The Central Valley Regional Water Quality Control Board (Central Valley Water Board) first adopted a three-phased Salt Control Program into the water quality regulations applicable to the Central Valley Region of California in 2018; these regulations were subsequently amended in 2020. Phase I of the Salt Control Program requires implementation of the Prioritization and Optimization (P&O) Study. The primary purposes of this Study are to characterize existing salinity conditions in surface water and groundwater in the Central Valley Region, establish appropriate salinity targets for the protection of beneficial uses, and facilitate the development of long-term salt management alternatives for implementation in Phases II and III of the Salt Control Program.

The Central Valley Regional Water Quality Control Board (Central Valley Water Board) adopted amendments to the Water Quality Control Plan for the Sacramento River and San Joaquin River Basins and the Water Quality Control Plan for the Tulare Lake Basin (BasinPlans) to incorporate a Salt and Nitrate Control Program. The Nitrate Control Program is designed to achieve the following three management goals in the Central Valley Region: • Goal 1 – Ensure a safe drinking water supply; • Goal 2 – Reduce salt and nitrate loading so that ongoing discharges neither threaten to degrade high quality waters absent appropriate findings by the Central Valley Water Board nor cause or contribute to exceedances of water quality objectives; and, • Goal 3 – Implement long-term, managed restoration of impaired water bodies. Transient, acutely toxic concentrations of pesticides in streams can go undetected by fixed-interval sampling programs. Here we compare temporal patterns in occurrence of current-use pesticides in daily composite samples to those in weekly composite and weekly discrete samples of surface water from 14 small stream sites. Samples were collected over 10–14 weeks at 7 stream sites in each of the Midwestern and Southeastern United States. Samples were analyzed for over 200 pesticides and degradates by direct aqueous injection liquid chromatography with tandem mass spectrometry. Nearly 2 and 3 times as many unique pesticides were detected in daily samples as in weekly composite and weekly discrete samples, respectively. Based on exceedances of acute-invertebrate benchmarks (AIB) and(or) a Pesticide Toxicity Index (PTI) >1, potential acute-invertebrate toxicity was predicted at 11 of 14 sites from the results for daily composite samples, but was predicted for only 3 sites from weekly composites and for no sites from weekly discrete samples. Insecticides were responsible for most of the potential invertebrate toxicity, occurred transiently, and frequently were missed by the weekly discrete and composite samples. The number of days with benthic-invertebrate PTI ≥0.1 in daily composite samples was inversely related to Ephemeroptera, Plecoptera, and Trichoptera (EPT) richness at the sites. The results of the study indicate that short-term, potentially toxic peaks in pesticides frequently are missed by weekly discrete sampling, and that such peaks may contribute to degradation of invertebrate community condition in small streams. Weekly composite samples underestimated maximum concentrations and potential acute-invertebrate toxicity, but to a lesser degree than weekly discrete samples, and provided a reasonable approximation of the 90th percentile total concentrations of herbicides, insecticides, and fungicides, suggesting that weekly composite sampling may be a compromise between assessment needs and cost.

Dams disrupt the flow of water and sediment and thus have the potential to affect the downstream geomorphic characteristics of a river. Though there are some well‐known and common geomorphic responses to dams, such as bed armouring, the response downstream from any particular dam is dependent on local conditions. Herein, we investigate the response of the upper Santa Ana River in southern California, USA, to the construction of a large dam at the transition from mountains to valley, using calculations of bedload transport capacity on the mainstem below the dam and for major tributaries. Approximate sediment budgets were constructed for downstream reaches to estimate deposition and erosion rates for sand, gravel, and cobble particle sizes. Our results indicate that the classical response of bed armouring and erosion is likely limited to a short reach immediately below the dam. Farther downstream, though transport capacity is reduced by flow regulation by the dam, the channel reaches are likely to remain depositional but with reduced deposition rates. Persistent deposition, as opposed to erosion, is the result of the replenishment of flow and sediment supply by large downstream tributaries. In addition, the calculations indicate that the composition of the bed is unlikely to change substantially in downstream reaches. A Monte Carlo approach was employed to estimate the uncertainty in the sediment budget predictions. The impacts of the dam on the geomorphic character of the river downstream could have implications for native fish that rely on coarse substrate that supports their food base.

Exploratory sampling of groundwater in coastal Los Angeles County and Kern and Kings Counties of the southern San Joaquin Valley was done by the U.S. Geological Survey from September 2014 through January 2015 as part of the California State Water Resources Control Board’s Water Quality in Areas of Oil and Gas Production Regional Groundwater Monitoring Program. The Regional Groundwater Monitoring Program was established in response to the California Senate Bill 4 of 2013 mandating that the California State Water Resources Control Board design and implement a groundwater-monitoring program to assess potential effects of well-stimulation treatments on groundwater resources in California. The U.S. Geological Survey is in cooperation with the California State Water Resources Control Board to collaboratively implement the Regional Groundwater Monitoring Program through the California Oil, Gas, and Groundwater Project. Many researchers have documented the utility of different suites of chemical tracers for evaluating the effects of oil and gas development on groundwater quality. The purpose of this exploratory sampling effort was to determine whether tracers reported in the literature could be used effectively in California. This reconnaissance effort was not designed to assess the effects of oil and gas on groundwater quality in the sampled areas. A suite of water-quality indicators and geochemical tracers were sampled at groundwater sites in selected areas that have extensive oil and gas development. Groundwater samples were collected from a total of 51 wells, including 37 monitoring wells at 17 multiple-well monitoring sites in coastal Los Angeles County and 5 monitoring wells and 9 water-production wells in southern San Joaquin Valley, primarily in Kern and Kings Counties. Groundwater samples were analyzed for field water-quality indicators; organic constituents, including volatile and semi-volatile organic compounds and dissolved organic carbon indicators; naturally present inorganic constituents, including trace elements, nutrients, major and minor ions, and iron species; naturally present stable and radioactive isotopes; dissolved noble gases; dissolved standard and hydrocarbon gases, ?13C of methane, ethane, and ?2H of methane. In total, 249 constituents and water-quality indicators were measured. Four types of quality-control samples (blanks, replicates, matrix spikes, and surrogates spiked in environmental and blank samples) were collected at approximately 10 percent of the wells. The quality-control data were used to determine whether the groundwater-sample data were of sufficient quality for the measured analytes to be used as potential indicators of oil and gas effects. The data from the 51 groundwater samples and from the quality-control samples are presented in this report.

THE accumulation and biological concentration of DDT and its metabolites*within food chains of terrestrial, freshwater and estuarine ecosystems have been well documented. Significant residue concentrations have occasionally been reported in marine organisms, but these have usually been attributed to local sources of contamination4. The present study, which is based on analyses of collections of birds, fish and invertebrates from Pacific Ocean localities, indicates that DDT is also a component of marine ecosystems and that pelagic species may accumulate high concentrations of DDT residues. The results of the work with fish will be published elsewhere.

In the years following the discovery of gold in California, the processes of mining for this precious metal caused the removal of vast quantities of detritus from the western slopes of the Sierra Mountains into the streams and rivers of the valleys below. Gold was found in the beginning in gravel beds, where it had probably been deposited by rivers flowing in prehistoric times. These gravel beds exist in great numbers in a comparatively small area along the western slopes of the Sierra Mountains near the headwaters of streams draining into the Sacramento and San Joaquin valleys. In securing gold from these mountains the sorting action of water was necessary, and in order to facilitate mining operations. ditches of great length and size were built, frequently at great expense, to carry water to the localities where gold had been discovered. Streams of water under great pressures were directed at these gravel banks through nozzles sometimes as large as nine inches in diameter, to break down the gravel banks and wash the detritus through sluice ways where the gold could be caught. Streams carry ing as much as 3,500 miner's inches were not uncommon. It is thus easily seen that such powerful agencies would rapidly wash down whole hillsides, which would naturally be carried into the canyons and small streams in the vicinity of the mines, to be washed farther and farther down stream with each succeeding rainy season. These mining operations were carried on for a number of years without interruption until the valley country below became more thickly populated, when the injuries caused to the rivers and the neighboring farm lands became important enough to cause those damaged to seek legal redress.

This study provides a comprehensive assessment of decadal changes in the quality of groundwater used for public drinking-water supply at 444 monitoring sites across California during 2004–2023. We assessed decadal step trends in groundwater quality for 145 water-quality constituents and geochemical indicators statewide and across geographic and land-use based network groups. We evaluated the statistical significance of directional changes (predominant increase or decrease of constituent concentrations) and the magnitude of those changes across all network groups. Uranium showed the most widespread directional and high-magnitude increases of all constituents with regulatory benchmarks statewide, particularly in the agriculture-dominated Central Valley as well as urban- and desert-dominated regions of Southern California. Fluoride and perchlorate showed the most widespread directional and high-magnitude decreases of all constituents with regulatory benchmarks statewide, which were also most pronounced in Southern California. Although arsenic and nitrate did not often register significant directional changes across network groups, they showed widespread, high-magnitude changes in both directions (increase and decrease) at levels often exceeding 10 percent of respective regulatory benchmarks statewide. Triazine herbicides (atrazine and simazine) and the gasoline oxygenate methyl tert-butyl ether (MTBE) showed significant directional decreases statewide, but not at levels considered to be of high magnitude compared to respective regulatory benchmarks. We observed significant directional and high-magnitude increases of total dissolved solids (TDS) statewide, which were most pronounced in agricultural areas. Analysis of explanatory geochemical indicators indicated that prevalent statewide increases of alkalinity and calcium were the predominant components of the observed statewide increases in TDS by mass. Widespread increases in groundwater alkalinity and calcium across agricultural and urban areas may be related, in part, to warm-season irrigation and other anthropogenic factors that have shifted soil weathering dynamics over the long term. Increasing alkalinity concentrations were related to increasing uranium concentrations, particularly in areas with aquifer materials derived from granitic rocks. Conversely, increasing calcium concentrations were related to decreasing fluoride concentrations, particularly in areas where fluoride occurred naturally at elevated concentrations. Decrease of perchlorate, triazine herbicides, and MTBE are likely related to decreased anthropogenic source inputs over time and natural attenuation in aquifers.
