Resilience by Design presents the recommendations of the Mayoral Seismic Safety Task Force, the members of which are listed in the Acknowledgements Section of this document.  These recommendations address the city’s greatest vulnerabilities from earthquakes with significant and attainable solutions to: • Protect the lives of our residents • Improve the capacity of the City to respond to earthquakes • Prepare the City to recover quickly from earthquakes • Protect the economy of the City and all of Southern California. The Mayoral Seismic Task Force evaluated four areas of seismic vulnerability, namely: • Pre-1980 “ non-ductile reinforced concrete” buildings • Pre-1980 “soft-first- story ” buildings • Water system infrastructure ( including impact on firefighting capability) • Telecommunications infrastructure

Los Angeles has always been a global destination for dreamers, doers, thinkers, and creators. We have blue skies and pristine beaches and a rich culture of diversity, creativity, and entrepreneurism. The opportunities of tomorrow are limitless, as we work to build Los Angeles into a vibrant, thriving model city of the 21st century. Yet this dream comes with the growing pressures of our susceptibility to the impacts of climate change and aging infrastructure. We are all deeply aware that it is a question of when, not if Los Angeles will face the next Big One—whether it’s an earthquake, flood, heatwave, fire, or other disaster with long-term impacts. While we have made great strides over the past 25 years, it’s time to do more—to strengthen and create new partnerships, to change the way our government collaborates and to empower and secure our communities—so that we can work together to make L.A. a global model of resilience. Building a more resilient Los Angeles starts with addressing the needs of our most vulnerable populations and neighborhoods. Too often, those who are least equipped to handle the effects of catastrophic events end up suffering the most. And empowering our most vulnerable—children, immigrants, and lower-income residents, among others—is not just about emergency preparedness. It is about directly addressing those underlying daily stresses—such as poverty, financial security, and affordable housing—and ensuring that all Angelenos feel safe and secure in their daily lives. It also means bringing neighbors together to strengthen our collective resources and social bonds and innovating creative solutions along the way.

Atmospheric rivers (ARs) are characterized by intense moisture transport, which, on landfall, produce precipitation which can be both beneficial and destructive. ARs in California, for example, are known to have ended drought conditions but also to have caused substantial socio-economic damage from landslides and flooding linked to extreme precipitation. Understanding how AR characteristics will respond to a warming climate is, therefore, vital to the resilience of communities affected by them, such as the western USA, Europe, East Asia and South Africa. In this Review, we use a theoretical framework to synthesize understanding of the dynamic and thermodynamic responses of ARs to anthropogenic warming and connect them to observed and projected changes and impacts revealed by observations and complex models. Evidence suggests that increased atmospheric moisture (governed by Clausius–Clapeyron scaling) will enhance the intensity of AR-related precipitation — and related hydrological extremes — but with changes that are ultimately linked to topographic barriers. However, due to their dependency on both weather and climate-scale processes, which themselves are often poorly constrained, projections are uncertain. To build confidence and improve resilience, future work must focus efforts on characterizing the multiscale development of ARs and in obtaining observations from understudied regions, including the West Pacific, South Pacific and South Atlantic.

The consensus diagnosis for the Delta estuary is dire. The California Environmental Water Caucus prescribes more river flows and reduced fresh water exports to help the Delta recover. The EWC’s plan demonstrates how water supply reliability can be improved while reducing exports from the Bay Delta Estuary. Many of our recommendations have been presented to the Delta Stewardship Council as part of Alternative 2 for the Delta Plan. We have now packaged this series of related actions into a single alternative for evaluation in any future NEPA or CEQA evaluations, or by the State Water Resources Control Board. The actions are largely based on the EWC report California Water Solutions Now, (www.ewccalifornia.org), which can be referenced for supporting details. This package of actions (“The RX Plan”) represents the EWC alternative to the BDCP. The RX Plan includes a unique combination of actions that will open the discussion for alternatives to the currently failed policies which continuously attempt to use water as though it were a limitless resource. The RX Plan is about far more than just reduced exports. The uniqueness of this Plan is that while it will reduce the quantity of water exported from the Bay Delta Estuary, in order to protect the health of the Estuary’s habitat and fisheries with increased inflows and outflows, it also contains actions that will reduce the demand for water and increase supplies for exporters south of the Delta in order to compensate for the reduced south-of-Delta exports. It is the only extant plan that will modernize existing facilities in the Bay-Delta with improved fish screens at the South Delta, levees reinforced above the PL84-99 standard, and significantly increased flows in order to recover habitat and fish stocks, while avoiding the huge infrastructure costs of tunnels under the Delta. It will also provide increased self-reliance for south-of-Delta water users through inter-regional water transfers and south of Delta groundwater storage. The reinforced levees will provide increased reliability of the water supplies through the Delta. And it will accomplish the legislated goals of Estuary restoration and water reliability for billions of dollars less than currently contemplated plans.

The CVP and SWP (referred to collectively as “the Projects”) rarely deliver their full contracted  amount of water. Some of this is inherent in the operation of large water projects with diverse demands in a dry and highly variable climate. A growing, complex regulatory environment of state and federal laws, some of which were created to protect fish species endemic to the Delta, has further restricted CVP and SWP operations.  These fish include the southern distinct population segment of North American green sturgeon, California Central Valley steelhead, Central Valley spring-run Chinook salmon, Sacramento River winter-run Chinook salmon, longfin smelt, and Delta smelt. Operating the Projects while trying to prevent species extinction can be a source of conflict if the actions to prevent extinction reduce the amount of water that can be exported. Project operation into the future will likely become more challenging as changes in various climatic factors push the listed species closer to their thresholds of survivability. Hence, in late 2023 USBR contracted with the National Academies of Sciences, Engineering, and Medicine (NASEM) to form an expert committee that could serve as an independent review for the CVP and SWP as they operate into the future. The Committee’s statement of task appears in Box S-1. The three actions chosen for the study—the Shasta Coldwater Pool Management Action, the Old and Middle River Flow Management Action, and the Summer-Fall Habitat Action for Delta Smelt— are perceived as consequential for species survival and controversial for their effects on water deliveries to contractors.

The San Francisco Estuary Institute and Aquatic Science Center (SFEI‐ASC) has developed the Riparian Zone Estimation Tool (RipZET) to help the California community of riparian interests visualize and characterize riparian areas as habitat unto themselves as well as their capacity to function as buffers for protecting the ecosystem services of the state’s streams, lakes and wetlands. RipZET is a tool used with Geographic Information System (GIS) and spreadsheet software to estimate “functional riparian width,” or the width associated with different riparian functions (e.g., large woody debris input, shading, floodwater storage), which varies with channel type and watershed location. The concept of functional riparian width is central to the riparian definition recommended by the National Research Council (NRC 2002) and is integral in many recently developed riparian design and management guidelines around the country.
