Numerous water bodies in California are listed under the Clean Water Act as being impaired by mercury contamination. Mercury generally poses risks both to humans who consume fish from these water bodies and to wildlife species at the top of the aquatic food chain. The SWAMP has recently completed statewide surveys of contaminants in sport fish from California lakes, rivers, and coastal waters. These surveys generated information regarding potential human exposure to mercury, but did not include monitoring to assess risks to wildlife. This study was performed to address critical information gaps related to mercury risks to wildlife in California lakes. Western grebes and Clark’s grebes were chosen as the wildlife indicator species. These grebe species are widely distributed and breed in lakes throughout California, are piscivorous (fish-eaters) near the top of the lake food chain, and become flightless after they arrive at their summer locations. This makes them excellent indicators of lake-specific contaminant exposure. Mercury concentrations were measured in grebe blood at all of the lakes, and in grebe eggs where they could be collected. Mercury also was measured in the small fish species that grebes eat and in sport fish in order to determine whether correlations between fish and grebes could be used to estimate risk to grebes in cases where direct measurements of mercury in grebes are not available. Grebes, prey fish, and sport fish were sampled at 25 lakes throughout California (Figure 1) during the spring and summer of 2012 and 2013, seasons when breeding occurs and birds are vulnerable to mercury - induced impairment of reproduction. Mercury concentrations were measured in blood from 354 grebes at 25 lakes, 101 grebe eggs at 7 lakes, 505 prey fish from14 species at 25 lakes, and 230 sport fish from 5 species at 24 lakes. T he lakes included in the survey were selected to be a representative sampling spanning the entire state, a range of mercury contamination, and a variety of sizes, shapes, and elevations.

Coagulation with metal-based salts is a practice commonly employed by drinking-water utilities to decrease particle and dissolved organic carbon concentrations in water. In addition to decreasing dissolved organic carbon concentrations, the effectiveness of iron- and aluminum-based coagulants for decreasing dissolved concentrations both of inorganic and monomethyl mercury in water was demonstrated in laboratory studies that used agricultural drainage water from the Sacramento–San Joaquin Delta of California. To test the effectiveness of this approach at the field scale, nine 15-by-40-meter wetland cells were constructed on Twitchell Island that received untreated water from island drainage canals (control) or drainage water treated with polyaluminum chloride or ferric sulfate coagulants. Surface-water samples were collected approximately monthly during November 2012–September 2013 from the inlets and outlets of the wetland cells and then analyzed by the U.S. Geological Survey for total concentrations of mercury and monomethyl mercury in filtered (less than 0.3 micrometers) and suspended-particulate fractions and for concentrations of dissolved organic carbon.

Ocean acidification is a pervasive stressor that could affect many marine organisms and cause profound ecological shifts. A variety of biological responses to ocean acidification have been measured across a range of taxa, but this information exists as case studies and has not been synthesized into meaningful comparisons amongst response variables and functional groups. We used meta-analytic techniques to explore the biological responses to ocean acidification, and found negative effects on survival, calcification, growth and reproduction. However, there was significant variation in the sensitivity of marine organisms. Calcifying organisms generally exhibited larger negative responses than non-calcifying organisms across numerous response variables, with the exception ofcrustaceans, which calcify but were not negatively affected. Calcification responses varied significantly amongst organisms using different mineral forms of calcium carbonate.Organisms using one of the more soluble forms of calcium carbonate (high-magnesium calcite) can be more resilient to ocean acidification than less soluble forms (calcite and aragonite). Additionally, there was variation in the sensitivities of different developmental stages, but this variation was dependent on the taxonomic group. Our analyses suggest that the biological effects of ocean acidification are generally large and negative, but the variation in sensitivity amongst organisms has important implications for ecosystem responses.

Lightning occurring with less than 2.5 mm of rainfall—typically referred to as ‘dry lightning’—is a major source of wildfire ignition in central and northern California. Despite being rare, dry lightning outbreaks have resulted in destructive fires in this region due to the intersection of dense, dry vegetation and a large population living adjacent to fire-prone lands. Since thunderstorms are much less common in this region relative to the interior West, the climatology and drivers of dry lightning have not been widely investigated in central and northern California. Using daily gridded lightning and precipitation observations (1987–2020) in combination with atmospheric reanalyses, we characterize the climatology of dry lightning and the associated meteorological conditions during the warm season (May–October) when wildfire risk is highest. Across the domain, nearly half (∼46%) of all cloud-to-ground lightning flashes occurred as dry lightning during the study period. Reference evapotranspiration (ETo) is a variable that helps determine atmospheric pressure on living (reference) grass to release water into the atmosphere. For this purpose, four main driving forces: air temperature, air humidity, solar radiation, and wind speed need to be measured over the well-watered reference grass. The relative influence of these driving forces is region and climate-specific, with daily and seasonal variations. A clear understanding of the dynamic interactions of ETo's driving factors can illuminate the water and energy cycles of the earth and assist modelers with more accurate predictions of ETo. In this study, Pearson correlation, mutual information, and random forest feature importance analyses have been used to evaluate the relative importance of meteorological driving forces of ETo in California. To better understand the interrelations of these variables, 1,365,823 daily data samples from 237 standardized weather stations for 36 years have been clustered into homogeneous climatic zones and analyzed. To compensate for the effects of seasonality, feature importance analysis is also conducted on seasonal and monthly clustered data. Moreover, seasonal and annual trends of ETo and its driving factors are investigated for California and homogeneous zones using the Mann-Kendall test. Our findings reveal that for annually clustered data, solar radiation is the most influential driving factor of ETo in California. However, analysis of seasonal and monthly clustered data shows that vapor pressure deficit is the most informative factor during the summer and spring, while solar radiation is more important during the colder seasons. Results of trend analysis don't suggest a consistent monotonic trend for ETo and other variables for different seasons and zones. However, it is shown that agricultural regions with heavy irrigation dependence like the Central Valley are getting warmer and drier, especially during the irrigation season. This can adversely affect the water resources, agriculture industry, and food production of California, and modeling efforts like this can be very informative for future water resources management.

As more Californians take a closer look at the use and management of water resources during the drought, water meters have come under increased scrutiny. Water meters have been in use for decades in most California communities, but they are not yet universal; more than 219,000 urban water connections in the state remain unmetered. “Metering is an essential tool for water management and expanding and improving metering should be a priority for all California utilities,” said Kristina Donnelly, lead author of the study. “While the water savings from metering all connections in California will not create large volumes of water statewide, they can produce considerable local water savings.” Water meters, coupled with effective pricing structures, sends a price signal to customers to reduce excessive or wasteful use. Metering in California finds that metering, and charging customers based on those meters, reduces water use by 15% to 20%. Additional water savings are possible by improving management of the water system, including identifying and repairing leaks in the water system. Moreover, metering provides customers with information about their water use, enabling them to make more informed decisions. Utilities and customers stand to gain from expanding and improving water metering and these benefits are particularly beneficial during this drought period.

Atmospheric methane accumulation contributes to climate change, hence quantifying methane emissions is essential to assess and model the impacts. Here, we estimate methane emissions from groundwater pumping in the Los Angeles Basin (LAB), north-eastern Pennsylvania, and the Principal aquifers of the USA using the average concentrations of methane in groundwater and annual groundwater pumping volumes. High average methane concentrations, 44.1 mg/L, and extensive groundwater pumping, ~3.1 Å~1011 L/a in the LAB, result in the annual emission of ~2.9 Å~ 10−3 Tg of microbial methane. Ethane emissions in the LAB were 3.5 Å~10−6 Tg/a. Lower methane emissions estimated for NE Pennsylvania, ~3.0 Å~ 10−8 Tg/a, reflect lower methane concentrations and groundwater pumping, 0.7 mg/L and 4.67 Å~ 107 L/a, respectively. Methane concentrations and groundwater withdrawals, 1.06 Å~1014 L/a, across the USA enabled the estimation of the total emissions of methane from Principal aquifers (92% of total pumping) of 0.044 Tg/a in the year 2000, which represents a small percentage (~0.2%) of the total annual US methane emissions, but a previously unquantified flux in the global methane budget. Globally, groundwater-pumping methane emissions were estimated to be 0.53 Tg/a, 0.2% of global methane emissions, by adopting a global estimate for groundwater extraction, and an average methane concentration in older groundwater of 0.44 mg/L.

In November 2009, SBX7-7, The Water Conservation Act of 2009, was signed into law as part of a comprehensive water legislation package. The Water Conservation Act addresses both urban and agricultural water conservation. The urban provisions reflect the approach taken in the 20x2020 Water Conservation Plan. The legislation sets a goal of achieving a 20-percent statewide reduction in urban per capita water use and directs urban retail water suppliers to set 2020 urban water use targets. The Water Conservation Act of 2009 directs DWR to develop technical methodologies and criteria to ensure the consistent implementation of the Act and to provide guidance to urban retail water suppliers in developing baseline and compliance water use. To meet the legislative directives for consistent implementation, DWR has developed and published Methodologies for Calculating Baseline and Compliance Year Per Capita Water Use. This is the third revision of the Methodologies for Calculating Baseline and Compliance Urban per Capita Water Use. The document was first released in October 2010 and then revised in February 2011 with the addition of the Provisional Method 4 for Determining Water Use Targets as Appendix C. This revision includes Methodology 8: Criteria for Adjustments for Compliance Daily per Capita Water Use and removes the former Appendix A: Alternative Methodology for Service Area Population. Methodology 8 was not included in the earlier versions of the Methodologies as it was not required for the completion of the 2010 urban water management plans and more time was needed to thoroughly develop the methodology. The former Appendix A provided instructions for using the Census Bureau’s website to calculate service area population using a person per connection approach. The Census Bureau has revised its website and the links in the former document are no longer valid. Additionally, as part of its guidance for the 2015 UWMPs, DWR has included a population mapping tool as part of the on-line urban water management plan data submittal website. The population mapping tool provides a simpler and streamlined approach to estimating service area population.
