California’s Water Supply Strategy: Adapting to a Hotter, Drier Future (Water Supply Strategy), adopted by the Newsom Administration in 2022, identifies multiple actions necessary to bolster water supply reliability in the face of climate change. The first set of actions drive the development of new water supplies and set explicit goals for expanding the production of both recycled and desalinated water. Action 1.2 includes specific targets for expanded brackish water desalination: 28,000 acre-feet by 2030, and 84,000 acre-feet by 2040. The Water Supply Strategy identifies five steps toward achieving this goal.

A study by the U.S. Geological Survey to evaluate potential hydrogeologic environments for isolation of high-level radioactive waste in the Basin and Range physiographic province of the southwestern United States was begun in May 1981, with the introduction of the study to the Governors of eight Basin and Range States Arizona, California, Idaho, Nevada, New Mexico, Oregon, Texas, and Utah and to respective Indian tribes in those States. Accordingly, these States were invited to participate in the study by designating an earth scientist to serve on a Province Working Group with the U.S. Geological Survey membership of the working group is shown following the title page. State representatives have provided consultation in selecting guidelines, assembling geologic and hydrologic data, and assessing such information to identify environments that meet the guidelines for further study.

California will see increasing water scarcity from climate change, the end of overdrafting groundwater and the Colorado River’s massive reservoirs, increased water dedications for environmental flows, and other factors, such as salination of aquifers and land subsidence reducing canal capacities. Total reduction in average water availability in the coming decades will likely range from 4.6 to 9 million acre-feet per year. For context, this is equivalent to the water use of 1 – 2.8 million acres of irrigated agriculture or most urban water use in California. Perhaps 20-30% of this loss will likely be addressed by ongoing water conservation and supply improvements, being planned and implemented, leaving a 3 – 7.2 million acre-feet/year likely net average difference between statewide water demands and availability.

The U.S. Geological Survey (USGS) was invited by the California State Water Resources Control Board and Sonoma County Water Agency to cooperate on a scientific investigation to evaluate the groundwater resources of the Russian River watershed and to develop tools to better understand and manage the groundwater system. The purpose of this report is to describe the development of a digital 3D HFM of the Russian River watershed. Such a model will help fully conceptualize the 3D subsurface configuration of aquifers and also may be used as the primary geologic input to numerical simulations of the hydrologic system. The 3D HFM, and data used to construct the 3D HFM, can be found in the following data release (Fenton and others, 2022).

Changes in terrestrial water storage (TWS) are a critical indicator of freshwater availability. We use NASA GRACE/GRACE- FO data to show that the continents have undergone unprecedented TWS loss since 2002. Areas experiencing drying increased by twice the size of California annually, creating “mega-drying” regions across the Northern Hemisphere. While most of the world’s dry/wet areas continue to get drier/wetter, dry areas are now drying faster than wet areas are wetting. Changes in TWS are driven by high-latitude water losses, intense Central American/European droughts, and groundwater depletion, which accounts for 68% of TWS loss over non-glaciated continental regions. “Continental drying” is having profound global impacts. Since 2002, 75% of the population lives in 101 countries that have been losing freshwater water. Furthermore, the continents now contribute more freshwater to sea level rise than the ice sheets, and drying regions now contribute more than land glaciers and ice caps. Urgent action is required to prepare for the major impacts of results presented

Atmospheric warming is reducing snowpack, with uncertain effects on mountainous streamflow, a crucial water resource. Despite limited historical observations of groundwater–streamflow interactions above 2,500 m, new measurements in the Upper Colorado River headwaters indicate declining groundwater storage that is dated decades to millennia old. Here we use integrated hydrologic modelling spanning water years 2015–2021 to determine whether the loss of old-age groundwater buffers streamflow during low-snow years and whether that loss is exacerbated with warming. Results show that old-groundwater contributions to streams remain relatively steady through time, unlike the more variable contributions from young groundwater. Numerical experiments of increased surface air temperatures (+2.5 °C and +4 °C) increase rain–snow fractions and evapotranspiration and decrease runoff ratio by 2–3% per degree Celsius increase. As streamflow declines with warming, the age of groundwater supporting it gets older, in part owing to intermediate-aged (1–3 year) groundwater declining twice as fast. Simulations show that water table depths at higher elevations (>3,700 m) decline disproportionately and fail to recover even during wet years. These findings suggest altered groundwater–streamflow interactions with warming and snow loss, with implications for water resources.

The following are the key points of this chapter: Throughout much of the Great Plains and Northeast through Midwest aggregated hydrologic regions, low precipitation totals in water years 2011 and 2012 resulted in low streamflow, evapotranspiration, and soil moisture, associated with one of the most substantial droughts since the 1930s. The highest interannual variability in precipitation was in the California–Nevada, Texas, Southern High Plains, and Southwest Desert hydrologic regions, whereas the lowest interannual variability was in the Florida, Tennessee–Missouri, and Northeast hydrologic regions. Among the Western aggregated hydrologic region, where snow is critical for water availability, the California–Nevada hydrologic region had the highest interannual variability in maximum snow accumulation with a coefficient of variation (CV) of 0.60, whereas the Columbia–Snake, Pacific Northwest, and Central Rockies hydrologic regions all had a CV of less than 0.36. Six of 29 unconfined and 6 of 23 confined principal and regional aquifer systems had current water-level percentiles (median 2010–20) of less than 30 percent of historical water levels (that is, median 2000–20 water levels) including the California Coastal Basin aquifers, the Colorado Plateaus aquifers, and the Central and Southern regions of the High Plains aquifer. Hydrologic regions with low precipitation and little storage coincide with aquifer systems that have shown a decline in groundwater levels during water years 2010–20, including the Southern High Plains, Central High Plains, and Texas hydrologic regions.
