Daily temperature and precipitation over California at a resolution of 1/16° (about 6 km, or 3.7 miles) were generated to support climate change impact studies for the energy system and other sectors featured in the California’s Fourth Climate Change Assessment. The data, derived from 32 coarse-resolution (~ 100 km) global climate models (GCMs), were bias corrected and downscaled using the Localized Constructed Analogues (LOCA) statistical method. The data cover 1950-2005 for the historical period and 2006-2100 for two future climate projections using medium and high greenhouse gas and aerosol emissions scenarios. Statewide, temperature is projected to increase 2-4 °C (medium emissions scenario) to 4-7 °C (high emissions scenario) by the end of this century. Precipitation shows fewer wet days, wetter winters, drier springs and autumns, and an increase in dry years as well as maximum precipitation in a single day. Ten GCMs that closely simulate California’s climate are identified for studies where all 32 GCMs cannot be used. Additional variables were downscaled for these 10, including wind speed, specific and relative humidity, and surface solar radiation. Four models that span the temperature and precipitation changes from the 10 are identified for studies that cannot accommodate the 10. Wind speed shows small decreases, while relative humidity changes are more complicated, with coastal increases but decreases inland. Surface solar radiation shows small Southern California increases in spring. The downscaled fields were applied to the Variable Infiltration Capacity (VIC) land surface model to develop snow cover, soil moisture, runoff, water loss from plants, surface heat fluxes, and other parameters. Moisture deficit is projected to increase over much of the state, particularly Northern California and the Sierra Nevada, while top level soil moisture is projected to decrease, particularly in Southern California. Most streamflows shift to earlier in the year, with the bigger shifts experienced in basins which currently have substantial contributions from snowmelt. Two versions of a 20-year dry spell were identified from one of the GCM simulations to investigate future drought: the original episode from 2051-2070, and one shifted earlier in the century with temperatures consistent with 2023-2042. For both, we provide downscaled temperatures and precipitation along with VIC hydrological output. Sea level rise (SLR) projections for California were generated using a probabilistic approach employing estimates of the components that contribute to global and regional SLR, including new science on the possibility of increased contribution from Antarctica. Hourly projections of sea level at selected coastal locations were generated out to 2100 that include tides, regional and local weather influences, and short period Pacific climate fluctuations along with the aforementioned sea level rise scenarios. Narrow corridors of water vapor transport known as atmospheric rivers (ARs) contribute to extreme precipitation and flooding along the West Coast of the United States, but knowledge of their influence over the interior is limited. Here, the authors use Interim European Centre for Medium-Range Weather Forecasts (ECMWF) Re-Analysis (ERA-Interim) data, Climate Prediction Center (CPC) precipitation analyses, and Snowpack Telemetry (SNOTEL) observations to describe the characteristics of cool-season (November–April) ARs over the western United States. It is shown that AR frequency and duration exhibit a maximum along the Oregon–Washington coast, a strong transition zone upwind (west) of and over the Cascade–Sierra ranges, and a broad minimum that extends from the “high” Sierra south of Lake Tahoe eastward across the central Great Basin and into the deep interior. East of the Cascade–Sierra ranges, AR frequency and duration are largest over the interior northwest, while AR duration is large compared to AR frequency over the interior southwest. The fractions of cool-season precipitation and top-decile 24-h precipitation events attributable to ARs are largest over and west of the Cascade–Sierra ranges. Farther east, these fractions are largest over the northwest and southwest interior, with distinctly different large-scale patterns and AR orientations enabling AR penetration into each of these regions. In contrast, AR-related precipitation over the Great Basin east of the high Sierra is rare. These results indicate that water vapor depletion over major topographic barriers is a key contributor to AR decay, with ARs playing a more prominent role in the inland precipitation climatology where lower or less continuous topography facilitates the inland penetration of ARs.

The internal intensity distributions of precipitation systems are closely related to precipitation dynamics. Understanding its climatology and changing characteristics is important for comprehending climate change, enhancing atmospheric model, and obtaining accurate hydrologic responses. However, due to the various limitations of precipitation observations, the internal intensity distributions of global precipitation systems have not been thoroughly investigated. This study uses the Integrated Multi-satellitE Retrievals for Global Precipitation Measurement (IMERG) data during 2001-2020 to investigate the internal intensity distributions of global precipitation systems, by analyzing the climatology and changes in the radial intensity distributions and the core-region intensity of precipitation systems. The results indicate that precipitation systems with larger spatial sizes tend to have higher intensity. Small- and medium-size precipitation systems exhibit the most obvious changes in the inner regions of precipitation systems, with higher intensity during 2001-2010 than 2011-2020. The large-size precipitation systems have slightly higher intensity at each radius of the systems during 2011-2020. Upon further investigation of the core-region intensity of precipitation systems, the small- and medium-size precipitation systems both exhibit significant decreases during 2001-2020 with trends at -1.13 and -2 mm/h per century, respectively. The large-size precipitation systems exhibit nonsignificant increasing trends during 2001-2020. The results also show regional differences, with decreased core-region intensity over most tropical regions and increased core-region intensity over most subtropical regions. This study provides an alternative perspective on the climatology and changing features of precipitation from the system view, and the results revealed could have significant implications on global climate change.

The Colorado River Basin currently faces unprecedented stresses. Persistent dry conditions since 2000, along with the increasing recognition that warming temperatures are impacting the hydrology of the basin, have led to great concerns about the long-term reliability of basin water supplies. With ever-higher stakes for water resource planning and decision making, an even greater emphasis is placed on the tools that support those activities, notably Reclamation’s operations and planning models and similar models used at other agencies. The usefulness of these system models depends on many types of datasets and forecasts that serve as inputs to them, as well as the research and scientific understanding underpinning this complex chain of data and models. The development and refinement of the different links of the chain necessarily involves researchers, forecasters, and water managers. New research efforts have advanced our understanding of the hydroclimate of the basin and how key hydroclimate processes, variability, and changes can be captured in data and models. This rapid expansion of the scientific knowledge base, and the increasing complexity of the data and models used to operationalize that knowledge, parallel the growing uncertainties about the future climate and hydrology. Accordingly, basin stakeholders have recognized the importance of reassessing the scientific and technical basis for management and planning.

Skillful multi-year climate forecasts provide crucial information for decision-makers and resource managers to mitigate water scarcity, yet such forecasts remain challenging due to unpredictable weather noise and the lack of dynamical model capability. Here we demonstrate that the annual water supply of the Colorado River is predictable up to several years in advance by a drift-free decadal climate prediction system using a fully coupled climate model. Observational analyses and model experiments show that prolonged shortages of water supply in the Colorado River are significantly linked to sea surface temperature precursors including tropical Pacific cooling, North Pacific warming, and southern tropical Atlantic warming. In the Colorado River basin, the water deficits can reduce crop yield and increase wildfire potential. Thus, a multi-year prediction of severe water shortages in the Colorado River basin could be useful as an early indicator of subsequent agricultural loss and wildfire risk.

This Technical Note documents the process used to develop the Daily Water Supply Forecast procedures and serves as a guide for helping users interpret the results. This product was developed to supplement official water supply forecasts generated at the beginning of each month during the water supply season. The water resource community requested daily calibrated water supply forecasts to aid in the assessment of increased climate variability. The Natural Resources Conservation Service (NRCS) National Water and Climate Center (NWCC) developed these procedures that use hydroclimatic data collected by the SNOTEL and USGS data networks.

Recent decreases in Arctic sea ice cover and the probability of continued decreases have raised the question of how reduced Arctic sea ice cover will influence extrapolar climate. Using a fully coupled earth system model, we generate one possible future Arctic sea ice distribution. We use this ‘‘future’’ sea ice distribution and the corresponding sea surface temperatures (SSTs) to run a fixed SST and ice concentration experiment with the goal of determining direct climate responses to the reduction in Arctic sea ice that is projected to occur in the next 50 years. Our results indicate that future reductions in Arctic sea ice cover could significantly reduce available water in the American west and highlight the fact that the most severe impacts of future climate change will likely be at a regional scale.

Mountain snowpack stores a significant quantity of water in the western US, accumulating during the wet season and melting during the dry summers and supplying much of the water used for irrigated agriculture, and municipal and industrial uses. Updating our earlier work published in 2005, we find that with 14 additional years of data, over 90% of snow monitoring sites with long records across the western US now show declines, of which 33% are significant (vs. 5% expected by chance) and 2% are significant and positive (vs. 5% expected by chance). Declining trends are observed across all months, states, and climates, but are largest in spring, in the Pacific states, and in locations with mild winter climate. We corroborate and extend these observations using a gridded hydrology model, which also allows a robust estimate of total western snowpack and its decline. We find a large increase in the fraction of locations that posted decreasing trends, and averaged across the western US, the decline in average April 1 snow water equivalent since mid-century is roughly 15–30% or 25–50 km3, comparable in volume to the West’s largest man-made reservoir, Lake Mead.

Mountain snowpack serves as an immense natural water reservoir, and knowledge of snow conditions helps predict seasonal water availability and offers critical early warning of hydrologic drought. This paradigm faces an impending challenge given consensus that a smaller fraction of future precipitation will fall as snow. Here, we apply downscaled hydrologic simulations from 28 climate model projections to show that by mid-century (2036–2065), 69% of historically snowmelt-dominated areas of the western United States see a decline in the ability of snow to predict seasonal drought, increasing to 83% by late century (2070–2099). Reduced predictability arises when peak snowpack approaches zero or because of decreased warm-season runoff efficiency. Changes in drought prediction skill show significant (P < 0.01) elevation dependence, with lower-elevation coastal areas most impacted by warming. Ancillary predictive information can only partially mitigate snow-based predictability losses to 65% of areas, underscoring the importance of declining future snowpack.
