Many West Coast salmon and steelhead (Oncorhynchus spp.) stocks have declined substantially from their historic numbers and now are at a fraction of their historical abundance. Several factors contribute to these declines, including: overfishing, loss of freshwater and estuarine habitat, hydropower development, poor ocean conditions, and hatchery practices. These factors collectively led to the National Marine Fisheries Service’s (NMFS) listing of 28 salmon and steelhead stocks in California, Idaho, Oregon, and Washington under the Federal Endangered Species Act (ESA). The ESA, under section 4(c)(2), directs the Secretary of Commerce to review the listing classification of threatened and endangered species at least once every 5 years. A 5-year review is a periodic analysis of a species’ status conducted to ensure that the listing classification of a species as threatened or endangered on the List of Endangered and Threatened Wildlife and Plants (List) (50 CFR 17.11 – 17.12; 50 CFR 223.102, 224.101) is accurate (USFWS and NMFS 2006; NMFS 2020). After completing this review, the Secretary must determine if any species should: (1) be removed from the list; (2) have its status changed from endangered to threatened; or (3) have its status changed from threatened to endangered. If, in the 5-year review, a change in classification is recommended, the recommended change will be further considered in a separate rule-making process. The most recent 5-year review analysis for West Coast salmon and steelhead occurred in 2016. This document describes the results of the 2024 review of ESA-listed Northern California steelhead (NC steelhead). A 5-year review is: • A summary and analysis of available information on a given species; • The tracking of a species’ progress toward recovery; • The recording of the deliberative process used to make a recommendation on whether or not to reclassify a species; • A recommendation on whether reclassification of the species is indicated.

The Sacramento-San Joaquin Delta (Delta) is an expansive river delta supplying a large portion of California’s fresh water for agriculture and residential use, and it is also an area of critical habitat for numerous state and federally listed species of concern. In many locations, urban stormwater flows directly into the Delta. 6PPD-quinone (6PPD-Q), an ozonation byproduct of a tire antiozonant 6PPD, has been shown to enter surface water via these pathways and can cause various toxicological effects, including acute urban mortality syndrome to coho salmon (Oncorhynchus kisutch) at low levels (LC50 = 41 and 95 ng/L for juveniles and adults, respectively). Here, we quantified 6PPD-Q in 61 archived Delta water extracts collected between 2018 and 2024 and found concentrations up to 21 ng/L. Currently, no 6PPD-Q presence and/or quantitative data is available for this complex and diverse ecosystem. Little is known regarding long-term storage of 6PPD-quinone in solvent extracts, so 6PPD-Q observations document its presence in the study area and provide evidence that further sampling may be warranted to better quantify environmental concentrations. Consistent with the general understanding of 6PPD-Q transport, all detections observed were in samples collected during or immediately after a precipitation event. This work provides environmentally relevant concentration data to complement ongoing toxicological investigations of 6PPD-Q in Delta organisms and suggests there are research opportunities for a more robust survey of 6PPD-Q inputs into the Delta.

n this community-led pilot study we sought to investigate the utility of expanded per- and polyfluoroalkyl substances (PFAS) testing for drinking water, using a targeted analysis for 70 PFAS and the Total Oxidizable Precursor (TOP) Assay which can indicate the presence of precursor PFAS. PFAS were detected in 30 out of 44 drinking water samples across 16 states; 15 samples would exceed US EPA's proposed maximum contaminant levels for six PFAS. Twenty-six unique PFAS were identified, including 12 not covered by either US EPA Methods 537.1 or 533. An ultrashort chain PFAS, PFPrA, had the highest frequency of detection, occurring in 24 of 30 samples. It was also the PFAS reported at the highest concentration in 15 of these samples. We created a data filter to model how these samples would be reported under the upcoming fifth Unregulated Contaminant Monitoring Rule (UCMR5) requirements. All of the 30 samples with PFAS quantified by the 70 PFAS test had one or more PFAS present that would not be captured if the UCMR5 reporting requirements were followed. Our analysis suggests the upcoming UCMR5 will likely underreport PFAS in drinking water, due to limited coverage and higher minimum reporting limits. Results were inconclusive on the utility of the TOP Assay for monitoring drinking water. The results from this study provide important information to community participants regarding their current PFAS drinking water exposure. In addition, these results suggest gaps that need to be addressed by regulatory and scientific communities, in particular, the need for expanded targeted analysis of PFAS, the development of a sensitive, broad spectrum PFAS test, and further investigation into ultrashort chain PFAS.

A 39-cm sediment core from Castle Lake, California (USA) spans the last ~ 450 years and was analyzed for diatoms and organic geochemistry (δ15N, δ13C, and C:N), with the goal of determining sensitivity to natural climate variation and twentieth century anthropogenic effects. Castle Lake is a subalpine, nitrogen-limited lake with ~ 5 months of annual ice cover. Human impacts include light recreational use, past fish stocking, and experimental use by the Castle Lake Research Station. The base of the core (below 32 cm; pre mid-1700s) represents the period of maximum ice cover. In contrast, the end of the Little Ice Age (mid 1700s–early 1800s) is dominated by cyclotelloids (mostly Discostella stelligera), indicating significant open-water periods, a condition that persisted into the early 1900s. Cyclotelloids began to decline in the 1960s and were replaced by the Fragilaria tenera grp. (peak in 1970s), succeeded by Asterionella formosa (peak ~ 2010), and accompanied by a reduction in δ15N values and a decrease in C:N that may represent increased atmospheric nitrogen deposition. Another anthropogenic signal was discerned in the core and was interpreted to be the result of an ammonium nitrate fertilization experiment of the epilimnion that was conducted in 1980 and 1981. This signal was manifested in the core largely by a negative excursion in δ15N, possibly caused by fractionation during denitrification in surface sediment. A phytoplankton monitoring dataset collected by the Castle Lake Research Station from 1967 to 1984 corroborates the timing of increased araphid euplanktonic species in the 1970s, and increases in two benthic diatoms (Staurosirella pinnata and Tabellaria fenestrata), entrained in the phytoplankton tows during the experimentation years. Both ice cover and nitrogen addition appear to be strong drivers that affected the lake diatoms, although additional drivers, such as fish stocking and associated cascade effects need further exploration. These data will be helpful for interpreting longer core records from Castle Lake, should the opportunity arise, as well as cores from similar systems in the region.

This study is focused on nitrogen loading from a wide variety of crop and land-use types in the Central Valley, California, USA, an intensively farmed region with high agricultural crop diversity. Nitrogen loading rates for several crop types have been measured based on field-scale experiments, and recent research has calculated nitrogen loading rates for crops throughout the Central Valley based on a mass balance approach. However, research is lacking to infer nitrogen loading rates for the broad diversity of crop and land use types directly from groundwater nitrate measurements. Relating groundwater nitrate measurements to specific crops must account for the uncertainty about and multiplicity in contributing crops (and other land uses) to individual well measurements, and for the variability of nitrogen loading within farms and from farm to farm for the same crop type. In this study, we developed a Bayesian regression model that allowed us to estimate land-use-specific groundwater nitrogen loading rate probability distributions for 15 crop and land-use groups based on a database of recent nitrate measurements from 2149 private wells in the Central Valley. The water and natural, rice, and alfalfa and pasture groups had the lowest median estimated nitrogen loading rates, each with a median estimate below 5 kg N ha -1 yr -1. Confined animal feeding operations (dairies) and citrus and subtropical crops had the greatest median estimated nitrogen loading rates at approximately 269 and 65 kg N ha -1 yr-1, respectively. In general, our probability-based estimates compare favorably with previous direct measurements and with mass-balance-based estimates of nitrogen loading. Nitrogen mass-balance-based estimates are larger than our groundwater nitrate derived estimates for manured and non-manured forage, nuts, cotton, tree fruit, and rice crops. These discrepancies are thought to be due to groundwater age mixing, dilution from infiltrating river water, or denitrification between the time when nitrogen leaves the root zone (point of reference for mass-balance derived loading) and the time and location of groundwater measurement.

Wildfires pose a risk to water supplies in the western U.S. and many other parts of the world, due to the potential for degradation of water quality. However, a lack of adequate data hinders prediction and assessment of post-wildfire impacts and recovery. The dearth of such data is related to lack of funding for monitoring extreme events and the challenge of measuring the outsized hydrologic and erosive response after wildfire. Assessment and prediction of post-wildfire surface water quality would be strengthened by the strategic monitoring of key parameters, and the selection of sampling locations based on the following criteria: (1) streamgage with pre-wildfire data; (2) ability to install equipment that can measure water quality at high temporal resolution, with a focus on storm sampling; (3) minimum of 10% drainage area burned at moderate to high severity; (4) lack of major water management; (5) high-frequency precipitation; and (6) availability of pre-wildfire water-quality data and (or) water-quality data from a comparable unburned basin. Water-quality data focused on parameters that are critical to human and (or) ecosystem health, relevant to water-treatment processes and drinking-water quality, and (or) inform the role of precipitation and discharge on flow paths and water quality are most useful. We discuss strategic post-wildfire water-quality monitoring and identify opportunities for advancing assessment and prediction. Improved estimates of the magnitude, timing, and duration of post-wildfire effects on water quality would aid the water resources community prepare for and mitigate against impacts to water supplies.

Assessment and monitoring of surface water quality are essential for food security, public health, and ecosystem protection. Although water quality monitoring is a known phenomenon, little effort has been made to offer a comprehensive and harmonized dataset for surface water at the global scale. This study presents a comprehensive surface water quality dataset that preserves spatio-temporal variability, integrity, consistency, and depth of the data to facilitate empirical and data-driven evaluation, prediction, and forecasting. The dataset is assembled from a range of sources, including regional and global water quality databases, water management organizations, and individual research projects from five prominent countries in the world, e.g., the USA, Canada, Ireland, England, and China. The resulting dataset consists of 2.82 million measurements of eight water quality parameters that span 1940 - 2023. This dataset can support meta-analysis of water quality models and can facilitate Machine Learning (ML) based data and model-driven investigation of the spatial and temporal drivers and patterns of surface water quality at a cross-regional to global scale.

A Delta Renewed and the larger Delta Landscapes project are part of an ongoing effort to address these critically important challenges. They provide guidance for restoration that renews critical functions over time without having major negative impacts on the current human enterprise in the Delta area and on other areas dependent on its services. The idea is to determine the most efficient ways to recover Delta functioning so that human benefits are maintained, while investing in process-based recovery of landscape functions. The scientists working on this project assume that this goal is best achieved if we can understand how the Delta functioned before major European modification. We can then use that knowledge as a guide to developing a diverse portfolio of habitats and connections that might sustain native species, and the attributes of a healthy Delta into the future. The effort to reconstruct the Delta of the early 1800s has been challenging, but is now completed. The next step is to devise management scenarios that will recover important functions and native species where possible. There is no intent to try to recreate the Delta of the past. That is impossible without sacrificing our objective of maintaining and even improving the human enterprises now present. What is essential now is to obtain general agreement among all of the stakeholders, which includes all citizens of California, that the Delta should be managed for the benefit of people and wildlife in a sustainable way. Given the uncertainties inherent in any large-scale reconciliation effort, there is a real need to appreciate the complex interactions and inter-dependencies that characterize the various components of the Delta landscape. There is also a need to understand the uncertainties of future climate change and to recognize the diversity of needs among our fellow citizens. Our hopes for success will ultimately depend on generating a spirit of cooperation for the common good. It won’t be easy, but the stakes are high. The Delta Landscapes project is dedicated to that goal.
