Groundwater supplies between 30 and 50 percent of California’s water supply, depending on precipitation, and represents a storage reservoir that is over three times greater than available surface water storage. The California Water Action Plan (CNRA, CDFA, and CEPA 2014) identifies groundwater as “a critical bu?er to the impacts of prolonged dry periods and climate change on our water system.” Many groundwater basins have historically experienced significant chronic overdraft and related negative impacts. California’s ongoing drought helped spur the state to enact legislation to strengthen local control and management of groundwater basins. Governor Jerry Brown signed the threebill package (AB 1739, SB 1168, SB 1319), known as the Sustainable Groundwater Management Act (SGMA), into law on September 16, 2014. SGMA represents California’s attempt to regulate groundwater comprehensively for the first time in the state’s history. SGMA, which went into e?ect on January 1, 2015, lays out a process and a timeline for local agencies to achieve sustainable management of groundwater basins (see Box 1). It also provides tools, authorities, and deadlines meant to lead to achievement of the legislation’s purpose. For local agencies involved in implementation, the requirements are significant and are expected to take many years to accomplish. While setting measurable objectives is a new requirement, it is by no means a new concept in natural resource management. This report summarizes the theory and practice of setting measurable objectives for groundwater management, using examples from California and elsewhere. The goal is to begin to develop a shared knowledge base and to identify key features of e?ective measurable objectives.

With growing demand and highly variable inter-annual water supplies, California’s water use future is fraught with uncertainty. Climate change projections, anticipated population growth, and continued agricultural intensification, will likely stress existing water supplies in coming decades. Using a state-and-transition simulation modeling approach, we examine a broad suite of spatially explicit future land use scenarios and their associated county-level water use demand out to 2062. We examined a range of potential water demand futures sampled from a 20-year record of historical (1992–2012) data to develop a suite of potential future land change scenarios, including low/high change scenarios for urbanization and agriculture as well as “lowest of the low” and “highest of the high” anthropogenic use. Future water demand decreased 8.3 billion cubic meters (Bm3) in the lowest of the low scenario and decreased 0.8 Bm3 in the low agriculture scenario. The greatest increased water demand was projected for the highest of the high land use scenario (+9.4 Bm3), high agricultural expansion (+4.6 Bm3), and high urbanization (+2.1 Bm3) scenarios. Overall, these scenarios show agricultural land use decisions will likely drive future demand more than increasing municipal and industrial uses, yet improved efficiencies across all sectors could lead to potential water use savings. Results provide water managers with information on diverging land use and water use futures, based on historical, observed land change trends and water use histories.

DWR, in partnership with the Merced Irrigation District (MID), is conducting a preliminary study using flood waters for managed aquifer recharge that can reduce flood risk, increase surface and groundwater supply reliability, and enhance ecosystems in the Merced River Basin. This Merced River Reconnaissance Study (study) is exploring the potential, feasibility, and effectiveness of Flood-MAR concepts, testing theories, and assessing strategies in overcoming barriers and challenges to project planning and implementation. The study will assess current conditions of the Merced River watershed and the vulnerability of these watershed management characteristics to a range of potential climate change futures. The study will also describe the public and private benefits that may be achieved through Flood-MAR strategies and quantify a range of benefits that Flood-MAR could provide in or adjacent to the Merced River watershed.

The new “Need to Know” white paper Metering in California  finds water meters an essential element of effective water management, particularly during the drought. As more Californians take a closer look at the use and management of water resources during the drought, water meters have come under increased scrutiny. Water meters have been in use for decades in most California communities, but they are not yet universal; more than 219,000 urban water connections in the state remain unmetered. “Metering is an essential tool for water management and expanding and improving metering should be a priority for all California utilities,” said Kristina Donnelly, lead author of the study. “While the water savings from metering all connections in California will not create large volumes of water statewide, they can produce considerable local water savings.” Water meters, coupled with effective pricing structures, sends a price signal to customers to reduce excessive or wasteful use. Metering in California finds that metering, and charging customers based on those meters, reduces water use by 15% to 20%. Additional water savings are possible by improving management of the water system, including identifying and repairing leaks in the water system. Moreover, metering provides customers with information about their water use, enabling them to make more informed decisions. Utilities and customers stand to gain from expanding and improving water metering and these benefits are particularly beneficial during this drought period.

San Mateo County ‘Midcoast’ extends from northern Half Moon Bay to Devils Slide along Highway 1. It encompasses the communities of Montara, Moss Beach, Seal Cove, Princeton, El Granada, and Miramar. Domestic water is supplied to the southern part of the region by Coastside County Water District (CCWD), providing services from Half Moon Bay to Princeton, and by Montara Water and Sanitary District (MWSD) on the north, servicing Montara and Moss Beach. Private wells are scattered through both service districts and outlying areas. With the exception of CCWD, which meets much of its demand through long-term contractual agreements with San Francisco Public Utilities Commission, the source of domestic water is from local surface water and groundwater resources. The carrying capacity of the local resources may be considered as the population that can be sustained using conservation measures during an extended drought without undue stress to valued natural habitats.
