In the California Sacramento-San Joaquin Delta (Delta), levee failure could cause catastrophic flooding, potentially causing injury or loss of life, and possibly damaging property, water supply, infrastructure, and environmental resources of importance to the entire State of California (State). Though levee maintenance and improvements over the past three decades have reduced the frequency of levee failures, the State has no comprehensive method to prioritize its investments in Delta levees operations, maintenance, and improvement projects. The Delta Plan, adopted on May 16, 2013, recommends that the Delta Stewardship Council (Council), in consultation with the California Department of Water Resources (DWR), the Central Valley Flood Protection Board (CVFPB), the Delta Protection Commission (DPC), local agencies, and the California Water Commission, implement California Water Code (CWC) section 85306 by developing a Delta Levees Investment Strategy (DLIS) to identify funding priorities for State investments in Delta levees. The DLIS is an innovative approach for determining priorities for State funds for levee improvement in the Delta and Suisun Marsh. The DLIS, which considers the assets protected by levees, the threats to levees, and the multiple beneficiaries of levee investments, uses a risk analysis methodology to recommend priorities for State investments in levee operations, maintenance, and improvements. This methodology was developed in close coordination with State agency partners, local and regional flood management and emergency response planning agencies, and other interested parties. In total, the Council worked with 113 different stakeholders and conducted 10 public meetings, 60 stakeholder outreach meetings, and 60 interagency coordination meetings. The Council also discussed DLIS issues at 38 Council meetings and workshops, which provided opportunities for public comment. The DLIS team developed a Decision Support Tool (DST) to enable the Council and stakeholders to review and update the data and analysis that form the basis of the risk evaluation. The DST supports deliberations by summarizing information about baseline and future risks, aggregating and displaying risks, and then identifying portfolios of investments that have the potential to reduce risk to State interests. The data components in the DST are designed to be updated as new information is collected or identified.

Levees in California’s Sacramento-San Joaquin Delta (Delta) reduce flood risk to people, property, natural resources, and infrastructure systems of statewide importance. Levee failure (such as a levee breach) could cause devastating flooding, potentially resulting in injury or loss of life, damage to property and infrastructure, disruption of water supply, and harm to environmental resources of statewide significance. Currently, the State of California (State) does not have a long-term strategy to guide future investments of its limited funding for Delta levees. The 2009 Delta Reform Act directed the Delta Stewardship Council (Council) to lead the effort to develop and recommend priorities for State investments in Delta levees to reduce flood risks and to advance the coequal goals of water supply reliability and restoring the Delta ecosystem. Working closely with other agencies and the public, the Council is developing a Delta Levees Investment Strategy (DLIS) to establish priorities for State investments in the Delta levee system. Risk, the potential for an unwanted outcome, is a principal factor in establishing priorities for State investments in levees. Specifically, risk is the probability that an adverse event (such as a flood or earthquake) will occur multiplied by the consequences of that event: Risk = Probability x Consequences As presented in this report, the DLIS is based on a comprehensive methodology that quantifies risk by considering the threats to Delta levees and the assets protected by Delta levees. The DLIS also considers the multiple beneficiaries of Delta levee investments. Building on the results of previous Delta levee planning efforts, the DLIS collects and uses the best available existing data and information from numerous sources to evaluate risks to State interests in the Delta as defined by risk to public safety; property and infrastructure; water supply reliability; the Delta ecosystem; and the unique attributes of the Delta as an evolving place. The DLIS evaluates those risks under current and potential future conditions. In early 2015, the DLIS team prepared an Interim Progress Report summarizing the work conducted during the first 9 months of the DLIS project. The report focused primarily on the methodologies planned for implementing the DLIS project to facilitate a “mid-course” review by an independent science panel, which completed its work in July 2015. Panel members offered comments for improvement and concluded that the “overall methodology of using existing data, identifying important metrics, aggregating results, and making comparisons across islands is conceptually sound” (Mitchell et al. 2015). The DLIS project includes outreach to State and local agencies, concerned stakeholders in the Delta, knowledgeable technical resources, owners and operators of Delta infrastructure, and Delta leaders and residents. The final methodologies employed in the DLIS project are reported herein and incorporate the input from the independent science panel as well as feedback and comments resulting from the outreach efforts.

Because of its considerable water management partnerships with the federal government, the Department of Water Resources (DWR) has a policy that all economic analyses conducted for its internal use on programs and projects be fundamentally consistent with the federal Economics and Environmental Principles and Guidelines for Water and Related Land Resources Implementation Studies (P&G), which was adopted by the US Water Resources Council on March 10, 1983. The P&G set forth principles “…intended to ensure proper and consistent planning by federal agencies in the formulation and evaluation of water and related land resources implementation studies…” and guidelines that “…establish standards and procedures for use by federal agencies in formulating and evaluating alternative plans for water and related land resources implementation studies.” It is also DWR policy to adopt, maintain, and periodically update its own Economics Analysis Guidebook, which is consistent with the P&G but can also incorporate innovative methods and tools when appropriate. This policy is necessary because (a) the P&G has not been updated for more than 20 years, (b) federal and State economic analyses sometimes have different regional analysis perspectives, and (c) water management projects and programs have become more complex. The Economics Analysis Guidebook (Guidebook) was developed to assist DWR economists in performing economic analyses and, more importantly, to explain economics concepts, methods, and tools to non-economist staff, program managers, and management within DWR. This Guidebook should be used in conjunction with the federal P&G in the preparation of project feasibility and socioeconomic impact analyses. If DWR is partnering with a federal agency during the preparation of a feasibility study, then the P&G will have precedence over this Guidebook in determining the federal National Economic Development Plan. However, this Guidebook may help DWR identify a “Locally Preferred Plan” that is preferable from a State or local perspective rather than a National Economic Development Plan, which otherwise might have been implemented with strict adherence to the P&G. It addresses environmental, seismic, water quality and climate change threats to the existing water conveyance infrastructure in the Delta and complements efforts to improve ecological functions being advanced by the state’s California EcoRestore program. During this planning process that now spans more than 11 years, economic principles for measuring costs and benefits have been applied over time in various reports to review the values of water system and ecosystem improvements and to help advance public discussion and debate. Such cost-benefit analyses have gone beyond what is legally required because of the statewide significance of the project. This most recent analysis is intended to help examine the evolved project and the related costs and benefits of the potenti al participants in both the urban and agricultural sectors. After several years of analysis, the California Department of Water Resources is considering an option to implement the California WaterFix project in two Stage s. Stage I would consist of two 3,000-cfs intakes connected to one 40-ft diameter tunnel. From the intakes, water would be conveyed by gravity flow to a 6,000-c fs pumping plant that lifts it into Clifton Court Forebay. Stage II of the California WaterFix would consist of an additional 3,000-cfs intake connected to a second tunnel. Because not all aspects of financing and project participation have been decided at present, this report considers Stage I costs and benefits in multiple alternative scenarios. These scenarios include whether i) low - interest federal financing will be available to cover a share of project costs, ii) revenues will be collected for federal contractors’ use of up to 1,000-cfs of the Stage I project or whether the State Water Contractors will make use of the entire capa city , and iii) trading of project capacity will be allowed among t he State Water Contractors . Participants in Stage II of the California WaterFix are not currently known. Depending on the evolution of environmental regulations, water demands and climate, state and federal water agencies may decide to implement Stage II at some point in the future. At that time, a detailed cost - benefit analysis of Stage II can be completed. The analysis described in this report concludes that Stage I of the California WaterFix passes a cost - benefit test for SWP urban and agricultural agencies under all scenarios analyzed . T he ability of project participants to trade their shares in the project is highly beneficial to SWP agricultural agencies, as is the availability of federal low - interest financing . The analysis also indicates that federal contractors south of the Delta receive benefits in excess of costs from the use of up to 1,000-cfs of Stage 1 project capacity. The State Water Project contractors would also receive positive net benefits were they to use all 6,000-cfs of capacity.

California is enduring its third driest year on record as agricultural, urban and environmental demands for water are at an all-time high. This report presents an assessment of the economic impacts of the 2014 drought on crop production, livestock and dairies using a suite of models. This analysis extends the preliminary estimates of the Central Valley drought impacts released May 19, 2014 (Howitt et al. 2014) to include: •Broadened coverage of the Statewide Agricultural Production Model (SWAP) to include majoragricultural areas on California's central and south coasts and inland farms of the Imperial,Coachella and Palo Verde valleys, •Updated SWAP agricultural production and economic impact estimates for the Central Valleyusing the most current data available, •Estimated Central Valley impacts if the drought persists through 2015 and 2016, includingeconomic effects and the impact of increasing groundwater depletion and pumping depths usingthe California Department of Water Resources’ (DWR) C2VSIM model, •Estimated fallowing of cropland due to drought using the SWAP model, •Estimated losses to dairies and livestock using a supply elasticity approach based on pasturelosses and feed crop prices, and •Comments on the preliminary draft from various state agencies. The study finds that the 2014 drought will result in a 6.6 million acre-foot reduction in surface water available to agriculture. This loss of surface water will be partially replaced by increasing groundwater pumping by 5 million acre-feet. The resulting net water shortage of 1.6 million acre-feet will cause losses of $810 million in crop revenue and $203 million in dairy and other livestock value, plus additional groundwater pumping costs of $454 million. These direct costs to agriculture total $1.5 billion. The total statewide economic cost of the 2014 drought is $2.2 billion, with a total loss of 17,100 seasonal and part-time jobs. Table ES-1 summarizes the key findings of the study.
