The Division of Drinking Water’s precursor, the Drinking Water Program of the California Department of Public Health (CDPH), and earlier, the California Department of Health Services, CDHS, established health-based advisory levels, called “notification levels” (referred to as “action levels" through 2004), as needed since the early 1980s. These have been used to provide information to public water systems and others about certain non-regulated chemicals in drinking water that lack maximum contaminant levels (MCLs).  When chemicals are found at concentrations greater than these levels, certain requirement and recommendations apply.  Generally, notification levels have been established in response to actual contamination of drinking water supplies, e.g., perchlorate, which now has an MCL. However, notification levels for a number of chemicals were established in anticipation of possible contamination, such as from a hazardous waste site containing many pesticides (in the 1980s), or from a Superfund site (in the 2000s).  Chemicals for which notification levels are established may eventually be regulated by MCLs (through a formal regulatory process), depending on the extent of contamination, the levels observed, and the risk to human health. Most, however, have not proceeded to MCLs. Once established, a notification level generally stays in place, unless it is replaced by an MCL.On occasion, though, we have revised the numeric value of an individualnotification level to reflect new risk assessment information on the particularchemical. For some of the chemicals that had advisory levels established early on, if noMCL was adopted and the need for the notification level had passed, the advisory levelwas archived. Archived advisory levels may nevertheless be updated to reflect any newrisk information that may become available, and may be used as notification levels ifneeded. To date, of the 93 chemicals for which notification levels have been established; 40 now have MCLs. Of the remaining 53 chemicals, 29 are chemicals with current notification levels. 24 are chemicals with archived advisory levels (AALs). Note that following adoption of an MCL, the notification level is no longer used. This report summarizes a national assessment of the ecological health of streams done by the U.S. Geological Survey's (USGS) National Water-Quality Assessment Program (NAWQA). Healthy functioning stream ecosystems provide society with many benefits, including water purification, flood control, nutrient recycling, waste decomposition, fisheries, and aesthetics. The value to society of many of these benefits is substantial; for example, sportfishing in the United States generates an estimated annual economic output of $125 billion, including more than 1 million jobs (National Research Council, 2005; American Sportfishing Association, 2008). Continued monitoring and assessment of the Nation’s streams is needed to support informed decisions that will safeguard this important natural and economic resource. The quality of streams and rivers is often assessed with measures of the chemical or physical properties of water. However, a more comprehensive perspective is obtained if resident biological communities are also assessed. Guidelines to protect human health and aquatic life have been established for specific physical and chemical properties of water and have become useful yardsticks with which to assess water quality. Biological communities provide additional crucial information because they live within streams for weeks to years and therefore integrate through time the effects of changes to their chemical or physical environment. In addition, biological communities are a direct measure of stream health—an indicator of the ability of a stream to support aquatic life. Thus, the condition of biological communities, integrated with key physical and chemical properties, provides a comprehensive assessment of stream health.

Worldwide, water conflicts are escalating as cities, industries, agriculture, and energy producers compete for limited freshwater supplies. At the same time, there is a growing awareness of the need to maintain adequate freshwater flows in rivers, lakes, floodplains, aquifers, and estuaries to sustain biodiversity and the many benefits derived from the healthy, functioning ecosystems upon which local communities and economies depend. Efficient, integrated water resource management systems help  governments provide for growing human populations while protecting and restoring healthy freshwater ecosystems. The integration of ecological considerations into water management has been hampered by the difficulty, cost, and time required for determining environmental flows -- the quantity, timing, and quality of water flows required to sustain freshwater and estuarine ecosystems and the human livelihoods and well-being that depend on these ecosystems.  Environmental flow assessments scientifically evaluate tradeoffs between alteration of natural water flow patterns by humans and consequent changes in ecological health.

Land surface subsidence is a concern in many deltas worldwide as it contributes to water quality degradation, loss of fertile land and increased potential for levee failure. As a possible solution to these concerns, on-site coagulation enhanced treatment wetlands (CETWs), coagulation water treatment followed by wetland passage serving as a settling basin, were implemented in a field-scale study located on a subsided island of the Sacramento-San Joaquin Delta in northern California under three treatments; coagulation with polyaluminum chloride (PAC), coagulation with ferric sulfate and an untreated control. Because CETWs offer a relatively novel solution for water quality improvement and subsidence reversal due to its low-infrastructure requirements and in-situ nature, effects from these systems remain uncharted and they may have adverse effects on plant biomass production that also contribute to sediment accretion. This study focuses on the effect CETWs had on the growth of Typha spp.; the dominant vegetation in the wetlands. Plant growth parameters and nutrient content were measured in conjunction with soil, pore water and surface water chemistry. Soil analysis indicated there was no intermixing of newly formed flocs and original soil material. Where there was significant deposition of floc, PAC treatment reduced phosphateconcentrations and ferric sulfate treatment increased total Fe concentrations in surrounding water compared to the control. Results indicated coagulation treatments had no negative effects on Typha leaf nutrient content, Typha growth or allometric parameters. Additionally, no signs of plant toxicity such as necrosis, wilting or chlorosis were observed in any of the treatments. Overall, this study suggests that CETWs are viable treatment option for water quality improvement and sediment accretion while having no negative impact on the growth of Typha plants.

Effects of Flow on Pesticides in Water and Zooplankton in the Northern Sacramento–San Joaquin Delta

Zooplankton are a key food source for juvenile fishes in estuaries worldwide, including California’s Sacramento–San Joaquin Delta (hereafter Delta); both zooplankton quality and quantity are critical to ecosystem health. Zooplankton may be affected by pesticides in water and the food web, and the Delta is known to contain complex pesticide mixtures. In this study, we evaluated pesticide concentrations in water and zooplankton in the northern Delta during (1) the summer–fall of 2017, 2018, and 2019, which included periods of augmented pulse flows from agriculture tailwater, and (2) across a full seasonal cycle from May 2019 to March 2020. We quantified changes in pesticide concentration in response to environmental factors. We found that zooplankton showed more frequent detections of hydrophobic pesticides compared to more frequent detections of hydrophilic compounds in water. Pesticide concentrations were influenced by flow, pesticide application, and season, but the effects of these environmental factors differed by habitat (Sacramento River or Yolo Bypass Toe Drain). Pesticides in water responded similarly to environmental factors in the Sacramento River and Yolo Bypass, whereas pesticides in zooplankton responded differently. In water, we found more detections and higher concentrations at higher flows in the Yolo Bypass and Sacramento River, but responses to pesticide application varied by habitat. Alternatively, pesticide concentrations in zooplankton increased in the Yolo Bypass with increasing flow (correlated with flow pulses) and changed seasonally; whereas, pesticide concentrations in zooplankton in the Sacramento River decreased at higher flows, and decreased with or did not respond to higher pesticide application in the watershed. Our study suggests that augmented flows—particularly those using agricultural tailwater—may have unintended negative ecological effects that could partially offset benefits to the food web and fishes in the northern Delta, underscoring the complex interplay among factors that drive increased pesticide exposure.

Fluoride is a naturally occurring element in groundwater that supports bone and dental health at low concentrations but can cause health problems at elevated concentrations in drinking water. This study investigates spatial and temporal trends for fluoride concentrations in untreated groundwater from over 20,000 public supply wells in California. The presence of a significant temporal trend in fluoride concentrations in a well was assessed using the Mann-Kendall test and a spatial-weighting approach was used to identify the areal extent of the groundwater resources with significant trends. Less than 2% of the groundwater resources used for public supply in the state have concentrations above the California maximum contaminant level of 2 mg/L. Approximately 14% of the groundwater resource used for public supply show a significant recent trend (2000–2019), with decreasing trends occurring in 10%of the resource. Potential drivers for trends were evaluated in two of the areas in southern California with the greatest prevalence of trends but distinct climate and hydrogeological characteristics. Aquifers in the Mojave and Whitewater River watersheds, located in the desert region, and the Los Angeles Basin, located on the coast, have been replenished with imported and treated water over the last half century to maintain sustainable groundwater levels. The recharge of imported water with different chemistries has altered the geochemical conditions in the aquifers, driving changes in fluoride concentrations.
