Highlight the exorbitant cost and unreliability of importing water from the State Water Project (SWP) to the communities of Santa Barbara's South Coast.

A "yes" vote approves, a "no" vote rejects, a law that will : Designate additional facilities and programs, including a peripheral canal as units of Central Valley Project. Specify requirements regarding feasibility, environmental impacts, design construction, operation, financing, and protection and enhancement of fish and wildlife for project units. Require Water Resources Department to contract with named Delta agencies regarding users' rights, water quality, and benefit payments; and to immediately proceed with specified prerequisites to construction of peripheral canal . Required compliance with designated water quality standards and conditions . Specify other responsibilities and matters. Summary of Legislative Analyst's estimate of net state and local government fiscal impact: As Project has been planned and operated to be self-supporting, implementation under present policies would not require increase in state taxes or reduce funds for other state programs . Potential construction costs at 1981 prices are in excess of $3 .1 billion plus unknown additional costs, plus interest, to be financed by increased user charges.

A Self-Regulating, Inclusive and Sustainable Solution for the Sacramento San Joaquin Delta This white paper outlines a comprehensive solution to the current problems of the Sacramento - San Joaquin Delta called the Western Delta Intakes Concept (WDIC). The white paper introduced the concept that in normal to dry years, water would be extracted from the Delta only through a new forebay constructed on the eastern two-thirds of Sherman Island into which water would be drawn during periods of extraction through “permeable embankments that would replace the existing levees along the Sacramento and San Joaquin Rivers; the approach velocities to these permeable embankments would be 100 times slower than the maximum approach velocities used in the current design of fish screens”. While the intent to make extraction of water as invisible as possible to migrating fish, including both salmonids and Delta smelt, was clear, this language failed to explain two other important considerations, one involving the fact that the existing levees would be left in place, both to provide added protection to the new embankments and to create new riparian habitat, and the other involving the small proportion of total flow at Sherman Island that would be extracted.

In Fall 2020, the California Department of Water Resources (DWR) launched an environmental justice community survey entitled Your Delta, Your Voice. The survey was live from September 30 through December 11, 2020. Survey development and outreach was led by Ag Innovations and supported by numerous partners and agency staff. The survey had the following goals: 1) to gather information from disadvantaged communities in the Delta region about how they work, live, recreate and experience the Delta, 2) to understand how the community values and uses its natural, economic, and social resources, and 3) increase awareness of the proposed project and interest in participating in public engagement among disadvantaged community members in the Delta region. These goals were pursued in order to inform the proposed Delta Conveyance Project environmental review and planning process, with a particular emphasis on the environmental justice chapter of the CEQA Environmental Impact Report. Ag Innovation’s intent was to faithfully reflect the input and perspectives gathered via the survey within this report. In January 2021, DWR began developing a Delta Conveyance Project Community Benefits Program. The information gathered from the survey will also be used to inform DWR’s efforts to work towards community benefits in the Delta region, although that was not part of the original intent of the survey as the program did not exist at that time.
