The State Plan of Flood Control (SPFC) Descriptive Document, November 2010, provided the first inventory and description of the flood management projects and features (facilities), lands, programs, plans, conditions, and mode of operations and maintenance for the State-federal flood management system in the Sacramento River and San Joaquin River watersheds of California. The 2010 Descriptive Document was prepared in response to Proposition 1E (Disaster Preparedness and Flood Prevention Act of 2006), which required that information on the SPFC “…. be updated and compiled into a single document entitled, ‘The State Plan of Flood Control.’” Similar information is required to be a part of the CVFPP pursuant to the Central Valley Flood Protection Act of 2008. Legislation relevant to this document can be found in Appendix A. While much of the information contained in the 2010 Descriptive Document has not changed, it was anticipated that future updates would be necessary to keep the SPFC description current as new or ongoing projects were completed. Also, updates to the SPFC would be appropriate to reflect any additional or new documentation discovered on existing projects that would meet the requirements of the SPFC. The purpose of this update to the 2010 Descriptive Document is to describe changes that have occurred to the SPFC since the 2010 Descriptive Document due to project implementation and other related changes. This document also supports the data and analysis of the 2017 Central Valley Flood Protection Plan Update (CVFPP) and the 2017 Flood System Status Report (FSSR). The SPFC Descriptive Document Update (Update) is structured as a reference document and should be used in conjunction with the 2010 Descriptive Document to represent the SPFC as of June 30, 2016. It includes narrative descriptions, tables, figures, web links, and maps, to help the reader find information for this complex flood management system. Figure G-1 shows a geographic overview of the SPFC. Consistent with the 2010 Descriptive Document level of detail, this report describes changes to the major elements of the SPFC, but only to a level of detail necessary to orient the reader to the SPFC and reference where more information can be found. For example, a given reach of levee may have many encroachments such as pipes that cross under, through, or over the levee. In addition, a given river reach may have associated bridges, stream gages, drainage facilities, etc. No attempt was made to itemize all these encroachments and associated facilities in this Update. Because of the volume of available information, a reference digital versatile disc (DVD) was provided in the pocket at the end of the 2010 Descriptive Document. The DVD provided more details than could be contained in the text of the 2010 report. The contents of the 2010 Reference DVD, excluding the SPFC Mapbook and O&M manual database, is located on the 2012 CVFPP webpage at http://www.water.ca.gov/cvfmp/2012-cvfpp-docs.cfm.

The Regional Monitoring Program for Water Quality in San Francisco Bay (RMP), with guidance from its Small Tributaries Loading Strategy (STLS) Team, has been conducting small tributary loading studies at several sites in the Bay Area since 2003. A current priority for the STLS is developing a strategy for measuring trends in pollutant loadings from small tributaries to the Bay.  This technical report presents the work to develop a statistical model for trends in loads of polychlorinated biphenyls (PCBs), and estimate the power for proposed monitoring designs as a basis for detecting trends for the Guadalupe River watershed (San Jose, California). The statistical approach builds upon the turbidity surrogate methodology that has been employed in the STLS since 2003. A novel, two-stage statistical modeling approach was used to incorporate the significant turbidity-PCB relationships that exist, and evaluate climatic, seasonal, and inter-annual factors as additional potential drivers of PCB loads. The longest-running time series of tributary monitoring by the STLS on the Guadalupe River was selected as the case study for developing and testing the statistical approach. As a result of this effort, a multiple linear regression model for detecting trends in PCB loads in the Guadalupe River was developed.

Covering only about 1 percent of California’s area, the Sacramento-San Joaquin Delta, including Suisun Bay and Marsh (hereafter referred to as Delta-Suisun), contributes much more to the state and nation than one might expect from its small size. The Delta-Suisun provides a set of environmental and economic services whose benefits extend well beyond its borders. To help people gain a common understanding of these services, this report provides an overview of the existing status of these services and a perspective about how these services may change in the future. This report was prepared to highlight observations and to present a common understanding about the status and trends of key Delta-Suisun services. The Delta Risk Management Strategy (DRMS) is considering these observations while conducting a risk assessment for the Delta-Suisun and will report on its findings in spring 2007. Having a common understanding of the area’s services will benefit ongoing and new Delta-Suisun studies and initiatives. Information in this report will be considered by members of the Delta Vision Blue Ribbon Task Force and Stakeholder Coordination Group as they begin work on the Delta Vision and Strategic Plan.

On July 28, 2000, the Fish and Game Commission (Commission) received a petition to list coho salmon north of San Francisco as an endangered species under provisions of the California Endangered Species Act (CESA). The Commission referred the petition to the Department of Fish and Game (Department) on August 7, 2000, for evaluation. The Department found that the information in the petition was sufficient to indicate the action may be warranted and recommended the Commission accept the petition. The petition was accepted by the Commission on April 5, 2001. On April 27, 2001 the Commission published a Notice of Findings in the California Regulatory Notice Register declaring coho salmon a candidate species, thereby starting the candidacy period. The Department solicited information and undertook a status review of the species using the best scientific information available. This report contains the results of the Department’s status review and recommendations to the Commission. The Department evaluated the status separately for the two coho salmon Evolutionarily Significant Units (ESU) that occur in California: Southern Oregon/Northern California Coast Coho ESU (SONCC Coho ESU - those populations from Punta Gorda north to the Oregon border) and the Central California Coast Coho ESU (CCC Coho ESU - those populations from San Francisco Bay north to Punta Gorda). This approach is consistent with previous listings, the federal approach to species’ evaluation, and the generally accepted biological criterion that a species is “a group of interbreeding organisms that is reproductively isolated from other such groups.”

The Sacramento-San Joaquin River Delta is a treasured and imperiled resource. And CALFED has been the best hope to restore it. The ambitious state-federal partnership is proof that political will and leadership can resolve seemingly intractable conflicts. And yet in recent years, the program also has demonstrated the propensity for rudderless bureaucracies to get caught in inescapable eddies. It is not too late for the Delta, or for CALFED. But restoring the estuary and managing the resource in a sustainable manner will require continuous political support, expert leadership, and smart management.
