In 2014, the Metropolitan Water District of Southern California (MWD) undertook an unprecedented investment to incentive turf replacement throughout Southern California in response to the state’s serious drought. MWD devoted $350 million to the program, resulting in more than 46,000 rebate payments to remove 165 million square feet of turf. The funding boost served as a tremendous natural experiment to better understand the effects turf replacement programs. As part of an evaluation of this program, UCLA and the University of Utah examined socio-economic and demographic characteristics of program participation and assessed changes in vegetation and landscapes of front yards resulting from turf replacement. We examined address-level records of 24,921 participants who applied for turf replacement rebates between February 2014 and April 2016 in Los Angeles (LA) County. We analyzed the socioeconomic and spatial determinants of program participation. Further, we used Google Earth Street View to characterize the landscapes and plants resulting from turf replacement based on a set of randomly selected participating properties. We ascertained the types of turf replacements that were installed and developed a classification system for landscape design types.

Key Points • Satellite remote sensing data indicated that curtailment orders in 2022 reduced consumptive water use (evapotranspiration, ETa) on agricultural lands in Shasta Valley, but not Scott Valley. • Streamflow gage data indicate that flows in the Shasta River and some Scott River tributaries (Shackleford and French creeks) were substantially higher in summer 2022 than 2020 or 2021, but similar increases did not occur in the mainstem Scott River. • A likely major reason for the lack of Scott River flow increases was that groundwater use was allowed to continue under Local Cooperative Solutions (LCS) agreements in which water users agreed to reduce pumping by 30% from a prior year baseline. Despite abundant worldwide evidence that reducing consumptive use (i.e., evapotranspiration) is key to increasing environmental water, all LCS cropping and irrigation practices were given equal weight toward the 30% reduction, regardless of the effects on consumptive use. Pumping was not measured and compliance was primarily self-reported, with limited independent verification.

Ground water historically has been the sole source of water supply for the community of Joshua Tree in the Joshua Tree ground-water subbasin of the Morongo ground-water basin in the southern Mojave Desert. The Joshua Basin Water District (JBWD) supplies water to the community from the underlying Joshua Tree ground-water subbasin. The JBWD is concerned with the long-term sustainability of the underlying aquifer. To help meet future demands, the JBWD plans to construct production wells in the adjacent Copper Mountain ground-water subbasin. As growth continues in the desert, there may be a need to import water to supplement the available ground-water resources. In order to manage the ground-water resources and to identify future mitigating measures, a thorough understanding of the ground-water system is needed. The purpose of this study was threefold: (1) improve the understanding of the geohydrologic framework of the Joshua Tree and Copper Mountain ground-water subbasins, (2) determine the distribution and quantity of recharge using field and numerical techniques, and (3) develop a ground-water flow model that can be used to help manage the water resources of the region.

The interactions of surface water and ground water along the Santa Clara River in Ventura County, California, were evaluated by analyzing river-discharge and water-quality data and geohydrologic information collected by the U.S. Geological Survey between 1993 and 1995 for the Piru, Fillmore, and Santa Paula subbasins. Measurements of discharge and water quality were made at multiple locations along the Santa Clara River and its tributaries at eight different time periods during different releases from Lake Piru. Geologic, hydraulic, and water-quality data were collected from three new multiple-completion ground-water monitoring wells. These data, together with data collected as part of the U.S. Geological Survey Southern California Regional Aquifer-System Analysis (RASA) study, were analyzed in order to quantify rates and locations of ground-water recharge and discharge within the river, characterize the correlation of recharge and discharge rates with ground-water conditions and reservoir releases, and better characterize the three-dimensional ground-water flow system. Analysis of the data indicates that the largest amount of ground-water recharge from the river consistently occurs in the Piru subbasin. Some ground-water recharge from the river may occur in the upper part of the Fillmore subbasin. Increases in sulfate concentrations indicate that increases in flow at the lower ends of the Piru and Fillmore subbasins result from high-sulfate ground-water discharge. Increases in flow in the lower part of the Santa Paula subbasin are not accompanied by significant sulfate increases. Several sets of regressions indicate possible correlation between net flow changes in the river and depths to ground water and release rates from Lake Piru. These statistical relations may be of use for evaluating alternative Lake Piru release strategies. Data on the stable isotopes of hydrogen and oxygen from the ground-water monitoring wells that were installed as part of this investigation were used to distinguish between zones affected by recharge from the Santa Clara River and zones affected by recharge from local precipitation. Tritium data from a new multiple-completion monitoring site indicate that near the river in the upper Santa Paula subbasin, recent (post-1950) recharge water is not present at depths greater than about 350 feet below land surface. Water-level and lithologic data from the monitoring site indicate that the river and the Shallow aquifer have only limited hydraulic connection to the underlying aquifers at this location. Water-level data from the Shallow aquifer and from an in-stream drive point were used in an analytic model to estimate hydraulic properties governing stream-aquifer interactions in the upper Santa Paula subbasin. Hydraulic conductivities in all the USGS monitoring wells were estimated on the basis of slug tests.

Atmospheric rivers (ARs) are responsible for up to 90% of major flood events along the U.S. West Coast. The time scale of subseasonal forecasting (from 2 weeks to 1 month) is a critical lead time for proactive mitigation of flood disasters. The NOAA Climate Testbed Subseasonal Experiment (SubX) is a research-to-operations project with almost immediate availability of forecasts. It has produced a reforecast database that facilitates evaluation of flood forecasts at these subseasonal lead times. Here, we examine the SubX-driven forecast skill of AR-related flooding out to 4-week lead using the Distributed Hydrology Soil Vegetation Model (DHSVM), with particular attention to the role of antecedent soil moisture (ASM), which modulates the relationship between meteorological and hydrological forecast skill. We study three watersheds along a transect of the U.S. West Coast: the Chehalis River basin in Washington, the Russian River basin in Northern California, and the Santa Margarita River basin in Southern California. We find that the SubX-driven flood forecast skill drops quickly after week 1, during which there is relatively high deterministic forecast skill. We find some probabilistic forecast skill relative to climatology as well as ensemble streamflow prediction (ESP) in week 2, but minimal skill in weeks 3–4, especially for annual maximum floods, notwithstanding some probabilistic skill for smaller floods in week 3. Using ESP and reverse-ESP experiments to consider the relative influence of ASM and SubX reforecast skill, we find that ASM dominates probabilistic forecast skill only for small flood events at week 1, while SubX reforecast skill dominates for large flood events at all lead times.

Natural reproduction of adfluvial Chinook Salmon Oncorhynchus tshawytscha has been documented in their native and introduced range but not in California, the southern end of their native range. A combination of anecdotal evidence and survey data suggests that successful spawning by Chinook Salmon reared in California reservoirs could be common. The planted juveniles are often from different basins and are genetically distinguishable from local salmon populations below reservoirs. Consequently, the possibility of behavioral and genetic interactions may lead to complications of restoration efforts via trap and haul programs. The full extent of this phenomenon needs to be documented before trap and haul programs are initiated to reintroduce salmon above reservoirs.

In this study, we examine the November–February California droughts of 2012/13 and 2013/14. During 2013/14, California had its warmest and third driest rainy season on record (1895–2014), while the 2012/13 season registered as the 45th warmest and 38th driest (Vose et al. 2014). The 2013 January–December calendar year was the driest on record (Water CA 2014). These consecutive below-normal seasons conspired with warm temperatures to reduce California’s snowpack to the second lowest level since 1960, when recording began, with snowpack at 24% of normal (Water CA 2014). Between January 2013 and January 2014, satellite observations documented dramatic snowpack-related land cover change (NASA Earth Observatory 2014): in 2014, the Cascade, Sierra Nevada, and Coastal ranges were almost completely devoid of snow. In February and March of 2014, air temperatures were extremely warm (NOAA NCDC 2014; HPRC 2014), and U.S. Geological Survey (USGS) observations indicated extreme or moderate hydrologic drought (USGS 2014) and high levels of vegetation stress (VegDRI 2014). The state declared a drought emergency (NIDIS 2014). While it is too soon to assess the full impact of the 2012/13 and 2013/14 California droughts, they seem likely to substantially impact the state’s ability to generate hydrologic power, support agriculture, reduce the risk of forest and bush fires, and protect fragile ecosystems (Huffington Post 2014). *Chapter 4, Explaining Extreme Events of 2013 from a Climate Perspective, Bull. Aging infrastructure is prevalent throughout the world, but water control management structures, specifically dams, are of growing concern. Dams and their corresponding reservoirs have inherent, but separate, lifespans. The proportion of dams around the world that continue operation beyond their intended lifespans is growing at an alarming rate. Society will not only have to navigate the tradeoffs associated with the deterioration of services provided by reservoirs and dams, but also impending structural failures. Society is nearing a critical pinch point where we will have to decide how to deal with dams and reservoirs at scales that range from a single system to multiple systems in large watersheds. No comprehensive strategy exists to inform both the range of actions that can be applied to such infrastructure and how such actions would influence biophysical, socioeconomic, and geopolitical tradeoffs. The development of proactive exit strategies is a critical first step in ensuring controlled transitions for aging dams and reservoirs. Herein, we present an overview of actions and considerations for aging dams and reservoirs, followed by an initial framework for exit strategy development to launch a further discussion on how society could deal with this aging infrastructure.
