In 2005, the California Legislature passed new laws that enable communities to join together to adopt Integrated Regional Water Management (IRWM) policies and practices. This comprehensive planning approach considers water resources in the context of an interconnected watershed with a network of regional governance, rather than as a combination of fragmented parts. Unfortunately, the IRWM program is dominated by the water sector and in most regions has not pursued alignment with land use. Similarly, the Sustainable Communities Strategies (SCS) mandated through SB 375 establish a framework for aligning land use practices (predominantly housing and transportation) across jurisdictions within a larger geographic region. Yet very few SCSs have taken water resources into account. While water management and land-use planning remain highly fragmented across the state, we are making progress toward a more integrated approach, especially when setting new state-level policies, regulations and guidance. The 2014 Sustainable Groundwater Management Act (SGMA) is a leap forward in this direction. For the first time, local land use agencies have an opportunity to be full partners with water agencies in shaping groundwater governance. It is too soon to determine how well these two sectors are integrating under SGMA, but early results are promising.

The vulnerability of food and agricultural systems to climate variability and change is extensively studied. However, the vulnerability of agricultural labor is largely ignored in climate vulnerability and adaptation studies, especially in the context of developed countries. This research examines the drought vulnerability of farmworkers both in the fields and in their communities by analyzing how changes in water resources and agricultural practices impact socioeconomic drought. A combination of surveys and semi-structured interviews with farmworkers, farmers, and social service providers in California’s San Joaquin Valley is used to identify the impacts of drought on agricultural labor, water security, food security, and health. Findings demonstrate that drought impacts and vulnerabilities are multi-scalar and uneven. Agricultural drought adaptations, including increase in groundwater pumping and changes in crops, reshapes the vulnerability of farmworkers and rural communities. There is a need for continued interdisciplinary research on the socioeconomic dimensions of drought as well as increased representation of needs and vulnerabilities of farmworkers and rural communities in drought and climate change adaptation planning.

The California Wetland Program Plan (WPP1) seeks to strengthen protection for wetlands in many ways, including building capacity to track the net benefits of wetland policies and programs by employing aspects of the State’s Wetlands and Riparian Area Monitoring Plan (WRAMP). The WRAMP framework was initially developed by the California Wetland Monitoring Workgroup (CWMW) of the California Water Quality Monitoring Council (WQMC). The framework recommends the application of systematic and standardized methods to support aquatic resource mapping, wetland condition assessment, public data access to support mitigation planning, and project performance tracking. This U.S. Environmental Protection Agency (EPA) Wetland Program Development Grant focused on developing foundational environmental datasets that support a regional approach to protect and restore vernal pool habitats in California’s Central Valley by applying the California Rapid Assessment Method for streams and wetlands (CRAM). The outputs provide a landscape context for wetland project evaluations and ecological condition tracking tools that can support project planning and performance tracking as outlined in the 401 Certification Program’s State Wetland Definition and Procedures for Discharges of Dredged or Fill Material to Waters of the State (or Procedures, SWRCB Rev. April 2021).

Droughts are a recurring feature of California’s climate. Major droughts provide an opportunity to review management responses and derive policy lessons that can better prepare society for the next one. Here we take stock of how California’s cities and suburbs have responded to recent droughts, review the state’s evolving role in urban drought management, and recommend actions to increase urban areas’ drought resilience. California’s urban water supply system is complex and highly decentralized, with 400-plus utilities serving more than 90 percent of the state’s residents. Following the hard lessons learned from the 1976–77 and 1987–92 droughts, these utilities made substantial investments in drought resilience. This included diversifying supplies with new surface and underground storage, interconnections with neighboring suppliers, recycled wastewater, and water transfer agreements, as well as freeing up supplies by reducing indoor water use. Consequently, urban water suppliers generally believed they were prepared as the state entered a five-year drought in 2012.

Ecological resilience is a powerful heuristic for ecosystem management in the context of rapid environmental change. Significant efforts are underway to improve the resilience of biodiversity and ecological function to extreme events and directional change across all types of landscapes, from intact natural systems to highly modified landscapes such as cities and agricultural regions. However, identifying management strategies likely to promote ecological resilience remains a challenge. In this article, we present seven core dimensions to guide long-term and large-scale resilience planning in highly modified landscapes, with the objective of providing a structure and shared vocabulary for recognizing opportunities and actions likely to increase resilience across the whole landscape. We illustrate application of our approach to landscape-scale ecosystem management through case studies from two highly modified California landscapes, Silicon Valley and the Sacramento–San Joaquin Delta. We propose that resilience-based management is best implemented at large spatial scales and through collaborative, cross-sector partnerships.

California’s Groundwater Update 2013 compiles and analyzes readily available groundwater information to characterize California’s groundwater basins, aquifers, and well infrastructure. It also presents data and analysis related to groundwater monitoring efforts, aquifer conditions in response to extraction, groundwater management practices, and conjunctive management programs. It expands and enhances baseline groundwater information on a regional scale, identifies challenges associated with sustainable groundwater management, and helps guide implementation of diverse resource management strategies. The set of data, information, and analysis developed can help local and regional groundwater managers, as well as individual well owners, better understand California’s hidden and commonly misunderstood resource. Water has long been a key factor in California's social and economic development.  The water has come about equally from groundwater (water stored underground in permeable rock or soil formations) and from surface water.  Although many reports describing the statewide surface resource have been published, very few reports have been devoted to a statewide groundwater appraisal. This report provides a summary of the vast amount of information available on individual groundwater basins.  It also describes past, present, and possible future management of the groundwater resource.
