parcel tax “to fund projects and programs to increase stormwater capture and reduce stormwater and urban runoff pollution” in Los Angeles County “to increase water supply, improve water quality, and, where appropriate, provide community enhancements such as the greening of schools, parks, and wetlands, and increased public access to rivers, lakes, and streams.” In an ordinance implementing the Safe Clean Water Program, the county Board of Supervisors included provisions to prioritize equity in implementation and affirmed an intention to address inequity in infrastructure in August 2021. Those provisions gave rise to this report, which provides advice drawn from research and stakeholder engagement to the Los Angeles County Flood Control District (LACFCD) for measuring community engagement and Disadvantaged Community Benefits to better achieve the equitable impact sought by the SCWP. As part of a broader SCWP Metrics and Monitoring Study (MMS) commissioned by the LACFCD, we were charged with conducting research, consulting with stakeholders, and giving advice to the SCWP for metrics to measure community engagement and Disadvantaged Community Benefits.
