The Central Valley Flood Protection Plan (CVFPP) describes a programmatic vision for improving flood risk management throughout the Central Valley. Prepared by the California Department of Water Resources (DWR) in accordance with the Central Valley Flood Protection Act of 2008 (Act) and adopted by the Central Valley Flood Protection Board (CVFPB) in June 2012, the CVFPP guides the State’s participation in managing flood risk in areas protected by the State Plan of Flood Control (SPFC). The Public Draft 2022 CVFPP Update is the second update required every five years by the Act. The CVFPP recommends actions and policies informed by engagement with stakeholders and partners and prioritizes investments over a 30-year horizon. In 2018, Los Angeles County voters overwhelmingly approved “Measure W” — a 2.5 cent per square foot parcel tax on impervious surface on all land parcels within the LA County Flood Control District to fund multi-benefit stormwater infrastructure. The Safe Clean Water Program (SCWP) was developed to distribute and manage the funds raised, approximately $280M annually. The SCWP operates through three distinct programs: the District Program (10% of funds), the Municipal Program (40% of funds), and the Regional Program (50% of funds). The Regional Program has recently completed its third round of funding awarded through a competitive grant process. This assessment focuses on how the Regional Program is performing in achieving the SCWP’s overarching goals of water quality, water supply, and community investment benefits as provided in the ordinance authorizing this measure for the ballot. It also explores how well the program is meeting its goals around community engagement and support, benefits to disadvantaged communities, and green workforce development. The purpose of this assessment is to help the SCWP’s Regional Oversight Committee (ROC) and ultimately other decision-makers such as the LA County Board of Supervisors better understand what is working well with the program and where improvements could be made as part of the biennial review.

The Problem: Stormwater and runoff rushes down the street, picking up trash and toxic pollutants. On a rainy day, over 10 billion gallons of contaminated stormwater flows directly — untreated — into rivers, creeks, lakes and our bay and coastal waters. Polluted stormwater and urban runoff include toxins and pathogens that can affect our health, drinking water supplies, and the health of marine life. Contaminants include: Industrial solvents, paints and chemicals; heavy metals like lead, mercury, chromium and arsenic; infection-causing bacteria; pesticides and fertilizers; and trash like plastics, cigarette butts, candy wrappers and syringes. *The proposed solution, a parcel tax to fund stormwater remediation and capture projects, failed before the Los Angeles County Board of Supervisors in 2013.

The sequence of wildfires followed by debris flows, frequently affects southern California, reflecting its drought-heavy precipitation climate bipolarity. Organic debris from incomplete burning is lighter than inorganic matter, and partially inviscid. Hence lower rainfall totals can trigger downslope motion than typically required by the underlying clasts of loose inorganic granular material. After advection downslope, the pebble-laden organic debris has a higher capacity for rilling; a positive feedback process. A mechanism is proposed whereby boulders are ‘rafted’ by organic debris. This coordinated movement of boulders greatly enhances the debris flow erosion capacity. This climate change sensitive debris flow enhancing mechanism, through organic–inorganic granular material interaction, is supported by observations and the numerical simulations. Using a model explicitly parameterizing erosion processes, including runoff entrainment, rilling incision, and bank collapse, the lifecycle of the Montecito debris flow of January 9, 2018 is simulated, providing quantitative estimates of mass conveyed and debris sorting at the terminus. Peak rafting speeds are ~ 12.9 m/s at ~ 300 m asl. Total boulder (effective diameter > 25 cm) volume involved for the Ysidro Creek area alone is ~ 5 × 104 m3, scattered between the region 50–260 m asl. Debris flows are highly repeatable and locations prone to debris flows are identified and their likelihood of realization estimated.

The 2014 update of the RMP PCB Strategy called for a multi-year effort to implement the recommendations of the PCB Synthesis Report (Davis et al. 2014) pertaining to:  1. identifying margin units that are high priorities for management and monitoring,  2. development of conceptual models and mass budgets for margin units downstream of watersheds where management actions will occur, and  3. monitoring in these units as a performance measure.  The goal of the effort is to inform the review and possible revision of the PCB TMDL and the reissuance of the Municipal Regional Permit for Stormwater (MRP), both of which are tentatively scheduled to occur in 2020. Conceptual model development for four priority margin units (PMUs) that are high priorities for management and monitoring will provide a foundation for establishing effective and efficient monitoring plans to track responses to load reductions and will also help guide planning of management actions. The Emeryville Crescent (the Crescent) is the subject of this report and the first PMU to be studied.
