THE area discussed in this report is in Southern California, lying for the most part easterly from the city of San Bernardino and consisting of the upper or higher part of the valley in which is situated the town of Redlands. It is a bout 50 miles distant from the ocean and has an elevation of from 1,000 to 1, 500 feet in the vicinity of San Bernardino and Redlands. Northerly and easterly from the valley the mountains rise abruptly, reaching altitudes of fro m 6,000 to 7,000 feet, a few of the peaks rising to 10,000 or even 11,000 feet. The abrupt slopes by which the valley is bounded aid in producing a rainfall relatively heavy for the arid region. The waters, uniting into streams, descend rapidly through narrow gorges, issuing finally upon accumulations of bowlders and smaller debris which stretch in fan-shaped masses away from the mouth of each canyon. The region, though dry, has thus a notable water supply and the exceptional climate and soil have resulted in an extraordinary development of agriculture by irrigation. Lands and crops have reached high values in San Bernardino Valley and expensive irrigation works have been built. A denser population is supported than in any other farming region of the West. Kings River drains the western slope of the Sierra Nevada in Fresno County, California. from Mount Whitney on the south to Mount Goddard on the north. Fully 80 per cent of the drainage basin is now included within the boundaries of the Sierra Forest Reserve, a matter of prime importance to the irrigated lands below, for it means the conservation of the stream. The river debouches from its mountain drainage basin upon the plains of Fresno, Kings and Tulare counties, sometimes spoken of as the Kings River delta, which are near the geographic center of the State, and pre sent great variety of climate and soil.

The sustainability of irrigated agriculture in many arid and semiarid areas of the world is at risk because of a combination of several interrelated factors, including lack of fresh water, lack of drainage, the presence of high water tables, and salinization of soil and groundwater resources. Nowhere in the United States are these issues more apparent than in the San Joaquin Valley of California. A solid understanding of salinization processes at regional spatial and decadal time scales is required to evaluate the sustainability of irrigated agriculture. A hydro-salinity model was developed to integrate subsurface hydrology with reactive salt transport for a 1,400-km2 study area in the San Joaquin Valley. The model was used to reconstruct historical changes in salt storage by irrigated agriculture over the past 60 years. We show that patterns in soil and groundwater salinity were caused by spatial variations in soil hydrology, the change from local groundwater to snowmelt water as the main irrigation water supply, and by occasional droughts. Gypsum dissolution was a critical component of the regional salt balance. Although results show that the total salt input and output were about equal for the past 20 years, the model also predicts salinization of the deeper aquifers, thereby questioning the sustainability of irrigated agriculture.

Pressures on water resources are intensifying due to aging infrastructure, population growth, climate change, and other factors. Marked by vast expanses of thirsty lawns and impermeable pavement, California’s urban and suburban communities are ill-equipped to handle these pressures. Outdoor use represents about half of all water used in urbanized areas, and even more in the hottest, driest parts of the state.1,2 Runoff from lawns carries fertilizers and pesticides into waterways. Similarly, impermeable pavement impedes groundwater recharge; contributes to higher peak flows; warms the urban environment; and carries oils, metals, and other toxins into rivers, estuaries, and the ocean. The good news is that there are more sustainable options for California communities. Replacing lawns with climate-appropriate plants that are irrigated efficiently can save water and reduce vulnerability to drought. When integrated with bioswales, rain gardens, and other green infrastructure, these projects can boost local water supplies, reduce flooding, and improve water quality. These practices can also save energy, provide habitat, sequester carbon, improve air quality, boost property values, enhance community livability, and increase resilience to climate change.

The Sacramento Area Council of Governments (SACOG) is an association of local governments in the six-county Sacramento Region of El Dorado, Placer, Sacramento, Sutter, Yolo, and Yuba counties (excluding the Tahoe Basin in Placer and El Dorado counties) and the 22 cities therein. SACOG provides planning and funding for the region and serves as a forum for the study and resolution of regional issues. SACOG prepares the region’s long range plan which considers both transportation and land use. Through the lens of rural planning, SACOG has actively engaged in a Rural-Urban Connections Strategy (RUCS) Program that has studied ways to enhance rural economies and natural assets. The RUCS Program includes a scenario analysis modeling tool that links a parcel-level crop map with environmental and economic factors, including a comprehensive profile of per acre operational cost and return metrics for each crop. The study described in this report looks at how new agricultural crops and markets coupled with improved irrigation techniques will support new specialty crop acreage in the SACOG area. While new and improved irrigation techniques can result in better crop yields and decreased water demands, increases in irrigation efficiency also result in reduced groundwater recharge from irrigation return flows. SACOG received grant funding from the California Department of Food and Agriculture (CDFA) to evaluate the feasibility of recharging groundwater on agricultural lands within the SACOG portion of the Sacramento Valley to benefit specialty crop production. The primary goal of the project is to bring together a broad range of different factors impacting groundwater recharge and infiltration and to identify areas across the region that are most suited for strategic flooding of specialty crop fields; in other words, areas that will most efficiently and effectively facilitate recharge, while minimizing cost to the specialty crop producer. Ultimately, this feasibility information will be incorporated into SACOG’s RUCS model to evaluate the potential benefits of recharging groundwater on agricultural land for the benefit of specialty crops.
