This paper is the second of two that describes the Coastal Storm Modeling System (CoSMoS) approach for quantifying physical hazards and socio-economic hazard exposure in coastal zones affected by sea-level rise and changing coastal storms. The modelling approach, presented in Part 1, downscales atmospheric global-scale projections to local scale coastal flood impacts by deterministically computing the combined hazards of sea-level rise, waves, storm surges, astronomic tides, fluvial discharges, and changes in shoreline positions. The method is demonstrated through an application to Southern California, United States, where the shoreline is a mix of bluffs, beaches, highly managed coastal communities, and infrastructure of high economic value. Results show that inclusion of 100-year projected coastal storms will increase flooding by 9–350% (an additional average 53.0 16.0 km2) in addition to a 25–500 cm sea-level rise. The greater flooding extents translate to a 55–110% increase in residential impact and a 40–90% increase in building replacement costs. To communicate hazards and ranges in socio-economic exposures to these hazards, a set of tools were collaboratively designed and tested with stakeholders and policy-makers; these tools consist of two web-based mapping and analytic applications as well as virtual reality visualizations. To reach a larger audience and enhance usability of the data, outreach and engagement included workshop-style trainings for targeted end-users and innovative applications of the virtual reality visualizations.

California’s Water Supply Strategy: Adapting to a Hotter, Drier Future (Water Supply Strategy), adopted by the Newsom Administration in 2022, identifies multiple actions necessary to bolster water supply reliability in the face of climate change. The first set of actions drive the development of new water supplies and set explicit goals for expanding the production of both recycled and desalinated water. Action 1.2 includes specific targets for expanded brackish water desalination: 28,000 acre-feet by 2030, and 84,000 acre-feet by 2040. The Water Supply Strategy identifies five steps toward achieving this goal.

Traditionally, infrastructure design and rainfall-triggered landslide models rely on the notion of stationarity, which assumes that the statistics of hydroclimatic extremes (e.g., rainfall, streamflow, etc.) do not change significantly over time. However, during the last century, we have observed a warming climate with more intense precipitation extremes in some regions, likely due to increases in the water holding capacity of the atmosphere. Consequently, infrastructure and natural slopes will likely face more severe climatic conditions, with potential human and socioeconomic consequences. Here, we outline a framework for quantifying climate change impacts on natural and man-made infrastructure using bias-corrected multi-model simulations of historical and projected precipitation extremes. The approach evaluates changes in rainfall intensity-duration- frequency (IDF) curves and their uncertainty bounds using a non-stationary model based on Bayesian inference. We show that highly populated areas across California may experience extreme precipitation that is more intense and twice as frequent, relative to historical records, despite the expectation of unchanged annual mean precipitation. Since IDF curves are widely used for infrastructure design and risk assessment, the proposed framework offers an avenue for assessing infrastructure resilience and landslide hazard in a warming climate.

This study investigated potential changes in future precipitation, temperature, and drought across 10 hydrologic regions in California. The latest climate model projections on these variables through 2099 representing the current state of the climate science were applied for this purpose. Changes were explored in terms of differences from a historical baseline as well as the changing trend. The results indicate that warming is expected across all regions in all temperature projections, particularly in late-century. There is no such consensus on precipitation, with projections mostly ranging from −25% to +50% different from the historical baseline. There is no statistically significant increasing or decreasing trend in historical precipitation and in the majority of the projections on precipitation. However, on average, precipitation is expected to increase slightly for most regions. The increases in late-century are expected to be more pronounced than the increases in mid-century. The study also shows that warming in summer and fall is more significant than warming in winter and spring. The study further illustrates that, compared to wet regions, dry regions are projected to become more arid. The inland eastern regions are expecting higher increases in temperature than other regions. Particularly, the coolest region, North Lahontan, tends to have the highest increases in both minimum and maximum temperature and a significant amount of increase in wet season precipitation, indicative of increasing flood risks in this region. Overall, these findings are meaningful from both scientific and practical perspectives. From a scientific perspective, these findings provide useful information that can be utilized to improve the current flood and water supply forecasting models or develop new predictive models. From a practical perspective, these findings can help decision-makers in making different adaptive strategies for different regions to address adverse impacts posed by those potential changes.

A structured decision making (SDM) approach can help evaluate tradeoffs between conservation and human-benefit objectives by fostering communication and knowledge transfer among stakeholders, decision makers, and the public. However, the process is iterative and completing the full process may take years. It can be difficult to initiate an SDM effort when problems seem insurmountable. Occasionally, SDM may not even be the best or correct approach for addressing the conservation problem at hand. We describe the implementation of an SDM process to help inform difficult decisions related to competing objectives. We convened a diverse stakeholder group from the largest estuary in the western United States; the San Francisco Bay and Sacramento-San Joaquin Delta (Bay-Delta). The stakeholder group consisted of representatives from local, state, and federal agencies, non-profit organizations, and recreational fishers. The stakeholder group agreed on a problem statement and identified four priority objectives related to Chinook salmon, delta smelt, water availability and reliability, and agricultural water use. Furthermore, they proposed 14 candidate management actions to achieve their objectives. The group then used existing quantitative models and data to evaluate trade-offs in proposed management actions to identify areas of agreement of proposed candidate actions. The clear communication of the problem statement and objectives among the stakeholder group, along with evaluation of tradeoffs and uncertainty via decision-support models suggest that a full SDM approach may work in the Bay-Delta. We further communicate lessons learned during our implementation of SDM to help guide future SDM efforts in the region and elsewhere. Humans are primary drivers of environmental contamination worldwide, including in drinking-water resources. In the United States (US), federal and state agencies regulate and monitor public-supply drinking water while private-supply monitoring is rare; the current lack of directly comparable information on contaminant-mixture exposures and risks between private- and public-supplies undermines tapwater (TW) consumer decision-making. Methods: We compared private- and public-supply residential point-of-use TW at Cape Cod, Massachusetts, where both supplies share the same groundwater source. TW from 10 private- and 10 public-supply homes was analyzed for 487 organic, 38 inorganic, 8 microbial indicators, and 3 in vitro bioactivities. Concentrations were compared to existing protective health-based benchmarks, and aggregated Hazard Indices (HI) of regulated and unregulated TW contaminants were calculated along with ratios of in vitro exposure-activity cutoffs. Results: Seventy organic and 28 inorganic constituents were detected in TW. Median detections were comparable, but median cumulative concentrations were substantially higher in public supply due to 6 chlorine–disinfected samples characterized by disinfection byproducts and corresponding lower heterotrophic plate counts. Public-supply applicable maximum contaminant (nitrate) and treatment action (lead and copper) levels were exceeded in private-supply TW samples only. Exceedances of health-based HI screening levels of concern were common to both TW supplies. Discussion: These Cape Cod results indicate comparable cumulative human-health concerns from contaminant exposures in private- and public-supply TW in a shared source-water setting. Importantly, although this study’s analytical coverage exceeds that currently feasible for water purveyors or homeowners, it nevertheless is a substantial underestimation of the full breadth of contaminant mixtures documented in the environment and potentially present in drinking water. Conclusion: Regardless of the supply, increased public engagement in source-water protection and drinking-water treatment, including consumer point-of-use treatment, is warranted to reduce risks associated with long-term TW contaminant exposures, especially in vulnerable populations.

This Groundwater Sustainability Plan (GSP) is prepared in accordance with the 2014 Sustainable Groundwater Management Act (SGMA) and covers the Western Management Area (WMA) of the Santa Ynez River Valley Groundwater Basin (Basin or SYRVGB) located in coastal central California. There are two principal aquifers within the WMA: an Upper Aquifer, consisting of younger alluvial sediments that are primarily associated with river and surface water geomorphic processes, and a Lower Aquifer, which is more extensive throughout the Basin and consists of older geologic depositions. Marginal geologic formations containing perched water-bearing soils are also identified within the Basin but are not principal aquifers managed under SGMA. The Santa Ynez River is the primary surface water source within the Basin. The subflow of the Santa Ynez River is considered part of the river flow and is managed as surface water pursuant to the administrative authority and jurisdiction of the State Water Resources Control Board (SWRCB) over waters flowing in known and definite channels. The analyses conducted for this GSP indicate that current Basin conditions are generally sustainable. Potential undesirable results (defined as significant and unreasonable impacts to sustainability indicators) have been identified and specific minimum thresholds have been developed to help ensure that undesirable results do not occur under future conditions. Potential project operations and management actions designed to maintain and improve groundwater conditions and sustainability have been identified and are described within this GSP.

Water planning has always been important for urban retail water suppliers (Suppliers) but is even more critical today, as development progresses and California grapples with frequent droughts and expected long-term climate impacts. Prior to the adoption of the Urban Water Management Planning (UWMP) Act in 1983, there were no specific requirements that mandated urban water suppliers to conduct long-term water resources planning. While many Suppliers did conduct long-term water planning, those that did not were more vulnerable to supply disruptions during dry periods and catastrophic events. Urban water management planning is needed at the local level because only local Suppliers have the knowledge and ability to tailor their planning to their unique conditions and involve their local community in the planning effort. Public Update for Drought Response: Groundwater Basins with Potential Water Shortages, Gaps in Groundwater Monitoring, Monitoring of Land Subsidence, and Agricultural Land Fallowing

California’s Water Year 2014 (October 1, 2013 through September 30, 2014) was one of the driest in decades and followed two consecutive dry years throughout the state.

California’s Water Year 2014 (October 1, 2013 through September 30, 2014) was one of the driest in decades and followed two consecutive dry years throughout the state. Water year 2014 was the fourth driest year on record after 1924, 1931, and 1977, based on the Sacramento Valley water year index, and the second driest year on record after 1977, based on the San Joaquin Valley water year index. On January 17, 2014, Governor Brown signed a Proclamation of a State of Emergency in response to the drought. In accordance with the proclamation, the Department of Water Resources (DWR) prepared Public Update for Drought Response, Groundwater Basins with Potential Water Shortages and Gaps in Groundwater Monitoring, dated April 30, 2014. On April 25, 2014, the governor issued a second emergency proclamation to strengthen the state’s ability to manage water and habitat effectively in drought conditions and called on all Californians to redouble their efforts to conserve water. In accordance with Order #11 of the April proclamation, this report provides additional and expanded information on groundwater basins with potential water shortages, gaps in groundwater monitoring, monitoring of land subsidence, and agricultural land fallowing.
