Long‐term overdraft of the basin has led to ongoing risk of seawater intrusion. As a result of long‐term recovery and an acceleration of recovery over the last two years, average groundwater levels in Water Year 2016 met the established protective elevations at the most monitoring wells since the wells were installed. Average groundwater levels in Water Year 2016 met established protective elevations at 8 of 13 of the wells. Since five wells have average groundwater levels below established protective elevations, full basin recovery has not been achieved and the basin is still considered in long‐term overdraft. (Figure ES‐ 1). Recovery of the basin and overdraft will be eliminated when coastal groundwater levels rise to protective elevations at all coastal wells. The MGA will also need to reevaluate the established protective elevations for the GSP.

Range change data, obtained from Synthetic Aperture Radar satellites, form the basis for estimates of aquifer volume change in california’s central Valley. the estimation algorithm incorporates a function penalizing changes far from known well locations, linking the aquifer volume changes to agricultural, industrial, and municipal pumping within the tulare basin. We show that the range changes are compatible with the hypothesis that the source of aquifer volume changes are variations in effective pressure around documented wells. Specifically, inclusion of the well distance penalty does not degrade the fit to the observations, inversions with and without it both give variance reductions of 99.6%. The patterns of aquifer volume change vary significantly from the drought year, between October 2015 and October 2016, to a wet year in 2017, and into 2018, a year with near average rainfall. The 2.3 million acre-feet of estimated volume reduction, a lower bound on the amount of water extracted from the basin between October 2015 and 2016, agrees with independent estimates of 1.8 and 2.3 million acre- feet. The aquifer volume reduction is also compatible with a loss of 3.1 km3 (2.5 million acre-feet) in groundwater volume derived from Gravity Recovery and Climate Experiment (GRACE) satellite data.

Previous studies have shown that pharmaceuticals are widely detected in San Francisco Bay, and some compounds occasionally approach levels of concern for wildlife. In 2016 and 2017, seven wastewater treatment facilities located throughout the Bay Area voluntarily collected wastewater samples and funded analyses for 104 pharmaceutical compounds. This dataset represents the most comprehensive analysis of pharmaceuticals in wastewater to date in this region. On behalf of the Regional Monitoring Program for Water Quality in San Francisco Bay (RMP), the complete dataset was reviewed utilizing RMP quality assurance methods. An analysis of influent and effluent information is summarized in this report, and is intended to inform future monitoring recommendations for the Bay.

The United States National Water Level Network (NWLON) was established in the 19th Century to ensure the Nation’s nautical charts, shoreline maps, and elevations relative to homes, levees, and other coastal infrastructure were accurately referenced to sea level. In support of this mission, NOAA’s Center for Operational Oceanographic Products and Services and its predecessors have determined sea level for the United States since the mid 19th Century. While climate change was not a concern during the mid-1800s, the accurate determination of sea level was critical for navigation and marine boundary determination. To meet these important requirements, technology, procedures, and processes were developed to the highest scientific and engineering standards. At the turn of the 20th Century it was realized that there was a need to account for a rise in sea level and the first National Tidal Datum Epoch was established. Today this Epoch is updated every 20 to 25 years. The Supreme Court recognized these standards and procedures in the landmark 1936 case of Borax, Ltd v. City of Los Angeles when legally defining sea level. Due to those initial efforts and the continued dedication of those charged with the responsibility for monitoring sea level for the United States, we can accurately determine relative (local) mean sea level along the Nation’s coastline today. These observations also play an important role in monitoring change in global sea level. As we monitor change in sea level into the 21st Century, the statement made by Alexander Dallas Bache, the Second Superintendent of the Coast Survey, is as relevant today as when it was stated more than 150 years ago, “It seems a very simple task to make correct tidal observations; but, in all my experience, I have found no observations which require such constant care and attention” (1854). A field investigation intended to measure the potential for erosion of sediments beside the American and Sacramento Rivers near Sacramento, California, is described. The study featured two primary components: (1) drilling and soil sampling to reveal lithology, down to depths matching the local river thalweg, where possible, and (2) borehole erosion tests (BETs) as described by Briaud and others (2017) at many of the same locations. The latter test involved drilling a vertical hole, measuring its diameter profile, inserting a hollow drilling rod to almost the bottom of the hole, and pumping fluid through the drilling rod at a known discharge for a chosen time interval. The hole was then resurveyed to establish an erosion rate (change in borehole radius divided by duration of flow event) as a function of depth, and the test was repeated. This test was performed with water as the erosive fluid at 12 locations, with 1 test repeated with drilling mud. Lithology holes were drilled at these same locations and an additional five locations. Drilling operations took place on river left and river right on the American River and river left (left bank, when looking downstream) on the Sacramento River.

This report presents the findings from a study evaluating selenium concentrations in white sturgeon (Acipenser transmontanus) muscle tissues collected from live sturgeon during the California Department of Fish and Wildlife’s fall sturgeon tagging studies in North San Francisco Bay. The goal of this study was to non-lethally collect a large number of sturgeon muscle plugs and analyze them for selenium to (1) establish an understanding of current status, trends, and causes of variability in sturgeon muscle selenium concentrations; and (2) evaluate the potential for long-term sturgeon selenium monitoring with muscle plugs, through development of field and laboratory methods and informing the monitoring design. Monitoring of selenium in white sturgeon is needed to evaluate the effectiveness of the North Bay Selenium Total Maximum Daily Load (TMDL) in protecting sturgeon from selenium toxicity. This technical report provides documentation of the study and presents its major findings in the context of all historically available data on sturgeon muscle selenium concentrations in San Francisco Bay.

The goal of this study was to investigate the distribution of selenium among sturgeon tissues to inform the toxicological and regulatory interpretation of selenium measured in non-lethally collected tissues, including muscle plugs and fin rays. This technical report provides documentation of the study and presents its major findings.

The Original Sturgeon Derby (Derby) is an annual fishing derby held in Bay Point, CA that presents an opportunity to collect and analyze a variety of tissue samples from angler-harvested white sturgeon (Acipenser transmontanus) for selenium (Se). Collection and analysis of these tissues from the 2015 Derby helped to: 1) develop non-lethal sampling methods and 2) better understand the correlation between tissues that can be collected non-lethally (muscle plug, fin ray) with those that are of greater toxicological interest (ovary, liver). Otolith samples were also collected to inform the development of methods for fin ray Se microchemical analysis. On January 31 and February 1, 2015, tissue samples were obtained from eight female and 19 male white sturgeon collected at the Derby and analyzed for Se. The fin rays were also used to estimate age of the fish, and the muscle plugs were analyzed for carbon (δ13 C), nitrogen (δ15 N), and sulfur (δ34 S) isotope ratios to provide information about recent habitat (e.g., primarily Delta, North Bay, or ocean) and foraging behavior (e.g., primarily clam- or fish-based diet).

Land subsidence in Las Vegas, Nevada, United States, between April 1992 and December 1997 was measured using spaceborne interferometric synthetic aperture radar. The detailed deformation maps clearly show that the spatial extent of subsidence is controlled by geologic structures (faults) and sediment composition (clay thickness). The maximum detected subsidence during the 5.75 yr period is 19 cm. Comparison with leveling data indicates that the subsidence rates declined during the past decade as a result of rising ground-water levels brought about by a net reduction in ground-water extraction. Temporal analysis also detects seasonal subsidence and uplift patterns, which provide information about the elastic and inelastic properties of the aquifer system and their spatial variability.
