Building on previous environmental flow discussions and a growing recognition that hydrogeomorphic processes are inherent in the ecological functionality and biodiversity of riverscapes, we propose a functional-flows approach to managing heavily modified rivers. The approach focuses on retaining specific process-based components of the hydrograph, or functional flows, rather than attempting to mimic the full natural flow regime. Key functional components include wet-season initiation flows, peak magnitude flows, recession flows, dry-season low flows, and interannual variability. We illustrate the importance of each key functional flow using examples from western US rivers with seasonably predictable flow regimes. To maximize the functionality of these flows, connectivity to morphologically diverse overbank areas must be enhanced in both space and time, and consideration must be given to the sediment-transport regime. Finally, we provide guiding principles for developing functional flows or incorporating functional flows into existing environmental flow frameworks.

Following a difficult five-year drought, California just had one of the wettest winters on record. The state is famous for its highly engineered water system, which moves millions of gallons of water from north to south and east to west. Thirty-nine million people and our $47 billion agricultural industry rely on that water, not to mention wildlife from the Sierra to the sea. And yet we have surprisingly little data about how much water is moving through our streams at any given time. There are over 3,600 locations in California where stream gages have been active at some point, but only 54% have been active recently. And even fewer of those provide the kind of rich, real-time reporting needed to manage what is arguably our state’s most precious and contentious resource.

Streamflow drought is a recurring challenge, and understanding spatiotemporal patterns of past droughts is needed to manage future water resources. We examined regional patterns in streamflow drought metrics and compared these metrics to low flow timing and magnitude using long-term daily records for 555 minimally disturbed watersheds. For each streamgage, we calculated streamflow drought duration (number of days) and deficit (flow volume below a specified threshold) for each climate year (April 1–March 31). We identified drought using five thresholds (2%–30%) and two approaches: variable thresholds with unique values for each day of the year, and a fixed threshold based on all period-of-record flows. We then analyzed drought trends using the Mann-Kendall test with persistence adjustment for 1921–2020, 1951–2020, and 1981–2020, and computed correlations between annual streamflow drought metrics and climate metrics using values from a monthly water balance model. Spatial patterns in drought metrics were consistent between variable and fixed approaches, though fixed threshold durations were typically longer and variable threshold deficits larger. High interannual variability in drought duration emerged in the central, interior west, and southwestern U.S., with high deficit variability in the interior west. Drought metrics were weakly correlated with low flow magnitude and timing, providing unique information. Drought duration and deficit increased in the southern and western U.S. for both 1951–2020 and 1981–2020, particularly using fixed thresholds, and paralleled trends in aridity. Projections of continued aridification for the southern and western U.S. may increase drought durations and deficits and intensify water availability impacts.

A warmer climate shifts precipitation phase from snow to rain, altering snowpack dynamics, shifting peak streamflow timing, reducing groundwater recharge, and increasing winter and spring flooding. Warmer spring and summer temperatures further compound these “snow droughts” by increasing evapotranspiration rates and irrigation water demand. This presents critical challenges in managing seasonal water supply and demand engineered for stationary climate patterns.

In 2009, Congress designated certain reaches of the Amargosa River in Inyo County, California between the town of Shoshone and Dumont Dunes as a Wild and Scenic River. As part of the management of the Amargosa Wild and Scenic River, the Bureau of Land Management cooperated with the U.S. Geological Survey to assess the surface and groundwater resources of the Tecopa basin. Groundwater is the primary source of water to the perennial reaches of the Amargosa River. The U.S. Geological Survey studied the surface and groundwater systems in the basin, and assessed the sources and volume of groundwater discharging into the perennial reaches of the Amargosa Wild and Scenic River. The springs within the Tecopa basin (and the greater Lower Amargosa Valley Hydrographic Area) can be generally grouped by spring type and geographic location. There are four types of groundwater discharge points in the Tecopa basin—regional carbonate-rock springs and seeps, Tecopa Hills springs and seeps, thermal springs and seeps, and Amargosa Canyon hillslope springs and seeps. Results of chemical analysis indicate that water from all of these springs in the Lower Amargosa Valley and particularly in the Tecopa basin, is sourced in the carbonate-rock aquifer, with a local component of recharge. Groundwater is recharged in the Spring Mountains and moves through and around the Nopah and Resting Spring Ranges and into the Tecopa basin. A small (less than 1 cubic foot per second [ft3/s] or 500 acre‑feet per year) component of flow from the Amargosa Desert moves through the river channel alluvium and basin fill from the north. The location and type of spring appear to be controlled by the geology and geologic structure of the Lower Amargosa Valley. The regional springs (such as Shoshone and Borax Springs) and associated seeps tend to occur along the west side of the basin whereas other carbonate-rock aquifer springs discharge from adjacent mountain ranges, such as the Resting Spring Range, and as a result of low-permeability barriers, such as the Tecopa Hills. The thermal springs and seeps discharge from an area near the town of Tecopa, California. The Amargosa Canyon hillslope springs and seeps discharge directly into the river. Salt-crusted soils adjacent to the river indicate additional areas of diffuse discharge where groundwater is being evaporated. Perennial flow in the main channel of the Amargosa River appears to originate in an area of thermal springs near Tecopa. Persistent groundwater-fed pools begin to appear along the river channel just to the south of the Tecopa Hills. Flow between these pools is evident, but difficult to measure. During the synoptic seepage measurement survey in February 2014, flow in the Amargosa River at the Tecopa streamgage (U.S. Geological Survey site 10251300, Amargosa River at Tecopa, California) was approximately 1 ft3/s. Just to the south of the Tecopa streamgage, a line of cooler water springs (the Amargosa Canyon hillslope springs) emerges east of the river channel and continues for approximately 1 mile along the Amargosa Canyon wall. At the end of the spring reach, the flow in the river increased to just over 4 ft3/s. Flow then decreased to approximately 3 ft3/s at the confluence of Willow Creek, approximately 3.5 miles downstream. Downstream from the confluence of Willow Creek, the river consistently loses water and was dry just north of Dumont Dunes during the February 2014 synoptic seepage measurement survey.

The Klamath River basin, which spans parts of southern Oregon and northern California, has been the focus of a prominent conflict over competing uses for water. Management actions to protect threatened and endangered fish species in the basin have left less water available for irrigation in dry years and heightened tensions among farmers and other stakeholders including commercial fishermen, Native Americans, conservationists, hunters, anglers, and hydropower producers. This National Research Council report assesses two recent studies that evaluate various aspects of flows in the Klamath basin: (1) the Instream Flow Phase II study (IFS), conducted by Utah State University, and (2) the Natural Flow of the Upper Klamath Basin study (NFS), conducted by the U.S. Bureau of Reclamation (USBR). The report concludes that both studies offer important new information but do not provide enough information for detailed management of flows in the Klamath River, and it offers many suggestions for improving the studies. The report recommends that a comprehensive analysis of the many individual studies of the Klamath river basin be conducted so that a big picture perspective of the entire basin and research and management needs can emerge. Key Messages If these conclusions were borne out by studies incorporating experimental flows and monitored responses, managers would be able to have greater confidence that decisions to increase flows would have a beneficial effect on anadromous fishes in the lower river The Instream Flow Study Phase II did not include important water-quality attributes, such as dissolved oxygen levels, nutrient loadings, contaminants, and sediment concentrations, although each has important implications for the vitality of the fish populations of the Klamath River. The Natural Flow Study and the Instream Flow Study Phase II were major science and engineering investigations, but the linkage of one to the other was only partially achieved. The Natural Flow Study was seriously compromised by several fundamental issues, including its choice of a basic approach for understanding natural flows, choices of the models for calculations, and serious omissions of factors likely to influence river flows at the Iron Gate Dam gauge site. The basin and its biota have changed so much in the past century that the implications for the fishes of restoring natural flows are not clear. The committee concluded that the Natural Flow Study includes calculated flows that are at best first approximations to useful estimates of such flows. The committee found important shortcomings in the Instream Flow Study Phase II and its use of various models and data. Two major shortcomings use of monthly data and lack of tributary analyses are so severe that that they should be addressed before decision makers can use the outputs of the study to establish precise flow regimes with confidence. The most important outcome of the Instream Flow Study was that it indicated that increases in existing flows downstream from Iron Gate Dam probably would benefit fish populations through improved physical habitat associated with more water and through reduced water temperatures. California’s three-year drought, which ended with this season’s cool and wet weather, had complicated and serious impacts that have been poorly understood and reported. Some of the impacts were expected; others were surprising. The Pacific Institute has just completed a nine-month assessment of new data from California’s agricultural, energy, and environmental sectors to evaluate actual consequences of the drought for the state. Analysis of state and federal data released over the past year finds that contrary to much of the media reporting, California’s agricultural community proved flexible and resilient, generating agri­cultural revenues in 2007, 2008, and 2009 that were the highest on record. And agriculture-related occupations remained a stable portion of total jobs available in areas directly impacted by water supply restrictions. Less frequently reported were the substantial impacts on energy production and aquatic ecosystems during the drought, which were economically and environmentally significant. “More severe drought is inevitable, and the U.S. – and California in particular – has not reformed drought monitoring, evaluation, planning, and response strategies the way other countries and regions have,” said Juliet Christian-Smith, senior research associate at the Pacific Institute and lead author of the report. “To become more resilient to future droughts, it will be critical to shift from crisis-driven responses to long-term mitigation strategies.” The Pacific Institute analysis, Impacts of the California Drought from 2007-2009, focused on three drought-sensitive sectors: agricultural production, energy production, and ecosystem health.
