Droughts over the last century in Southwestern North America (SWNA) have had severe consequences for people and ecosystems across the region, most recently during the early 21st-century megadrought (2000–2022). The 20thcentury, however, was bracketed by two extended pluvials that also had significant impacts in the region. We use a 1,224 years (800–2023 CE) record of observed and reconstructed soil moisture, in concert with a paleoclimate reanalysis product, to place the 20th-century pluvials in a longer-term context and investigate the occurrence and dynamics of similar events in the Common Era.

San Mateo County ‘Midcoast’ extends from northern Half Moon Bay to Devils Slide along Highway 1. It encompasses the communities of Montara, Moss Beach, Seal Cove, Princeton, El Granada, and Miramar. Domestic water is supplied to the southern part of the region by Coastside County Water District (CCWD), providing services from Half Moon Bay to Princeton, and by Montara Water and Sanitary District (MWSD) on the north, servicing Montara and Moss Beach. Private wells are scattered through both service districts and outlying areas. With the exception of CCWD, which meets much of its demand through long-term contractual agreements with San Francisco Public Utilities Commission, the source of domestic water is from local surface water and groundwater resources. The carrying capacity of the local resources may be considered as the population that can be sustained using conservation measures during an extended drought without undue stress to valued natural habitats.

The State of California now recognizes the importance of incorporating storm water as a potential resource in a region’s water portfolio. Historically, storm water was thought of as a public risk (e.g., flooding) and a source of water quality impairment. Traditional approaches for storm water focused on diverting storm water into the storm drain system which ultimately and efficiently moved said water away from populated areas; the State is now supporting watershed-based approaches where storm water and dry weather runoff can yield benefits beyond flood control, such as water supply, water quality improvement, and habitat enhancement. To incentivize use of storm water, the State of California has linked storm water resources planning to state funding. Storm water and dry weather runoff capture projects seeking funding from any California bond act approved by voters after January 1, 2014 must be included in a Storm Water Resources Plan, which meets California Water Code. Regional water planning has a long history in the Mojave region. In 2005, agencies in the Mojave service area, that share a common concern for the area’s water resources, met and agreed to develop an Integrated Regional Water Management Plan (IRWMP). The Region’s first IRWMP identified, defined, and established strategies to capitalize on all water management opportunities that were present at that time or would become possible in the Mojave Region in the future. Since that time the IRWMP has acted as a forum for regular collaboration. The IRWMP is a living document and the regional objectives as well as strategies to improvement water management are regularly updated. The IRWMP was last updated in 2014. This Mojave Region Storm Water Resource Plan (SWRP) is an extension of the IRWMP process and is meant to bring an integrated and watershed-based approach to managing and creating benefits from storm water. This SWRP is regional and multi-agency. This SWRP includes all components required by the Water Code and will be submitted to the IRWM group. This SWRP will help entities in the Mojave Region identify, prioritize, and implement storm water projects.

There is broad recognition that adapting to climate change, coupled with the need to address aging infrastructure, population growth, and degraded ecosystems, will require rethinking programs and policies and investing in our natural and built water systems. There are a variety of strategies for addressing water challenges, from watershed restoration and efficiency improvements to vegetated swales and green roofs. Because water is deeply linked with economic, environmental, and community wellbeing, many of these strategies can also provide other benefits, such as reducing energy use and greenhouse gas emissions, providing wildlife habitat, and enhancing community livability.

With increasing concerns about the impact of warming temperatures on water resources, more attention is being paid the relationship between runoff and precipitation, or runoff efficiency. Temperature is a key influence on Colorado River runoff efficiency, and warming temperatures are projected to reduce runoff efficiency. Here, we investigate the nature of runoff efficiency in the upper Colorado River (UCRB) basin over the past 400 years, with a specific focus on major droughts and pluvials, and to contextualize the instrumental period. We first verify the feasibility of reconstructing runoff efficiency from tree-ring data. The reconstruction is then used to evaluate variability in runoff efficiency over periods of high and low flow, and its correspondence to a reconstruction of late runoff season UCRB temperature variability. Results indicate that runoff efficiency has played a consistent role in modulating the relationship between precipitation and streamflow over past centuries, and that temperature has likely been the key control. While negative runoff efficiency is most common during dry periods, and positive runoff efficiency during wet years, there are some instances of positive runoff efficiency moderating the impact of precipitation deficits on streamflow. Compared to past centuries, the 20th century has experienced twice as many high flow years with negative runoff efficiency, likely due to warm temperatures. These results suggest warming temperatures will continue to impact runoff efficiency in wet or dry years, and that future flows will be less than anticipated from precipitation due to warming temperatures.

California is increasing its integration of municipal recycled water into its water supply portfolio. In some regions of the state, recycled water meets approximately 7 percent of water supply demands. Although the statewide total is an increase since California Water Plan Update 2009 (Update 2009) was released, it is still far short of previously established goals. Municipal recycled water benefits the state and individual water users by reducing long-distance water conveyance needs, providing local water supplies, and being a drought-resistant resource. This resource management strategy report will describe the current status of recycled water in California, what some of the challenges are to its increasing use, and the resources needed to continue to increase municipal recycled water use.
