The Borrego Valley is a small valley (110 square miles) in the northeastern part of San Diego County, California. Although the valley is about 60 miles northeast of city of San Diego, it is separated from the Pacific Ocean coast by the mountains to the west and is mostly within the boundaries of Anza-Borrego Desert State Park. From the time the basin was first settled, groundwater has been the only source of water to the valley. Groundwater is used for agricultural, recreational, and municipal purposes. Over time, groundwater withdrawal through pumping has exceeded the amount of water that has been replenished, causing groundwater-level declines of more than 100 feet in some parts of the basin. Continued pumping has resulted in an increase in pumping lifts, reduced well efficiency, dry wells, changes in water quality, and loss of natural groundwater discharge. As a result, the U.S. Geological Survey began a cooperative study of the Borrego Valley with the Borrego Water District (BWD) in 2009. The purpose of the study was to develop a greater understanding of the hydrogeology of the Borrego Valley Groundwater Basin (BVGB) and to provide tools to help evaluate the potential hydrologic effects of future development. The objectives of the study were to (1) improve the understanding of groundwater conditions and land subsidence, (2) incorporate this improved understanding into a model that would assist in the management of the groundwater resources in the Borrego Valley, and (3) use this model to test several management scenarios. This model provides the capability for the BWD and regional stakeholders to quantify the relative benefits of various options for increasing groundwater storage. The study focuses on the period 1945–2010, with scenarios 50 years into the future.

Principal water agencies in the Petaluma Valley groundwater basin seek to understand the availability of groundwater to meet increasing regional water supply demand caused by increasing agricultural and urban water demands. Surface water from the Russian River is the primary water supply in the basin, but the future availability of this surface-water supply is uncertain. Groundwater is an important supplemental source of water for the City of Petaluma and the primary supply for agriculture and domestic use by rural property owners. Furthermore, supplies of recycled water are becoming more available. Water managers face the challenge of meeting increasing water demand with a combination of surface water, local groundwater resources, and use of recycled wastewater. In 2014, California adopted legislation to manage groundwater: the Sustainable Groundwater Management Act (SGMA). The SGMA requires the development and implementation of Groundwater Sustainability Plans (GSPs) in 127 medium- or high-priority groundwater basins, and the Petaluma Valley groundwater basin was designated as a high-priority basin. Sustainability is defined within the SGMA in terms of avoiding undesirable results: significant and unreasonable groundwater-level declines, reduction in groundwater storage, seawater intrusion, water-quality degradation, land subsidence, and surface-water depletion. The U.S. Geological Survey (USGS), in cooperation with the Sonoma County Water Agency (SCWA) and the City of Petaluma, characterized the hydrology of the Petaluma valley watershed (PVW) and developed an integrated hydrologic model that can be used to improve understanding and management of the groundwater system and develop a GSP. The objectives of the study are to (1) develop an updated assessment of the hydrogeology and geochemistry of the PVW and (2) develop an integrated hydrologic model for the PVW. The purpose of this report is to describe the conceptual model of the hydrologic, hydrogeologic, and water-quality characteristics of the PVW and a numerical groundwater-flow model of PVW.

The Santa Rosa Plain is home to approximately half of the population of Sonoma County, California, and faces growth in population and demand for water. Water managers are confronted with the challenge of meeting the increasing water demand with a combination of water sources, including local groundwater, whose future availability could be uncertain. To meet this challenge, water managers are seeking to acquire the knowledge and tools needed to understand the likely effects of future groundwater development in the Santa Rosa Plain and to identify efficient strategies for surface- and groundwater management that will ensure the long-term viability of the water supply. The U.S. Geological Survey, in cooperation with the Sonoma County Water Agency and other stakeholders in the area (cities of Cotati, Rohnert Park, Santa Rosa, and Sebastopol, town of Windsor, Cal-American Water Company, and the County of Sonoma), undertook this study to characterize the hydrology of the Santa Rosa Plain and to develop tools to better understand and manage the groundwater system. The objectives of the study are: (1) to develop an updated assessment of the hydrogeology and geochemistry of the Santa Rosa Plain; (2) to develop a fully coupled surface-water and groundwater-flow model for the Santa Rosa Plain watershed; and (3) to evaluate the potential hydrologic effects of alternative groundwater-management strategies for the basin. The purpose of this report is to describe the surface-water and groundwater hydrology, hydrogeology, and water-quality characteristics of the Santa Rosa Plain watershed and to develop a conceptual model of the hydrologic system in support of the first objective. The results from completing the second and third objectives will be described in a separate report.

The hydrologic framework of the Santa Clara Valley in northern California was redefined on the basis of new data and a new hydrologic model. The regional groundwater flow systems can be subdivided into upper-aquifer and lower-aquifer systems that form a convergent flow system within a basin bounded by mountains and hills on three sides and discharge to pumping wells and the southern San Francisco Bay. Faults also control the flow of groundwater within the Santa Clara Valley and subdivide the aquifer system into three subregions. After decades of development and groundwater depletion that resulted in substantial land subsidence, Santa Clara Valley Water District (SCVWD) and the local water purveyors have refilled the basin through conservation and importation of water for direct use and artificial recharge. The natural flow system has been altered by extensive development with flow paths toward major well fields. Climate has not only affected the cycles of sedimentation during the glacial periods over the past million years, but interannual to interdecadal climate cycles also have affected the supply and demand components of the natural and anthropogenic inflows and outflows of water in the valley. Streamflow has been affected by development of the aquifer system and regulated flow from reservoirs, as well as conjunctive use of groundwater and surface water. Interaquifer flow through water- supply wells screened across multiple aquifers is an important component to the flow of groundwater and recapture of artificial recharge in the Santa Clara Valley. Wellbore flow and depth-dependent chemical and isotopic data indicate that flow into wells from multiple aquifers, as well as capture of artificial recharge by pumping of water- supply wells, predominantly is occurring in the upper 500 ft (152 m) of the aquifer system. Artificial recharge represents about one-half of the inflow of water into the valley for the period 1970–1999. Most subsidence is occurring below 250 ft (76 m), and most pumpage occurs within the upper-aquifer system between 300 and 650 ft (between 91 and 198 m) below land surface. Overall, the natural quality of most groundwater in the Santa Clara Valley is good. Isotopic data indicate that artificial recharge is occurring throughout the shallower parts of the upper-aquifer system and that recent recharge (less than 50 yr old) occurs throughout most of the basin in the upper-aquifer system, but many of the wells in the center of the basin with deeper well screens do not contain tritium and recent recharge. Age dates indicate that the groundwater in the upper-aquifer system generally is less than 2000 yr old, and groundwater in the lower-aquifer system generally ranges from 16,700 to 39,900 yr old. Depth-dependent sampling indicates that wellbores are the main path for vertical flow between aquifer layers. Isotopic data indicate as much as 60% of water pumped from production wells originated as artificial recharge. Shallow aquifers not only contain more recent recharge but may be more susceptible to anthropogenic and natural contamination, as evidenced by trace occurrences of iron, nitrate, and volatile organic compounds (VOCs) in selected water-supply wells. Water-resource management issues are centered on sustaining a reliable and good-quality source of water to the residents and industries of the valley. While the basin has been refilled, increased demand owing to growth and droughts could result in renewed storage depletion and the related potential adverse effects of land subsidence and seawater intrusion. The new hydrologic model demonstrates the importance of the aquifer layering, faults, and stream channels in relation to groundwater flow and infiltration of recharge. This model provides a means to analyze water resource issues because it separates the supply and demand components of the inflows and outflows.

Strategies for managing water supplies and groundwater quality in the Modesto region of the eastern San Joaquin Valley, California, are being formulated and evaluated by the Stanislaus and Tuolumne Rivers Groundwater Basin Association. Management issues and goals in the basin include an area in the lower part of the basin that requires drainage of the shallow water table to sustain agriculture, intra- and inter-basin migration of poor-quality groundwater, and efficient management of surface and groundwater supplies. To aid in the evaluation of water-management strategies, the U.S. Geological Survey and the Stanislaus and Tuolumne Rivers Groundwater Basin Association have developed a hydrologic model that simulates monthly groundwater and surface-water flow as governed by aquifer-system properties, annual and seasonal variations in climate, surface-water flow and availability, water use, and land use. The model was constructed by using the U.S. Geological Survey groundwater-modeling software MODFLOW-OWHM with the Farm Process. Available measurements of groundwater pumped for municipal, irrigation, and drainage purposes are specified in the model, as are deliveries of surface water. Private irrigation pumping and recharge associated with agricultural land use were estimated by using the Farm Process in MODFLOW-OWHM, which simulates landscape processes associated with irrigated agriculture and other land uses. The distribution of hydraulic conductivity in the aquifer system was constrained by using data from more than 3,500 drillers’ logs. The model was calibrated to 4,061 measured groundwater levels in 109 wells and 2,739 mean monthly surface-water flows measured at 6 streamgages during 1960–2004 by using a semi-automated method of parameter estimation. The model fit to groundwater levels was good, with an absolute mean residual of 0.8 feet; 74 percent of simulated heads were within 10 feet of those observed. The model fit to streamflow was biased low, but reasonable overall; the absolute mean residual of streamflow was 780 cubic feet per second, and 68 percent of simulated streamflows were within 500 cubic feet per second of observed. Hydrographs both of groundwater levels and streamflow indicated overall an acceptable fit to observed trends. Simulated private agricultural pumpage ranged from about 780,000 to 1,380,000 acre-feet per year and averaged about 1,000,000 acre-feet per year from 1960 to 2004. Simulated deep percolation, or groundwater recharge from precipitation and irrigation, varied with climate and land use from about 1,100,000 to 1,700,000 acre-feet per year, averaging 1,360,000 acre-feet per year. Key limitations of the model with respect to estimating these large components of the water budget are the uncertainty associated with actual irrigation deliveries and irrigation efficiencies and the lack of metered data for private agricultural groundwater pumping. Different assumptions with respect to irrigation deliveries and efficiencies, and other model input, would result in different estimates of private agricultural groundwater use. The simulated exchange between groundwater and surface water was a small percentage of streamflow, typically ranging within a loss or gain of about 2 cubic feet per second per mile. The simulated exchange compared reasonably with limited independent estimates available, but substantial uncertainty is associated with these estimates.

The purpose of the Santa Clara River (SCR) Watershed Feasibility Study as described in the PMP (October, 2003) is to determine the impact of the upstream urbanization, specifically in Los Angeles County, to the present natural state of the river in Ventura County and communities adjacent to the River that expect to develop close to the river banks. It is the goal of the watershed study to develop the necessary baseline data and analytical tools. In order to evaluate these impacts the feasibility study will include: • A comprehensive update of hydrologic, hydraulic, and sediment (yield and transport) models for a range of flow rates for existing conditions and future conditions within the Santa Clara River. The hydrologic model provides the flow data needed as input to the hydraulic and sediment transport models. • The hydrologic model will also be used to evaluate baseline and changes to water quality and pollutant loadings as a result of development or any proposed regional solutions to flooding or water quality problems. • Generate computer models that can simulate the impacts of land use changes under existing, natural and future conditions, and provide data to forecast the resulting changes to streamflow in the Santa Clara River. • Existing conditions include recently installed flood control and water supply/storage facilities. For future conditions, the modeling will include proposed land use changes, any additional flood control or sediment control facilities, and the effects of changes in sediment flow to the downstream areas as a result of proposed alternatives to mitigate flooding or water quality problems. The Natural Condition will be modeled by assuming the watershed has not been developed or subjected to extensive ranching or agricultural activities (pre-European). This document is the Final Report for the watershed hydrology model of the Santa Clara River Watershed using the U.S. EPA Hydrologic Simulation Program FORTRAN (HSPF). This effort was funded directly and wholly by contract with the Ventura County Watershed Protection District (VCWPD). This report identifies and describes the watershed characteristics and types of data required/available for the model, the segmentation of the watershed for modeling purposes, model calibration and validation efforts, and the results for the Baseline and Natural Conditions Scenario model runs. This effort has been designed to produce a comprehensive watershed model that meets the needs of the hydrologic model component of the SCR Watershed Feasibility Study as described above. This model was designed to: a. Represent hydrologic conditions throughout the SCR watershed for a wide range of flow conditions continuously for both high flows, low flows and individual storm events b. Provide continuous flow boundary conditions for the hydraulic and sediment transport models, at the appropriate spatial scales and boundary locations identified by the Feasibility Study participants c. Provide a modeling framework for subsequent sediment yield and water quality modeling requirements of the Feasibility Study d. Include a long-term database of 40 or more years of model input (e.g. precipitation, evaporation, diversions, POTWs) to allow long-term model simulations needed to develop the required flood (and low flow) frequency information at selected points throughout the SCR Watershed e. Provide long-term model simulations for both Baseline (current) and Natural Condition alternatives as a basis for assessing and comparing with planned Future Condition alternatives.

Changes in population, agricultural development practices (including shifts to more water-intensive crops), and climate variability are placing increasingly larger demands on available water resources, particularly groundwater, in the Cuyama Valley, one of the most productive agricultural regions in Santa Barbara County. The goal of this study was to produce a model capable of being accurate at scales relevant to water management decisions that could be considered in the evaluation of the sustainable water supply. The Cuyama Valley Hydrologic Model (CUVHM) was designed to simulate the most important natural and human components of the hydrologic system, including components dependent on variations in climate, thereby providing a reliable assessment of groundwater conditions and processes that can inform water users and help to improve planning for future conditions. Model development included a revision of the conceptual model of the flow system, construction of a precipitation-runoff model using the Basin Characterization Model (BCM), and construction of an integrated hydrologic flow model with MODFLOW-One-Water Hydrologic Flow Model (MF-OWHM). The hydrologic models were calibrated to historical conditions of water and land use and, then, used to assess the use and movement of water throughout the Valley. These tools provide a means to understand the evolution of water use in the Valley.
