The Guadalupe River watershed has a long history of urbanization and is the location of a historic mining district that produced 40 million kg of mercury (Hg) during operation. The river system is listed as impaired and is a large pathway of Hg to San Francisco Bay. The TMDL calls for stakeholders to reduce load to an average of 9.4 kg per year over 20 years by removing H-laden wastes in the mining and urban areas and implementing other treatment practices. To demonstrate success, the stakeholders are documenting management efforts and have been conducting water sampling to show that average loads are decreasing or that Hg concentrations on suspended particles are trending towards the TMDL target of 0.2 mg/kg (dry wt., annual median). The Guadalupe River is capable of flows >10,000 cfs, and a flood flow of >6,000 cfs has a return interval of approximately 1:5 years yet most sampling has occurred at flows <4,000 cfs. Since most Hg is transported in the system during large storm events when Hg can be mobilized from the historic mining district, it is essential to measure the Hg load during these rare events. The main objective of this study was to sample and estimate loads during such a rare events.

Communities across the U.S. are discovering drinking water contaminated by perfluoroalkyl and polyfluoroalkyl substances (PFAS) and determining appropriate actions. There are currently no federal PFAS drinking water standards despite widespread drinking water contamination, ubiquitous population-level exposure, and toxicological and epidemiological evidence of adverse health effects. Absent federal PFAS standards, multiple U.S. states have developed their own healthbased water guideline levels to guide decisions about contaminated site cleanup and drinking water surveillance and treatment. We examined perfluorooctanoic acid (PFOA) and perfluorooctane sulfonate (PFOS) water guideline levels developed by the U.S. Environmental Protection Agency (EPA) and state agencies to protect people drinking the water, and summarized how and why these levels differ. We referenced documents and tables released in June 2018 by the Interstate Technology and Regulatory Council (ITRC) to identify states that have drinking water and groundwater guideline levels for PFOA and/or PFOS that differ from EPA’s health advisories (HAs). We also gathered assessment documents from state websites and contacted state environmental and health agencies to identify and confirm current guidelines. Seven states have developed their own water guideline levels for PFOA and/or PFOS ranging from 13 to 1000 ng/L, compared to EPA’s HA of 70 ng/L for both compounds individually or combined. We find that the development of PFAS guideline levels via exposure and hazard assessment decisions is influenced by multiple scientific, technical, and social factors, including managing scientific uncertainty, technical decisions and capacity, and social, political, and economic influences from involved stakeholders. Assessments by multiple states and academic scientists suggest that EPA’s HA is not sufficiently protective. The ability of states to develop their own guideline levels and standards provides diverse risk assessment approaches as models for other state and federal regulators, while a sufficiently protective, scientifically sound, and enforceable federal standard would provide more consistent protection.

In support of PCB modeling for San Leandro Bay, a Priority Margin Unit (PMU) for PCB load reduction in the estuary, fish samples of four species (topsmelt, shiner perch, white croaker, and northern anchovy ) were obtained in August 2016 for both tissue analysis and examination of gut contents. The bay was sampled at eight locations, with a repeated sampling at one location (Airport Lagoon) for one species (topsmelt). Fish were measured, weighed, and dissected, and their gut contents examined microscopically. Topsmelt (9 samples, 188 specimens) had the greatest variety of food items, with gammarid amphipods and chain diatoms predominating. Some topsmelt, especially larger individuals, consumed macroalgae as a major dietary component. Two samples at two sites for shiner perch (20 fish each) had contents composed of close to 50% gammarids at both sites, but differed in proportions of bivalves and polychaetes among the important food items. The one sample of white croaker had consumed mostly gammarids, with fish and polychaetes ranking next in importance. A single sample of northern anchovy (20 fish analyzed) differed radically from the other species in consuming mainly a diatom that appears to have been filtered from the water column. Trace amounts of plastic fiber were seen in all species except shiner perch. All exposure to sediment appeared to have occurred in the top 2 cm of the sediment column, or as contact with flocculent material on plants or hard substrates, or even in the water column, as some fine sand grains were seen in all fish, even anchovy. There was no conclusive evidence of site-specific foraging (site fidelity). The best spatial coverage was for topsmelt, and these fish appear to have fed opportunistically, with some evidence for having fed outside San Leandro Bay.

A watershed is the area of land that contributes runoff to a lake, river, stream, wetland, estuary, or bay. A watershed management plan defines and addresses existing or future water quality problems from both point sources and nonpoint sources of pollutants. Experience over the past decade has shown that effective watershed management includes active participation from stakeholders, analysis and quantification of the specific causes and sources of water quality problems, identification of measurable water quality goals, and implementation of specific actions needed to  solve those problems. This handbook is intended to serve as the basis for developing and implementing watershed plans to meet water quality standards and protect water resources. Although watershed plans are useful for all watersheds to protect and restore water resources, as well as to meet other community resource goals, they are critical for impaired or threatened waterbodies. The most recent national water quality assessment reported that 40 to 50 percent of the nation’s assessed waterbodies are impaired or threatened. 3/20This handbook is designed to provide a framework to help you develop a scientifically defensible plan that will lead to measurable results and an overall improvement in the water quality and watershed conditions that are important to your community.

The Salton Sea lies on the brink of catastrophic change. The amount of water flowing into the Sea in the next twenty years will decrease by more than 40%, causing its surface elevation to drop by more than 20 feet, rapidly shrinking its volume by more than 60%, tripling its salinity, and exposing more than 100 square miles of dusty lakebed to the desert’s blowing winds. These changes will cause four major impacts: Human health in the Imperial and Coachella valleys – currently home to more than 400,000 people and growing quickly – will be harmed by the estimated 33% increase in the amount of fine windblown dust in the basin. The Imperial Valley already suffers from the highest childhood asthma hospitalization rate in the state; the growing number of retirees living in both valleys are especially susceptible to poor air quality. Air quality in these two valleys – which already fails to meet state and federal air quality standards – would get much worse, increasing the cost of bringing these areas into compliance. Air quality-related litigation and state liability will increase. California has assumed ultimate responsibility for managing only those lands exposed due to a recent set of water transfers, constituting about half of the estimated 134 square miles exposed in 30 years. Responsibility for managing any dust blowing off the other 60 or so square miles will rest with the individual property owner. However, there is no clear way to determine which lands will be exposed due to the water transfers and which will be exposed due to other actions. Total air quality management costs at Owens Lake have exceeded $400 million. Costs at the Salton Sea could be higher. Many – if not most – of the hundreds of thousands of birds that currently use the Sea will lose their roosting and breeding habitats and their sources of food. The Sea’s fish will be almost entirely gone within a dozen years. Those birds that remain will suffer from disease and the reproductive deformities and failures that plagued the Kesterson National Wildlife Refuge twenty years ago. Some of the endangered and threatened species that use the Sea may be able to find other habitats, but others could suffer significant population losses. The tremendous scale of the Sea adds to its complexity, and the difficulty of finding a viable solution. The Sea currently runs almost 35 miles long, and 15 miles at its widest point, covering about 365 square miles. It has the largest surface area of any lake in California, yet is barely 50 feet at its deepest point. The Sea is 1/3 saltier than the ocean, and, fed by the fertilizers running off of neighboring fields, sustains incredible levels of biological productivity. Until recently, the amount of water entering the Sea was roughly balanced by the amount of water evaporating from its broad surface. Stabilizing the Sea at its current salinity would require the removal of more than four million tons of salt each year, assuming flows to the Sea do not change. But they will change. Under a set of agreements signed in 2003, the Imperial Valley has begun to transfer water to San Diego County, ultimately reducing flows to the Salton Sea. Other actions, including actions in Mexico, will also reduce the amount of water flowing to the Sea, by 45% or more in the next 30-40 years. These changes will dramatically decrease the size of the Salton Sea and the quality of its water. In September, 2003, the California legislature passed a set of laws that implement the 2003 water agreements and provide a 15-year reprieve for the Sea. The legislation offers the prospect of more than $300 million of restoration funds, but it does not guarantee a long-term restoration project for the Salton Sea. California’s Resources Agency will submit a Salton Sea Ecosystem Restoration Plan and related documents to the state legislature by December 31, 2006. The cost of any long-term restoration plan will almost certainly exceed a billion dollars. Although various private-public partnerships have been suggested, funding and implementation of any restoration plan is far from certain, especially given the lack of consensus on a preferred alternative.

Primary drinking water standards, as defined in section 116275 of the California Safe Drinking Water Act (Health & Safety Code (HSC), div. 104, pt. 12, ch. 4, section 116270 et seq.), must be set in accordance with the requirements of HSC 116365. The purpose of the proposed regulation addressed in this Standardized Regulatory Impact Assessment (SRIA) is to adopt a primary drinking water standard for hexavalent chromium in drinking water consisting of a maximum contaminant level (MCL) and pertinent monitoring and reporting requirements. The watershed of the Sacramento–San Joaquin Delta (Delta) provides drinking water to more than 23 million Californians as well as irrigation water for millions of acres of agriculture in the Central Valley. The Delta itself is a complex estuarine ecosystem, with populations of many native species now in serious decline. The Delta estuary as we know it began to form about 6,000 years ago, following the end of the last ice age. Because the estuary is connected to the Pacific Ocean through San Francisco Bay, seawater intrusion causes the salinity of Suisun Bay and the Delta to vary depending on hydrological conditions. This seawater intrusion into the Delta affects estuarine species as well as drinking water and irrigation water supplies. Successful restoration of the Delta ecosystem requires an understanding of the conditions under which native species evolved.
