Climate warming is expected to intensify hypoxia in the California Current System (CCS), threatening its diverse and productive marine ecosystem. We analyzed past regional variability and future changes in the Metabolic Index, a species-specific measure of the environment’s capacity to meet temperature-dependent organismal oxygen demand. Across the traits of diverse animals, exhibits strong seasonal to interdecadal variations throughout the CCS, implying that resident species already experience large fluctuations in available aerobic habitat. For a key CCS species, northern anchovy, the long-term biogeographic distribution and decadal fluctuations in abundance are both highly coherent with aerobic habitat volume. Ocean warming and oxygen loss by 2100 are projected to decrease below critical levels in 30 to 50% of anchovies’ present range, including complete loss of aerobic habitat—and thus likely extirpation—from the southern CCS. Aerobic habitat loss will vary widely across the traits of CCS taxa, disrupting ecological interactions throughout the region.

Domoic acid is a potent neurotoxin produced by certain marine microalgae that can accumulate in the foodweb, posing a health threat to human seafood consumers and wildlife in coastal regions worldwide. Evidence of climatic regulation of domoic acid in shellfish over the past 20 y in the Northern California Current regime is shown. The timing of elevated domoic acid is strongly related to warm phases of the Pacific Decadal Oscillation and the Oceanic Niño Index, an indicator of El Niño events. Ocean conditions in the northeast Pacific that are associated with warm phases of these indices, including changes in prevailing currents and advection of anomalously warm water masses onto the continental shelf, are hypothesized to contribute to increases in this toxin. We present an applied domoic acid risk assessment model for the US West Coast based on combined climatic and local variables. Evidence of regional- to basin-scale controls on domoic acid has not previously been presented. Our findings have implications in coastal zones worldwide that are affected by this toxin and are particularly relevant given the increased frequency of anomalously warm ocean conditions.

Cache Creek drains part of northern California’s Coast Ranges and is an important source of mercury (Hg) to the Sacramento–San Joaquin Delta. Cache Creek is contaminated with Hg from several sources, including historical Hg and gold mines, native Hg in the soils, and active mineral springs. In laboratory experiments in a study conducted by the U.S. Geological Survey, in cooperation with the U.S. Environmental Protection Agency, the use of coagulants and sorbents to immobilize Hg in water samples from high- concentration sources in the Cache Creek watershed was investigated. Three sites were selected for the collection of surface-water samples containing high and low concentrations of particulate-associated Hg. The high-particulate Hg samples were collected from Cache Creek Settling Basin duringstormflow conditions. The low-particulate Hg samples werecollected from two geochemically contrasting sites duringbase-flow conditions (downstream from a geothermal springand at the emergence point of a connate-water spring). Three coagulants were chosen for laboratory testing with the high-particulate sample— (1) ChitoVanTM HV 1.5 percent (shell based), (2) FerralyteTM 8131 (ferric sulfate based), and (3) UltrionTM 8186 (aluminum based). Each coagulant was tested at various dose amounts to determine the optimum dose rate for the high-particulate sample. The low-particulate source samples were passed through three sorbents— (1) chitosan flakes, (2) coconut shell-based activated carbon,and (3) coal-based activated carbon. In-line columns were packed with each material, and the untreated sample waspassed through each column at three different flow rates (0.1,0.5, and 1.0 liter per minute, L/min). For dose rates used in this study, ChitoVanTM reduced turbidity of the particulate sample by 85–91 percent, FerralyteTM reduced turbidity by 54–93 percent, and UltrionTMreduced turbidity by greater than 90 percent. At the lowest dose rate, ChitoVanTM achieved a 59- to 61-percent reduction in whole-water methylmercury (MeHg) concentrations and a 71- to 75-percent decrease in whole-water total mercury  (THg) concentrations. FerralyteTM achieved a 37- to 48-percent decrease in whole-water MeHg concentrations and a 37- to 48-percent reduction in whole-water THg concentrations. UltrionTM achieved a greater than 90-percent decrease in whole-water MeHg and THg concentrations. Mercury removal from the low-particulate samples was less efficient for the sorbent materials compared to the coagulants; less than 30 percent of THg was removed from any 500-milliliter aliquot using sorbent materials. The coal-based sorbent was the most versatile of the sorbents, removing THg to a similar extent from both low-particulatesource waters. The chitosan sorbent was the most effective atremoving THg from the low-particulate stream sample, but less effective for the low-particulate connate-spring sample. The Hg removal efficiency of the coconut sorbent decreasedquickly compared to the other two sorbents, indicating that sorption may be limited by the short contact times evaluated in this study.

In the face of a growing and severe ecological crisis, the Board has spent the better part of two decades crafting updates to the Bay-Delta Plan to reasonably protect fish and wildlife beneficial uses. These delayed and too often meager efforts have so far done nothing to reverse the catastrophic path we are on, despite the potential permanent loss of these beneficial uses. The Draft Staff Report’s proposed project and the Voluntary Agreement alternatives will not change our course.

AB 2222 (Caballero, Chapter 670, Statutes of 2008) requires the State Water Resources Control Board to submit a report to the Legislature that identifies: 1) communities in California that rely on contaminated groundwater as a primary source of drinking water; 2) the principal contaminants and other constituents of concern; and 3) potential solutions and funding sources to clean up or treat groundwater or provide alternative water supplies. A “community,” for the purposes of this report, is defined as a Community Public Water System (Health and Safety Code Section 116395). When this report refers to communities that rely on a contaminated groundwater source, it is referring to community public water systems that draw water from a contaminated groundwater source prior to any treatment. Over 95 percent of the 38 million Californians get their drinking water from a public water system. The findings in this report do not reflect private domestic wells or other unregulated water systems since the state does not require these groundwater users to sample their wells, and consequently a comprehensive database for these groundwater sources does not exist. This report identifies 680 community water systems that, prior to any treatment, relied on a contaminated groundwater source during the most recent California Department of Public Health (CDPH) compliance cycle (2002-2010). It is important to note that, according to CDPH, over 98% of Californians on public water supply are served safe drinking water. Although many water suppliers draw from contaminated groundwater sources, most suppliers are able to treat the water or blend it with cleaner supplies before serving it to the public. Consequently, when this report refers to communities that rely on contaminated groundwater, it is referring to community public water systems that draw water from one or more contaminated groundwater wells prior to any treatment or blending. Some community water systems, however, cannot afford treatment or lack alternative water sources, and have served water that exceeds a public drinking water standard. Of the 680 community water systems that rely on a contaminated groundwater source, 265 have served water that exceeded a public drinking water standard during the most recent CDPH compliance cycle (2002-2010).
