Forest restoration through mechanical thinning, prescribed burning, and other management actions is vital to improving forest resilience to fire and drought across the Western United States, and yields benefits that can be monetized, including improvements in water supply and hydropower. Using California's Sierra Nevada as a study area, we assess the water and energy benefits of forest-restoration projects. By using a scalable top-down approach to track annual evapotranspiration following forest disturbance, coupled with hydropower simulations that include energy-price information, and marginal prices for water sales, we project the potential economic benefits of hydropower and water sales accruing to water-rights holders. The results found that water-related benefits from strategically planned fuels-reduction treatments now being carried out can be sufficient to offset costs of management actions aimed at forest restoration, especially in the face of climate change. Our findings justified investments in restoring forests and reinforce the central role of water and hydropower providers in partnerships for management of source-water watersheds. Results also highlighted the importance of accurate, scalable data and tools from the hydrology and water-resources community.

Intrapopulation variation in movement is common in nature but its effects on population dynamics are poorly understood. Using movement data from 3270 individually-marked fish representing nine cohorts of coho salmon (Oncorhynchus kisutch) in California, we show that bimodal intrapopulation variation in the timing of juvenile down-migration from their natal habitat and subsequent residence in non-natal habitat affects growth, emigration timing, and the abundance and stability of adult returns. Non-natal fish (early down-migrants) exhibited more variable growth and more variable but earlier emigration to the estuary than natal fish (late down-migrants). While natal rearing was more common, non-natal fish were overrepresented among adult returns, and total returns were 1.4 times more stable than natal returns alone. Our results demonstrate that variation in migratory behaviour bolsters population stability. However, non-natal rearing is reduced in low water years, suggesting that drought exacerbates population instability by reducing critical intrapopulation variation.

In this study, we investigated California vegetation responses to the recent prolonged 2012–2016 drought, which was potentially the driest 4‐year span in the last 1,200 years. The overall vegetation of the state has been presumed to be severely affected. However, Normalized Difference Vegetation Index (NDVI) satellite data related to vegetation greenness show that the large‐scale drought impacts on observable vegetation health were principally focused in Southern California regions, where the vegetation communities experienced striking declines in greenness. By contrast, some areas of Northern California have demonstrated significant NDVI increase and this difference in NDVI trends is evident over the past 19 years. The distinct vegetation behavior in Northern and Southern California seems to be related to a climatic dipole in the western United States, which is influenced by the large‐scale ocean‐atmosphere interactions. Some climate models predict an extension of such a dipole with greater precipitation in Northern California and less in Southern California by the end of the 21st century. Increased water demand in the south could intensify statewide intersectoral and interregional water competition in the future. However, increasing drought damage to wildlands and their terrestrial ecosystems in the south will not be relieved by any type of traditional water reallocation and irrigation effort.

The Sustainable Groundwater Management Act (SGMA) requires the preparation of groundwater sustainability plans (GSPs) for nine groundwater basins in Ventura County. The groundwater sustainability agencies (GSAs) that will prepare these plans consist of government agency and stakeholder representatives. Notably, in Ventura County, each basin is including specific representation of environmental interests in the GSP development process. The Fox Canyon Groundwater Management Agency (Fox Canyon) has included an environmental representative on its advisory committee and the other GSAs have included an environmental representative on their governing boards. The purpose of this organizational structure is to ensure that the groundwater needs of environmental uses are represented in the planning process.

Stream networks in surrounding watersheds are often channelized and hard to recognize as streams; in the Ventura River watershed river and streams are largely unchannelized. Urban development dominates much of the landscape of southern California; yet cities comprise only three percent of the Ventura River watershed, and developed land only 13%. The Endangered Species Act (ESA) requires that the National Marine Fisheries Service (NMFS) review the status of listed species under its authority at least every five years and determine whether any species should be removed from the list or have its listing status changed. Assessments of the viability of ESA-listed Pacific salmonids were conducted by the Southwest Fisheries Science Center and the Northwest Fisheries Science Center. The information from these assessments is incorporated into the West Coast Region’s status review, and the NMFS West Coast Region will make final determinations about any proposed changes in listing status, taking into account not only biological information (viability assessments) but also threats to the species and ongoing or planned protective efforts. This report from the Southwest Fisheries Science Center covers 10 ESA-listed Evolutionarily Significant Units (ESUs) and Distinct Population Segments (DPSs) that lie wholly or partially in California. In this review, we consider 1) new information relevant to the delineation of ESU/DPS boundaries, and 2) new information on status and trends in abundance, productivity, spatial structure and diversity specifically addressed by viability criteria previously developed by Technical Recovery Teams (TRTs). These viability assessments summarize current information (through the 2014–2015 spawning year where available) with respect to the viability criteria developed by the TRTs.  Consequently, the current assessments consider not only changes in populations that have occurred since the 2010 assessments but also the status of populations and ESUs/DPSs in relation to the viability criteria developed by the TRTs. For eight of the ESUs/DPSs (Southern Oregon/Northern California Coho Salmon, Central California Coast Coho Salmon, California Coastal Chinook Salmon, Northern California Steelhead, Central California Coast Steelhead, South-central California Steelhead, Southern California Steelhead, and California Central Valley Steelhead) the new information suggests that there has been no change in extinction risk since 2010 viability assessments. For two ESUs (Central Valley Spring-run Chinook Salmon, and Sacramento River Winter-run Chinook Salmon) the new information suggests a change in extinction risk. The viability of Central Valley Spring-run Chinook salmon appears to have improved since the 2010 assessment, but this ESU is far from being viable and is still facing relatively high extinction risk. The viability of Sacramento River Winter-run Chinook Salmon has been reduced and the ESU faces greater extinction risk since the 2010 assessment.

Developmental abnormalities in otoliths can impact growth and survival in teleost fishes. Here, we quantified the frequency and severity of developmental anomalies in otoliths of delta smelt (Hypomesus transpacificus), a critically endangered estuarine fish that is endemic to the San Francisco Estuary. Left–right asymmetry and anomalous crystalline polymorphs (i.e., vaterite) were quantified and compared between wild and cultured populations using digital image analysis. Visual estimates of vaterite were validated using X-ray diffraction, Raman spectroscopy, laser ablation ICPMS, and electron probe microanalysis. Results indicated that cultured delta smelt were 80 times more likely to contain a vateritic otolith and 18 times more likely to contain relatively large (≥ 15%) amounts of vaterite. Similarly, cultured fish exhibited 30% greater asymmetry than wild fish. These results indicate that cultured delta smelt exhibit a significantly higher frequency of vestibular abnormalities which are known to reduce fitness and survival. Such hatchery effects on otolith development could have important implications for captive culture practices and the supplementation of wild fish populations with cultured individuals.

Sediment is an important resource for San Francisco Bay (SFB), in the context of restoration projects, dredging operations, ecosystem health, and contaminant transport and fate. Understanding the transport and fate of sediment in SFB is important to ecosystem researchers and managers. Previous studies have shown that sediment exchange at the estuary-ocean boundary of SFB (Golden Gate inlet) is the most poorly understood element of the SFB sediment budget, owing to logistical challenges that inhibit routine field observations, and the fact that net flux is a small fraction of the instantaneous peak values experienced on a daily basis. Improved understanding of sediment exchange at the estuary-ocean boundary of SFB is essential to updating SFB-wide sediment budgets, which account for sources, sinks, and storage of sediment (and sediment-associated contaminants). In this study, field observations of water and suspended-sediment fluxes at the Golden Gate were made over one ebb tide and one flood tide on three occasions: 1) 21-22 March 2016, following a large storm event that triggered the first flow into Yolo Bypass flood control structure since 2011 2) 23 June of 2016, during a period of low freshwater inflow; 3) 27-28 February 2017, following several large storms of the wettest winter in northern California in recorded history.

The San Francisco Bay Area is at a crossroads. The region, blessed with a beautiful natural setting, multiple shipping ports and world-class universities, is a driver of global economic growth. But the region’s housing supply has not kept up with population growth. Many low-income households, disproportionately made up of people of color, have been forced into overcrowded and substandard housing or displaced from the urban center to new neighborhoods far from their jobs, friends and families. The most vulnerable have lost their homes entirely and are among the region’s 35,000 unhoused people. Over the next half-century, the Bay Area’s need to add housing will only grow more intense. The region is projected to add 2 million new jobs by 2070, which would attract as many as 6.8 million people, and needs to build at least 2.2 million new housing units just to prevent housing affordability from worsening. This represents 83% more people, 74% more housing units and 38% more jobs over the next 50 years.
