As required by the California Water Code (CWC), Agricultural Water Suppliers (AWS) must implement Efficient Water Management Practices (EWMPs) and submit an Agricultural Water Management Plan (AWMP) to the Department of Water Resources (DWR) every five years. Agricultural Water Suppliers subject to United States Bureau of Reclamation (Reclamation) requirements for a Water Conservation Plan (Reclamation Plan) may submit those plans to DWR in lieu of an AWMP. DWR then reports to the Legislature on the status of AWMPs, including outstanding elements, and implementation of EWMPs or Reclamation Best Management Practices (EWMPs/BMPs). This legislative report addresses the requirements for reporting on AWMPs and EWMPs in a single report that documents the status of AWMP submittals and the implementation of associated EWMPs. This report is the final Legislative report on EWMPs under CWC Section 10608.48(g).

While American farmers elsewhere have watered their crops by freely pumping the groundwater beneath their land, growers in Pajaro must pay hefty fees for irrigation water — making it one of the most expensive places to grow food in the country, if not the world. The cost: Up to $400 per acre-foot, a standard measurement equal to water covering one acre, one foot deep. The fees bring in $12 million a year, which is used to recycle, restore and conserve the region’s groundwater.

Senate Bill X7-7, the Water Conservation Act of 2009 (SB X7-7), requires agricultural water suppliers who provide water to more than 25,000 irrigated acres (excluding acreage irrigated by recycled water) to adopt and submit Agricultural Water Management Plans (AWMPs or Plans) to the Department of Water Resources (DWR) and to implement Efficient Water Management Practices (EWMPs), including two critical EWMPs: the measurement and volumetric pricing of water deliveries. These AWMPs were due by January 31, 2016. Governor Brown’s Executive Order B-29-15 required agricultural water suppliers that provide water from 10,000 to 25,000 irrigated acres to submit AWMPs by July 1, 2016. California Water Code (CWC) §10845(a) and (b) directs DWR to report on the following: • The status of adopted AWMPs • Exemplary elements of adopted plans • An evaluation of the effectiveness of implemented AWMPs in promoting efficient agricultural water management practices • Recommendations relating to proposed changes to the AWMP reporting requirements and EWMPs Additionally, CWC section 10608.48(g) directs DWR in consultation with the State Water Resources Control Board (SWRCB) to prepare and submit to the Legislature a report on: • EWMPs that have been implemented or are planned to be implemented, and • An assessment of the manner in which the implementation of an EWMP has affected and will affect agricultural operations and an estimation of water use efficiency improvements, if any. This legislative report addresses the above requirements in a single report and documents the status of AWMP submittals and the implementation of associated EWMPs or best management practices (BMPs) for those water suppliers submitting a United States Bureau of Reclamation (Reclamation) plan in lieu of a plan meeting SB X7-7 criteria.1 A table comparing the SB X7-7 EWMPs and Reclamation BMPs is in Appendix B. But the diversion of a huge amount of river water is seriously harming the delicate web of life that used to exist in the delta. The Sustainable Use of Water in the Lower Colorado River Basin, written by Sandra Postel of the Global Water Policy Project and Peter Gleick and Jason Morrison of the Pacific Institute, aims to clarify key concepts and criteria for sustainable water use within the Colorado basin, and then, using those criteria, present patterns of water management that can support economic prosperity and the environment. We do not presume to offer a single or best solution to water problems in the lower Colorado basin. The report’s goal is to define — both quantitatively and qualitatively — the unsustainable nature of current patterns of water use, and to demonstrate how technologies, policy actions, and management strategies can be combined to achieve more sustainable water use.

The report Sustaining California Agriculture in an Uncertain Future shows that California agriculture can flourish despite diminishing water supply and future uncertainty from climate change, but it will require great strides in increasing the water efficiency of the agricultural sector. Many farmers and irrigation districts have already been making water-use efficiency improvements. Yet the analysis estimates that potential water savings of 4.5 – 6 million acre-feet each year can be achieved by expanding the use of efficient irrigation technologies and management practices.
