The 2023 water year provided a case study of California’s increasingly volatile climate, with large swings between wet and dry conditions both within and between years. It highlighted our need to better navigate multiple imperatives: storing more water during intense wet periods to build water supply reliability, protecting communities and infrastructure against the threat of increasingly damaging floods, and taking better advantage of wet years to improve the health of freshwater ecosystems and native fish and wildlife.

The 2012–2015 drought has left California with severely reduced snowpack, soil moisture, ground water, and reservoir stocks, but the impact of this estimated millennial-scale event on forest health is unknown. We used airborne laser-guided spectroscopy and satel- lite-based models to assess losses in canopy water content of California’s forests between 2011 and 2015. Approximately 10.6 million ha of forest containing up to 888 million large trees experienced measurable loss in canopy water content during this drought period. Severe canopy water losses of greater than 30% occurred over 1 million ha, affecting up to 58 million large trees. Our measurements exclude forests affected by fire between 2011 and 2015. If drought conditions continue or reoccur, even with temporary reprieves such as El Niño, we predict substantial future forest change.

A methodology is presented that allows systematic evaluation of climate change impacts on freshwater fishes in California (121 native fish taxa and 43 aliens). The methodology uses expert opinions of the authors and literature reviews of status and biology of the fishes to score both status of each species (“baseline vulnerability”) and likely impact of climate change (“climate change vulnerability”). Baseline and climate change vulnerability scores were highly correlated with one another and were consistent among different scorers. Native species were found to have both greater baseline and greater climate change vulnerability than alien species. Fifty percent of natives had critical or high baseline vulnerability versus none for aliens; 83 percent had critical or high climate change vulnerability versus 19 percent for aliens. Fishes with high baseline vulnerability were also likely to have highest vulnerability to climate change. These results show that predicted climate change effects on fresh water environments will dramatically change the fish fauna at all scales and at all elevations. The research team concluded that most native fishes will suffer population declines and become more restricted in their distributions; some will likely be driven to extinction, if present trends continue. Fishes requiring cold water (<22°C [72°F]) are particularly likely to go extinct. In contrast, most alien fishes will thrive, with many species likely to increase in abundance and range. However, even many aliens will ultimately be negatively affected through loss of aquatic habitats during severe droughts and stressful conditions in most waterways during summer months. On a regional scale (e.g., San Francisco Bay tributaries), vulnerability patterns follow statewide patterns and indicate the need for conservation strategies adapted to local conditions. Studies of three streams with long-term data on fish abundance indicate that native and alien species respond in different ways to variability in stream flow, which is likely to become more variable with climate change.

A structured decision making (SDM) approach can help evaluate tradeoffs between conservation and human-benefit objectives by fostering communication and knowledge transfer among stakeholders, decision makers, and the public. However, the process is iterative and completing the full process may take years. It can be difficult to initiate an SDM effort when problems seem insurmountable. Occasionally, SDM may not even be the best or correct approach for addressing the conservation problem at hand. We describe the implementation of an SDM process to help inform difficult decisions related to competing objectives. We convened a diverse stakeholder group from the largest estuary in the western United States; the San Francisco Bay and Sacramento-San Joaquin Delta (Bay-Delta). The stakeholder group consisted of representatives from local, state, and federal agencies, non-profit organizations, and recreational fishers. The stakeholder group agreed on a problem statement and identified four priority objectives related to Chinook salmon, delta smelt, water availability and reliability, and agricultural water use. Furthermore, they proposed 14 candidate management actions to achieve their objectives. The group then used existing quantitative models and data to evaluate trade-offs in proposed management actions to identify areas of agreement of proposed candidate actions. The clear communication of the problem statement and objectives among the stakeholder group, along with evaluation of tradeoffs and uncertainty via decision-support models suggest that a full SDM approach may work in the Bay-Delta. We further communicate lessons learned during our implementation of SDM to help guide future SDM efforts in the region and elsewhere. Degradation of freshwater ecosystems is a global crisis best understood through intensive study of well-studied regional faunas. A quantitative protocol was used to determine conservation status of all 129 freshwater fishes native to California. Seven (5%) are extinct; 34 (26%) qualified for listing as endangered or threatened species; 32 (25%) were rated as imperiled, qualifying as California Species of Special Concern, with potential for listing; 34 (26%) rated being on a watch list and 22 (17%) were found to be relatively secure. Of 31 species officially listed under federal and state endangered species acts, 17 (55%) clearly qualified for listing under our criteria and 12 (39%) were rated as species of special concern. Conversely, of 34 extant species with the lowest ratings under our criteria, only 17 (50%) were officially listed. Climate change, area occupied and anthropogenic threats had the largest negative impact on status. Of the 15 categories of anthropogenic threats analyzed, those most likely to diminish status were alien species, agriculture and dams. Overall, 83% of California’s freshwater fishes are extinct, endangered, or in decline, a 16% increase since 1995 and a 21% increase since 1989. The decline seen in California’s inland fishes is probably typical of declines in areas that are less well documented, indicating a strong need for better methods of conservation of freshwater ecosystems.

Climate change is expected to modify ecological responses in the ocean, with the potential for important effects on the ecosystem services provided to humankind. Here we address the question of how rapidly multiple drivers of marine ecosystem change develop in the future ocean. By analysing an ensemble of models we find that, within the next 15 years, the climate change-driven trends in multiple ecosystem drivers emerge from the background of natural variability in 55% of the ocean and propagate rapidly to encompass 86% of the ocean by 2050 under a ‘business-as-usual’ scenario. However, we also demonstrate that the exposure of marine ecosystems to climate change-induced stress can be drastically reduced via climate mitigation measures; with mitigation, the proportion of ocean susceptible to multiple drivers within the next 15 years is reduced to 34%. Mitigation slows the pace at which multiple drivers emerge, allowing an additional 20 years for adaptation in marine ecological and socio-economic systems alike.
